Calaveras County Board of Supervisors Meeting Video and Summary for 1/15/08

San Andreas, CA...This is the Calaveras County Board of Supervisors meeting for January 15, 2008. It was a fairly short session..coming in just over an hour. Sheriff funding for keeping a better hand on the New Melones Dam, Mark Twain St. Josephs' Larry Cornish was on hand to give the Supes an update on the lates happenings at Hospital, MyValleySprings.com was on hand during public comments as well. SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON JANUARY 15, 2008


PRESENT: Steve Wilensky, Chair; Bill Claudino, Vice-Chair; Merita Callaway Thomas Tryon and Russ Thomas, Supervisors; James Jones, County Counsel; Brent Harrington, Interim County Administrative Officer; and Madaline Krska, Deputy Clerk

Minutes of regular Board of Supervisor meetings held on December 11, 2007 and December 18, 2007 - Board action: approved 5-0
CORRESPONDENCE: December 28, 2007 thru January 3, 2008 - Board action: approved 5-0
RESOLUTION authorizing the approval of an agreement to lease land located at the end of Ross Drive to construct a lowband radio tower for the Calaveras Sheriff's Office; Sheriff - Board action: approved 5-0
RESOLUTION authorizing the Calaveras County Sheriff's Office to purchase equipment with funds awarded from the Buffer Zone Protection Plan (BZPP) and Vulnerability Reduction Planning Grant along with a BUDGET TRANSFER, in the amount of $189,000.00, in conjunction therewith; (requires 4/5 vote) Sheriff - Board action: approved 5-0
R E G U L A R A G E N D A
PUBLIC COMMENTS: a) Joyce Techel, MyValleySprings.Com(MVS), representative, presented a report to the Board. The report was a summary of the results from the Valley Springs Community Design Workshop held on October 24th and 27th, 2007. The workshop was led and facilitated by the Local Government Commission(LGC) from Sacramento. The purpose of the workshop was to bring residents and stakeholders from the Valley Springs area to initiate discussion for a common future vision. The report should assist in the County General Plan update progress.
A partnership was reached with the LGC, MVS, Council of Governments and the Community Development Agency. Application was made for a CalTrans grant for the Greater Valley Springs area. Appreciation was expressed for the letters of support that Supervisors Wilensky and Claudino submitted.
MVS has secured funding to hire a graduate student intern for compilation of baseline information specific to the Valley Springs study area. Application for funds to conduct a Community Image Survey has been submitted.
MVS mission is to promote responsible growth and development through public participation in community planning in order to preserve the quality of rural life in the greater Valley Springs area.




b) Larry Cornish, Mark Twain St. Joseph’s Hospital representative, presented an update on hospital activities and how they effect the overall community as follows:
1) January 9th, the hospital Foundation held its annual installation of officers dinner meeting. At that time the announcement was made for their financial support of a Woman’s Center of Excellence and the introduction of digital mammography. The units to be replaced first will be at the hospital.
2) January 11th, the cafeteria officially was named Carmen’s after the long time cook Carmen Giuffra.
3) January 16th, the hospital will give a presentation in Stockton regarding a community grants program. An award of $18,425 to the local Take it To Heart Foundation will be made. The funds from the grant will allow the foundation to implement a family fit program. This program will be for 4th and 5th grade classes in Calaveras County.
4. January 22nd, the hospital will be hosting the annual American Cancer Society Daffodil Days.
5. January 24th, the hospital will be hosting the Calaveras County Chamber of Commerce Mixer. The products and services will be described at this event as well as a tour will be offered.
6. January 29th, the annual emergency preparedness functional drill will be conducted with the County participating this year.
7. January 31st, there will be a ribbon cutting ceremony at the recently renovated and expanded medical facilities in Angels Camp.
8. February 1st is National Heart Day with the wearing of red encouraged. On Fridays, County employees who have lunch at Carmen’s Café will receive the employee discount. Each Friday County employees can have their blood pressure checked.
Supervisor Thomas referenced the foundation fund raising for the mammography equipment and the shortness of time these funds were generated. Gratitude was expressed for the support of the community in this endeavor.

Discussion and possible action re: RESOLUTION establishing a new four-year term for James C. Jones to serve as County Counsel - Board action: approved 5-0





Discussion and possible action re: appointment of applicants to various committees and commissions to serve under the jurisdiction of the Board of Supervisors - Board action: approved 5-0
Review of correspondence, reports and various matters of concern; a) Supervisor Callaway, on Wednesday, will attend a Calaveras Public Power Agency meeting; a report was presented on a Domestic Animal Advisory Committee meeting attended on January 10th. Clay Hawkins, Sheriff’s Department representative, made a presentation showing the schematics for the new animal shelter. Concerns were expressed by the veterinarian representative for the design regarding the work flow areas encapsulating the air, too many entrances into where the animals are held. Both of the plans appeared to have significant issues that needed to be corrected. The site location could be a determining factor for the layout of the facility.
b) Brent Harrington, Interim County Administrative Officer, feels the shelter plans should be placed on hold for a couple of months. The site location for new County facilities could determine where the shelter will be located.
c) Supervisor Thomas tonight, will attend a meeting at the Copperopolis Elementary School to discuss some concerns and funding considerations for the proposed Copperopolis K-8 school; Thursday will attend the Emergency Medical Services Oversight Committee meeting; Friday morning will host a delegation from Tuolumne County Solid Waste Department to view the CAM facility. Board discussion followed on aspects of this facility regarding permitting applications, what the facility can process, funding that could be generated from this location; Supervisor Thomas referenced a flood protection law implementation workshop on February 14th at the CSAC conference center which may be something worthy of attending; Supervisor Thomas expressed concerns about procedures for topics that have been discussed and the process to have them return to the Board for to be resolved.
d) Supervisor Callaway reported on a meeting of the Fire Chiefs Association met on January 9th and discussed driveway slope concerns. There will be a sub committee meeting on this issue.
e) Brent Harrington, Interim County Administrative Officer, stated the process for items that have been discussed by the Board and that are then returned at a future Board meeting. Departments, as well as the Board, can bring forward items that are of a concern for discussion.
f) Supervisor Thomas discussed a community assistance meeting that is scheduled for tomorrow. This will be held in the Community Development Conference room to discuss compliance with federal flood insurance requirements.




g) Supervisor Claudino, on Thursday, will attend the Emergency Medical Services Oversight Committee meeting. A concern was expressed on the 12 hour cover car that is normally housed in Mokelumne Hill. The call volume is down for the current provider due to downturn in calls and this has caused cuts across the board. The issue of driveway slope is a concern for emergency service providers.
h) Supervisor Callaway feels that a 6 month review of the budget would be a good plan.
i) Supervisor Tryon, tonight, will attend the Angels Camp City Council meeting with Calaveras County Water District(CCWD). They will advocate for the City Councils support for LAFCO’s request to have a permanent seat allocated to CCWD; On Wednesday night he will attend an Angels Camp City Council meeting regarding the configuration on the intersection of Highways 49 and 4.
j) Chair Wilensky on Wednesday will a meeting for the Mother Lode Job Training Board; Wednesday evening will attend a Parks and Recreation Commission meeting; Thursday will attend a CHIPS Board meeting; support is given to pursue efforts of the CAM facility and other areas of recycling potentials that could potentially be utilized as asset. Concerns were expressed for items that are being discarded in landfills that could be made available to others through reuse centers.
Supervisor Wilensky expressed alarm at the closing of ambulance service and the diminishing coverage and response time. Concerns were expressed for remote area response times and the devolving to the previous level of service that was experienced prior to this sole provider. Wilensky wants the voice of the rural areas of the County to be heard on this issue.
k) Harrington announced a reception next week for the new County Administrative Officer Robert Lawton. Mr. Lawton will be attending the Board of Supervisors meeting next week as a member of the audience. Harrington expressed confidence in the Boards choice for this position.
Harrington stressed the importance of emphasis at preliminary budget hearings to address the issue of budget cuts and to not allow this to be carried over for final budget.
Harrington will be in Sacramento on Wednesday attending a CAO meeting with the Department of Finance to go over the state budget revise. RCRC and CSAC have issued budget review reports that both determine huge hits and cuts will be forth coming.
Harrington spoke regarding the mid-year report on the County budget will be determined by the assumptions that were made on the revenue. The amounts of sales tax, property tax and transfer tax relative to what was budgeted will be a determining factor.
l) Counsel Jones had nothing to report.

CLOSED SESSION: anticipated litigation: conference with legal counsel: significant exposure to litigation (one case) threatened litigation under Government Code 54956.9 (b)(1) and 54956.9(b)(3) (C) and (D); County Counsel - Board action:
STUDY SESSION for developing guidelines for California Land Conservation Contracts and Agricultural Preserves; Department of Agriculture – direction was given for the matter to return to the Agricultural Advisory Committee for further consideration of the annual agricultural income requirement and for further clarification of unique situations.
Proposition 40 Update – Board discussed the status of projects previously allocated funds from Prop 40. Some are not proceeding in a timely manner so there was discussion about reassigning some Prop 40 Funds to other possible projects. The Board tentatively directed to allocate an additional $70K to the Bret Harte Sports Complex and to refer all other possible changes to the P&R Commission for review and to report back to the Board in a timely manner.
