Calaveras Assessor Announces Negligible Increase in Assessed Values~From Leslie Davis, Assistant Assessor
Calaveras County, CA....According to figures released by County Assessor Grant W. Metzger, Jr., the assessed value of property in Calaveras County increased less than one percent. The assessment rolls provide the basis for funding local government services. Almost two-thirds of the property taxes are shared by local school districts. The balance of the property tax is shared by the County, City of Angels, and special districts such as fire districts....

“The assessment roll totals reflect the declines in value experienced in the county,” Metzger said.
He added, “We’ve been predicting zero growth for months.” Recently the Board of Supervisors grappled with that reality when they approved the sale of bonds for construction of a new County Jail.
Metzger expressed appreciation for his staff who were responsible for completing work on the assessment rolls which now total over $7 billion. “Without their efforts, this would not be possible.” This year’s workload was higher than the previous eight years. That was due to the need to review property values that may have experienced a decline. “We took a proactive stance and identified almost 11,000 parcels that may have experienced a decline in value,” he explained.
Metzger pointed out that “The volume of notification cards clearly demonstrates the added work in my office due to the market dynamics. Over 5,000 value notification cards will be mailed this year.
An additional 5,244 notices will be sent to properties experiencing a decline in value.” Despite the downturn in the market, new construction continues. And, properties have been selling for more than their previous assessed value so there is a net gain on the assessment roll in those cases.
Homeowner’s Exemptions continue to show a modest increase. Owners who resided on their property as their primary residence as of January 1, 2008 qualify for the Homeowner’s Exemption.
“Qualified owners, who did not apply on time, can apply for a reduced exemption through December 10, 2008,” Metzger added.
The annual two percent inflation factor, required by Proposition 13, was added to all properties unless there was a change in ownership, new construction, or the property experienced a decline in value. Owners whose value increased by the inflation factor will not receive a Value Notification Card.

The 2008 values will not be available on-line until the first of August
