Governor Brown Announces Appointment of Executive Officer of the Council on Mentally Ill Offenders
Saramento, CA...Governor Edmund G. Brown Jr. today announced the following appointments. Kirsten Barlow, 38, of Sacramento, has been appointed executive officer of the Council on Mentally Ill Offenders. Barlow has been associate director at the County Behavioral Health Directors Association of California since 2009. She was an information officer at the California Department of Mental Health from 2006 to 2009....
and a legislative and information officer at the Los Angeles County Department of Mental Health from 2004 to 2006. Barlow was a program specialist at the Los Angeles County Office of Child Care from 2003 to 2004 and a principal consultant to the California State Assembly Committee on Human Services from 2000 to 2002. She earned a Master of Social Welfare degree in management and planning from the University of California, Berkeley. This position does not require Senate confirmation and the compensation is $120,000. Barlow is a Democrat.
