One for the Ages...This Morning's Board of Supervisors Meeting Replay and Summary are Enclosed

San Andreas, CA...This morning's Calaveras County Board of Supervisors meeting was a contentious affair to say the least. It runs just under two hours and the fast forward and rewind features will work as soon as we have made one pass. The Grand Jury Report had already influenced the public comment sessions and also near the end of the meeting the Board itself. The bulk of the meeting time was taken up with discussion on the upcoming placement of the county's bonds. The Replay and Summary are Enclosed...

RESOLUTION approving Standard Performance Agreement with the CA Dept. of Mental Health and Calaveras County Behavioral Health Services, for Fiscal Years 2007-2010; Behavioral Health - Board action: approved 5-0
RESOLUTION approving agreement between Michael W. Maddox, MD and Calaveras County Behavioral Health Services to provide specialized psychiatric services, in an amount not to exceed $130,000, for fiscal year 2008/2009; Behavioral Health - Board action: approved 5-0
MINUTE ORDER authorizing the Community Development Agency to issue a refund, in the amount of $5,703.00, to applicant Brad Sutton, for outside consulting fees, that are no longer needed; Community Development Agency - Board action: approved 5-0

MINUTE ORDER authorizing the distribution of $1300.00 from District 3 Supervisor discretionary funds to the Calaveras County Arts Council to coordinate a public art project to paint a mural on the four sides of the County concrete block structure that is located in back of and in between the County Courthouse and Building A - Board action: approved 5-0

MINUTE ORDER authorizing the distribution of $1,000.00 from the District 3 Supervisors discretionary funds to White Pines Park for park improvements - Board action: approved 5-0
R E G U L A R A G E N D A
16. PUBLIC COMMENTS: Al Segalla, President/Calaveras Taxpayers Association, read a letter into the record urging the County to complete the Trinitas review process. The letter stated the project has been delayed far too long; Trinitas is one of the largest Agricultural producers in the west end of the County; the project will have no negative impact relative to noise, odors, traffic; will raise property values; improvements blend into natural landscapes; and the project will be a significant economic benefit to the County.
Chris Williams, Attorney/San Andreas, CA referenced the 2007-08 Grand Jury report. He voiced concern of the management and management style of the Director of the Community Development Agency.
Joe Kelly spoke of pending AB 2459, as introduced on 2/21/2008, regarding senior citizen property taxation. He referred to California senior citizens, upon retirement and on fixed incomes, as unable to live and pay $500 to $1,000 a month for property taxes. He informed that some western states cap property taxes for senior citizens. Mr. Kelly asked this Board to consider said legislation and adopt it into the system.
Ed Core, Wallace, CA and living approximately 1 mile from the Trinitas Golf Course, referred to false allegations re: the golf course. He spoke of meeting with Mr. Nemee and touring the course. Mr. Core stated the project has resulted in a beautiful golf course and a benefit to the community and the county.
17. Discussion and possible action re: MINUTE ORDER appointing an applicant to complete an unexpired term on the Murphy's Sanitary District Board; Supervisor Tryon - Board action: appointed Patricia Davies; 5-0

7/1/2008 SUMMARY

Discussion and possible action re: presenting information and request for direction regarding the issuance of a general obligation bond as authorized by Measure J; Administration - Board action: no action required at this time. An informational discussion was held with Jonathan Edwards of Government Financial Strategies, Inc. The matter will be on the July 8, 2008 agenda for further discussion and possible action.
Discussion and possible action re: RESOLUTIONS ( 3 ) adopting FY 2008/2009 Preliminary Budget: Auditor/Controller - Board action: unanimously approved the following: 1) a resolution adopting Fiscal Year 2008-09 proposed budget for the County of Calaveras; 2) a resolution adopting Fiscal Year 2008-09 proposed budget for districts governed by the Board of Supervisors; and 3) a resolution authorizing the purchase of certain capital assets at fiscal year 2008-09 proposed budget.
Discussion and possible action re: RESOLUTION authorizing changes to the position control list: FY 2008/2009 new positions and reclassifications: Human Resources - Board action: approved 5-0
Discussion and possible action re: RESOLUTION adopting Fiscal Year 2008-09 proposed budget for Air Pollution Control District; Auditor-Controller - Board action: approved 5-0
22. Review of correspondence, reports and various matters of concern. Supervisor Tryon announced that he will not be in attendance at the July 2, 2008 Council of Governments (COG) meeting; asked that a closed session be scheduled, with possible action, to discuss the performance evaluation of the Community Development Agency Director – discussion followed resulting in asking CAO Lawton to agendize, on July 22, 2008, an open discussion regarding the Grand Jury report.
Supervisor Thomas announced that tomorrow he will be attending a Calaveras Leadership training session; on July 4th will sing the National Anthem at the Mokelumne Hill parade followed by a 4th of July celebration at the Copperopolis Town Square.
Supervisor Callaway referenced an article in the Stockton Record regarding a green house built by Dana Nichols; will attend COG tomorrow evening and an Area 12 Agency on Aging meeting on Thursday.
Supervisor Claudino had nothing to bring before the Board at this time.
Chair Wilensky referenced his attendance at a Fish & Game meeting last week; will attend a CHIPs meeting this evening followed by a West Point Community meeting.
Robert Lawton, County Administrative Officer, spoke of today’s passage of the proposed preliminary budget – he thanked the Board for their

deliberations and support and then offered his sincere and personal thanks to Department Heads and staff, at all levels, for their input and for finding ways in reducing costs.
Assistant County Counsel, David Sirias, had nothing to report.
