Snide comment about CalTrans was unprofessional & unnecessary
Posted on: 2021-10-21 21:53:45   By: Anonymous

Linda was completely unprofessional in making a snide comment concerning a $2000 engineering fee now required by CalTrans for the annual Arnold 4th of July Parade. She truly seems to think that GABA has historically “done everything” for the parade, including set up, etc. But GABA doesn’t pay for the Calaveras County Sheriffs department personal, nor does GABA pay for the California Highway Patrol officers involved in the traffic safety patrol for the parade, nor any CalTrans personnel. THE COUNTY, STATE AND FEDS PAY THEIR WAGES. And surely there are issues of liability for CalTrans??? And does Linda think Arnold is the ONLY town in California that has to pay this engineering fee, and because of that we should somehow be exempt? That’s ludicrous. Linda should have been much more prepared to answer these substantial questions, rather than offhandedly insulting CalTrans and their policies. It requires MONEY to pay the Sheriffs Department employees and the CHP. It requires MONEY for safe parade signage. It requires MONEY for clean up and traffic control. We’re not exempt because we’ve been having the parade for 40 years. I sincerely hope this isn’t a foreshadowing of GABA having an attitude of anti-government bias and entitlement. It would truly be wonderful for our community if this GABA reboot is successful and forward thinking.

And please remember, GABA: If this new GABA reboot is now to include our community, then consider how many county, state, and federal workers live and raise their families in the greater Arnold/ Upper Highway 4 area. It takes a lot of Calaveras county sheriffs department employees & volunteers, as well as CHP officers and Caltrans people to make the Fourth of July parade successful. If you TRULY want the “new” GABA to be about community as well as business, then you cannot exclude the very people who’ve made the parade safe for 40+ years.

GABA paid for the signage I believe. We love our local CalTrans crews but charging small towns $3,000 for a parade permit will just eliminate many small parades and cause real damage to small communities.

A percentage of the TOT tax goes to law enforcement for just this very reason. To provide additional revenue for law enforcement derived from the visitors. Do your homework before you complain next time. Ask Merita how much CCSO gets.

All good until an event without the presence of law enforcement brings in those who won't obey speed limits, parking, drink and drive... and the eventual accidents or worse. The parade is on a state route highway and as such comes under the jurisdiction of the CHP who are charged to protect and serve. Don't want to involve the CHP and others? Then hold the parade in a back neighborhood like BLS. Am sure all those homeowners want the crowds to come to them.

CalTrans Encroachment Permits Manual, 2018:
Posted on: 2021-10-21 22:09:43   By: Anonymous

“ Encroachment permit fees are not required of nonprofit organizations possessing a resolution for conducting municipal parades that are considered a civic event. For example, to qualify for fee exemption, parades are held on legal holidays such as: Independence Day, Veterans Day, etc., and conducted by veterans' organizations, schools, and youth organizations.”

So, basically….

….if GABA wants to have a parade that primarily benefits the business community (by attracting “8-10 thousand people on a holiday weekend”, as stated by the new GABA steering committee), THEN THE BUSINESS COMMUNITY MUST PAY THEIR FAIR SHARE AND NOT COMPLAIN ABOUT THE COST OF BUSINESS PROMOTION.

Tsk, Tsk, sounds like a government worker is the one feeling "entitled". Our tax dollars, gas taxes etc already pay for your salary. It isn't just a "business promotion" it is the Celebration of our Nation's Birthday and our community.

The entitled thinking would be you. It's a small state highway for everyone's use, not just a small wanna be elite flatlander fallout group living there.

As another poster said, move it off the highway so the greater taxpayers can get through and use it too.

….just a life long resident who is 100% sure that a parade that draws “8-10 thousand” cabin people and vacationers shouldn’t be “free” or low cost just because it’s a “historical parade”, to quote Linda. The permit fees required by CalTrans are perfectly reasonable and apply across the board to all encroachment, i.e. special events or parades on California state highways. If the Arnold business (and community) folks want a parade, that’s fine. Swearing about CalTrans at a public meeting and the launch of a rebooted GABA is inappropriate, at best. Again, the Calaveras county sheriffs department, CalTrans, and the CHP have kept this event safe for years. The parade volunteers, past and present, are enthusiastic, dedicated and hard-working-no one is denying that. But let’s be real, here: The annual 4th of July parade was created for and mainly benefits the business community, and they should be willing to pay for it.

Don't forget that the local businesses provide donations to the local groups, so we need them to prosper for all our needs, besides celebrating a national holiday. Hope our parade can continue no matter how much it cost.

Wake up! Don;t let this controlling Bay Area group of Karen's control the small Sierra Town. Keep it small and rural and do not let them turn it into their controlling enclave again. We do not need the Bay Area think ruining our county or small towns. Send them packing back to fix what they did to the Bay Area.

A more important focus for GABA might be affordable housing for those workers who staff its businesses. No workers, no open restaurants and more. Essentially, no business.

Seriously there should be one big county parade in a better area for safe and smooth traffic rerouting. Angels Camp or maybe Copper. This parade should not be able to block the small Sierra State Highway to another state.

….”holding a parade that includes ALL of Calaveras county”.

But that proves the point: If we tried to move the parade to a more easily accessible and convenient spot for a larger and more inclusive parade, GABA would SCREAM. This parade is essentially for the Arnold business community. They NEED the day trippers, vacationers, and cabin people to come up in huge crowds and spend their money. There’s not a thing wrong with that-it’s how we survive as a resort town. But business needs to pay for the privilege of closing downa state highway for several hours on a July weekend-no squawking about “fees”.
