County Announces Contract for Hazard Tree Removal for Butte Fire Recovery

San Andreas, CA...The Calaveras County Board of Supervisors called for a special meeting on August 2, 2016, to vote on the award of a Professional Services Agreement for hazardous tree removal of burnt trees resulting from the Butte Fire which occurred in September of 2015. The contract was awarded to Phillips and Jordan for a total of $9,775,053.39 and terminates on August 31, 2017.

In response to a Request for Proposals, the County received 4 proposals. Each was evaluated on eight major criteria. Those included ‘Understanding of the Work’, ‘Experience with Similar Work’ and ‘Cost’. Funding for this project is from a FEMA Public Assistance Program for Disaster Recovery-Debris Removal and will be funded by both FEMA and CalOES. The County is optimistic that local employment opportunities will result from this award.

            From what I've noticed, most of our local crews have been overwhelmed with work as it is. I've read countless comments that people can't even get a call back, and folks here are on a 6 month waiting list.
            The good news is they will also hire locals to the crews, so the job opportunity is there..... if you can get off your calloused butt.

        Perhaps you are not aware that the County is specifically prohibited from granting contract preference to local firms. This is an enforceable condition of the federal grant funding and if the County were to show undue bias in favor of a local contractor, we stand to lose over ten million dollars. Notwithstanding this requirement, a good portion of the contract is being subbed-out to a local company.

          There were lower local bids. There were subjective considerations that could have given this to local firms. As someone suggested, divide it up so local firms had the scale to do it.

            Those "subjective" factors included improved public safety, more comprehensive and safer traffic controls, and a shorter timeline for completion. Since there is no local money, I'll support the safest project which completes the work the soonest. I just want this whole fire clean up to be done as soon as possible--especially after a year of debris removal trucks ruining our roads.

This is not how a real Calaveras County Rooted BOS would have voted and Ponte is a disgrace to our local region. I had thought far better of her until this and other issues where she endorses the Pot Farmers. I bet her Grandfather is rolling over in his grave. This is not the way we were raised!! Locals First!!
