The reason is this appears to be a spot where drivers can check their phones for texts.
Hell, some maybe texting.
Distracted driving is drunk driving.
Driving is a 100% BE HERE NOW activity.
Would you look away while using a sharp knife?
Driving is one of the most serious activities the public is allowed to do themselves.

Went through there yesterday on my way to Jackson and they were just loading a vehicle onto a tow truck. This accident happened right where Cal-Trans was doing road work and had signage for half a mile getting people ready to stop. Somehow, with all of that warning, a driver couldn't figure out that watching the road was important!

I witnessed it, young girl passed me later plowed into stopped traffic, was not paying attention. i stopped to check on her and she said the guy in front of her stopped, yes the flag man had everyone stopped. She said she suffers from cronic pain?
