9:00 AM to 9:30 AM: PUBLIC COMMENT
Any item of interest to the public that is within the subject matter jurisdiction of the Board and is not posted on the Consent or Regular agendas may be addressed during the Public Comment period. California law prohibits the Board from taking action on any matter which is not posted on the agenda unless it is determined to be an emergency by the Board of Supervisors. If Public Comment is completed before the 30 minute allotted time period, the Board may immediately move to the Consent Agenda. If Public Comment is not completed during the allotted time period, it will be continued at the conclusion of the Regular Agenda in order to provide an opportunity for the remainder of comments to be heard.
CONSENT AGENDA
Consent agenda items are expected to be routine and non-controversial. They will be acted upon by the Board at one time without discussion. Any board member, staff member or interested party may request removal of an item from the consent agenda for later discussion.
4. MINUTES of meeting held on March 25, 2014 – Board action:

Adopt a Resolution authorizing the submittal of an application for a Federal Aviation Administration (FAA) Airport Improvement Project (AIP) grant for Airfield Lighting and Electrical Improvements in the amount of $600,000 and authorizing the County Administrative Officer to sign the grant application; Board action:
6. ADMINISTRATION. Approve Murphys Community Club/Angels-Murphys Rotary’s proposed improvements to Murphys Park; Board action:
7. PUBLIC WORKS. Authorize the Board Chair to execute a Subdivision Improvement Agreement for Forest Meadows, Unit 4A (Tract 92-528) and Unit 5 (Tract 90-491) for a term to expire April 8, 2015; Board action:
8. PUBLIC WORKS. Adopt a Resolution certifying the County- Maintained Road Mileage to be 689.809 miles, pursuant to the requirements of California Streets and Highways Code §2121(a); Board action:

A Contract between the County of Calaveras and Creative Alternatives, Inc., to provide Intensive Treatment Foster Care Services for Calaveras County Foster Care Youth not to exceed $180,000 for the period January 1, 2014 through June 30, 2015, and authorize the Director of Calaveras Health & Human Services Agency to sign subsequent amendments; Board action:
10. HEALTH & HUMAN SERVICES. A Contract between the County of Calaveras and Environmental Alternatives, Inc., to provide Intensive Treatment Foster Care Services for Calaveras County Foster Care Youth not to exceed $90,000 for the period January 1, 2014 through June 30, 2015, and authorize the Director of Calaveras Health & Human Services Agency to sign subsequent amendments; Board action:
11. COUNTY COUNSEL. Approve an Agreement with Cyril Ash to Provide Conflict Public Defender Services for Fiscal Year 2014-2015 at $5,350 Per Month; Board action:

Pursuant to Calaveras County Code 8.06.590 and Government Code 25845, uphold the Administrative Citation in Code Compliance Case #13-08 regarding Michael Ninos, 402 Main Street, Murphys, CA, authorizing the abatement of all remaining code violations and the assessment of a lien on the subject property for the recovery of Administrative Costs, Administrative Fines, and Abatement Costs; Board action:

Why is Spellman and our county government recognizing ?Door of Hope, a .christian based pro-life organization? Doesn't this violate the separation of church and state our Founding Fathers wanted?
