Oregon Predator Arrested After Sonora Police Launch Investigation

Tigard, OR...48-year-old David E. Otto of Tigard Oregon was arrested on felony charges originating from an investigation initiated by the Sonora Police Department.




On November 20th of 2016, The Sonora Police Department responded to a call involving inappropriate messages being distributed over social media. When Officer Mallon arrived, he discovered that an adult was possibly sending these sexually explicit messages to the 14-year-old daughter of the reporting party.

Officer Mallon then spent the next several weeks writing multiple search warrants and reviewing documents. He was eventually able to identify David E. Otto through his IP address, and later confirmed Otto’s location to be in Tigard Oregon.

Additionally, Officer Mallon identified several other juvenile victims across the U.S who were also having sexually explicit conversations with Otto. Due to the wide range of jurisdictional considerations, a decision was made to contact the Federal Bureau of Investigations to assume the remainder of the investigation.

On January 31st, 2017, David E. Otto was arrested at his Tigard home and booked into the Multnomah County Detention Center on a U.S. Marshals hold for charges relating to the Sexual Exploitation of a Child.
