Mike Borean For Calaveras County Supervisor District Three

Murphys, CA...The Government Center is one of the first places a business investor will visit when determining if Calaveras County is a good place to do business. If an investor is met with lackluster customer service or given the run-a-round, that investor will look elsewhere. If a business owner finds it difficult to maintain a business here, he/she will consider moving elsewhere. We must strive to provide outstanding customer service; first, because it is the job of public servants to do so, but most importantly, it is good for business....

Don't get me wrong. We have many excellent employees who provide good service on an individual basis, but they are often hampered by inadequate policies, technology, and a lack of direction. If elected, one of my main goals is to establish a stated policy that the County will provide "over the top" customer service.

To accomplish this, I will call for study sessions to discuss customer service. Citizens who deal with the various departments will be invited to share their frustrations, their concerns, and especially, their ideas.

Quite simply, if we make it easy and pleasant to start a new business or to maintain an existing business, we will have more business. This will translate to more jobs, a stronger econom and enable the County to provide the services that the public deserves.

If you have any ideas, or have had frustrations with the County government, I would like to hear your story. More importantly, I would like to hear your ideas.

Biography

My family moved to Arnold in the 60’s. I attended Hazel Fisher Elementary School before moving on to Bret Harte High School, class of 1975. I attended Delta College in Stockton before transferring to Cal Poly, San Luis Obispo where I earned a Bachelor’s Degree in Forest Resources. I was able to put myself through college by working as a Seasonal Firefighter for Cal Fire in Arnold, San Andreas, and Paso Robles.

After college, I worked for American Forest Products as a Forester (the best job I’ve ever had). The deep recession in the early 80’s eliminated many forest products jobs. I made a career change by returning to the fire service as a Firefighter with the City of San Mateo where I rose through the ranks from Fire fighter, Fire Captain and Battalion Chief. During my career in the Bay Area, I have continued to live in Calaveras County because it was very important that our children were raised here.

I have also been a businessman in Calaveras County. Together with my father and brothers, we built several houses on speculation. As an extension of my construction business, I opened a home design company. In the sixteen years of operating the home design company, I have designed over 200 homes in Calaveras County.

It was through my experience as a Home Designer where I learned how a local government can become a hindrance to the local economy. Several years ago, the Board of Supervisors created the Community Development Department, combining the Building Department and the Planning Department. The policies of the leader of this new department ground the permitting process to a virtual standstill. Together with local business owners, we re-activated the Calaveras Builders Association and I was voted President. I spoke to the Board of Supervisors on several occasions and aired our grievances and offered solutions to our common problems. We were eventually able to influence the Board of Supervisors to disband the Community Development Department. Unfortunately, the economic drag that this disaster caused the County gave us a head start on the recession. We are yet to recover.

During the ordeal of dealing with the Board of Supervisors and the Community Development Department, I began contemplating running for the Board. I feel that my education, business, and managerial experience in the Fire Department will enable me to serve you well as a County Supervisor.

I am nearing the end of my Fire Service career and I look forward to the challenge of serving you as a County Supervisor.
