Washington, D.C. – Ending lingering uncertainty about the future of the Open Internet, the Federal Communications Commission today set sustainable rules of the roads that will protect free expression and innovation on the Internet and promote investment in the nation’s broadband networks. The FCC has long been committed to protecting and promoting an Internet that nurtures freedom of speech and expression, supports innovation and commerce, and incentivizes expansion and investment by America’s broadband providers. But the agency’s attempts to implement enforceable, sustainable rules to protect the Open Internet have been twice struck down by the courts....
BOE to Consider Lower Excise Tax Rate for Gasoline Rate Could Drop from 36 to 28.5 Cents Per Gallon

Sacramento, CA...Members of the California State Board of Equalization (BOE) will vote on whether to lower the excise tax rate on gasoline by 7.5 cents during its February 24, 2015 meeting at 5901 Green Valley Circle, Room 207, in Culver City. If adopted, the 28.5 cent excise tax will become effective on July 1, 2015 and last through June 30, 2016. Currently, drivers pay 36 cents per gallon in state excise tax. State law requires the Board to set the rate for the coming fiscal year by March 1st of each year, following a complicated formula known as the “fuel tax swap.” More information and a video explanation of this process is available here...

ACLU Lawsuit Charges Calaveras County with Unconstitutionally Promoting One Particular Religious Belief

San Andreas – The American Civil Liberties Union of Northern California today filed a lawsuit against the county of Calaveras, charging the board of supervisors with passing a resolution last summer that unconstitutionally promotes one particular set of religious beliefs over all others. Filed in state superior court on behalf of nine Calaveras County residents with various religious beliefs. The lawsuit charges that the resolution runs afoul of the fundamental constitutional principle that the government should not promote one particular religious belief over others because, among other things, it recognizes a local Christian ministry’s work in “strengthen(ing) the lives of women and young women in Calaveras County by inviting them to test and see for themselves the many blessings that can come from living the teachings of Christ.”...

Sacramento, CA...The Rural County Representatives of California (RCRC) applaud Senators Lois Wolk (D-Yolo County) and Jim Nielsen (R-Gerber) for their continued effort to appropriate monies to counties for outstanding obligations relating to Payment in Lieu of Taxes (PILT) payments. Senate Bill 234, introduced last week, would appropriate $19 million to the Department of Fish and Wildlife (DFW) to make past due PILT payments to California counties. While the Governor’s 2015-16 proposed Budget includes PILT funding for the upcoming year, annual payments haven’t been made in well over a decade. “This has been an ongoing issue for 14 years, during which time counties have struggled to tighten their budgets in order to fund programs and services for residents when the State stopped making PILT payments. Small, rural counties throughout the state have particularly felt the weight of this burden,” said Senator Wolk, coauthor of SB 234. “This measure will appropriate $19 million to the Department of Fish and Wildlife to make past due PILT payments to counties, paying off this debt once and for all.”

Members of the public desiring to gather special forest products must be personally in possession of a valid permit (on person at time of gathering).
