Arnold, CA...Michael Oliveira has joined the race for Supervisor District 3 in Calaveras County. He will be launching his campaign with an Ice Cream Social at Bristol's Ranch House Cafe on Monday evening. Accepted position as Corporate Safety Director for DeSilva-Gates Construction and its subsidiaries based in Dublin California, dealing with Caltrans highway projects, airport construction, major redevelopment programs and general engineering projects in 1995

Duties included oversight of environmental construction, EPA remediation projects in the areas of safety and OSHA compliance, hazardous materials and the Mining Safety And Health Administration

Established Forensic Consultant Services serving the insurance and legal industry

Established Coastal Motor Escorts, LLC, in 2005 providing professional motorcycle traffic and pedestrian control safety for the funeral industry and special events

Our services have been used in major events such as the U.S. Open in San Francisco, several major triathlon events and dignitary motor escort services, working with the State Department, United States Senate Police Department, and large nationwide corporate companies

Joined Calaveras County Sheriff’s Department as an Extra-Hire Deputy in 2007. Duties include:

Court bailiff services (compensated position)

Patrol duties as a reserve officer (non-compensation position)

Appointed Resident Deputy in the District 3 area

Founder and President of Visual Forensic Analysis, Incorporated 2011

Consult with businesses, attorneys, law enforcement agencies and the insurance
industry advising in civil and criminal investigation in high profile incidents, corporate
labor relations and safety programs
Personal Information:



My wife, Jennifer and I purchased our home in the Arnold area in 2002. I have two sons; my oldest Bradley, is a paramedic coordinator for the city of Elko, Nevada; my younger son, Chris, is currently serving in Afghanistan in the United States Marine Corps as a Logistics Specialist. I have one grandchild and one great-grandchild.

I enjoy motorcycling riding with family and friends participating in several remarkable motorcycle adventures including Alaska, Canada and the entire United States. I also enjoy sport shooting and I am a certified NRA handgun instructor, teaching home safety and handgun techniques. I currently hold a Calaveras County business license for Double Eagle Firearms Training Institute.

In my professional experience I have dealt with budget projects, administration, employee relationships, labor relations, safety compliance, company-sponsored drug-free workplace programs involving drug testing dealing with unions and trade organizations.

Issues

Business Community:

Our communities depend on the continued success of the small businesses which provide needed services and support to not only the tourists, but also the retirement community not to mention area jobs which we sorely need. Without those small businesses the ‘work force’ will leave and with them will go the necessary products and services enjoyed by all. This will have a negative impact particularly to those in the retirement community that are not always able to perform certain tasks for themselves.

Building Industry:

The restrictions, costs, zoning changes, and regulations associated with any development large or small in Calaveras County has reached the point that most elect to build or develop in other jurisdictions/areas. Needless to say this results in lost revenue to businesses and government alike. This has a profoundly negative effect on our local communities and families. Even as the economy is showing signs of a guarded recovery, many of the contractors, subcontractors, and construction workforce have been forced to leave the area in search of work or face financial ruin or bankruptcy. This combined with the fact that Calaveras County by its actions appears to ‘not want’ any growth is a recipe for deep contraction and financial distress. We need to find ways to allow people to achieve the American dream while still adhering to important Health and Safety Codes.

Retirement Community Welfare:

Our District is unique. Our retired residents have chosen Calaveras County for their retirement homes. It is imperative that we provide for their welfare, safety, and needed services to the best of our ability.

Youth Opportunities:

While Calaveras County is a wonderful place to raise your children, it presents obstacles for our youth with respect to job opportunities as well as recreational outlets. It seems a shame that we are surrounded by public lands (i.e. National Forest, State Park, etc.) but our youth, both residents and second homeowners are slowly seeing those recreation areas closed to them. Not every person that lives or visits Calaveras County wants to ‘hike’ on a trail. The ever increasing rules and restrictions to our public lands is having a negative effect on our economy and its fragile recovery. Find ways to make it work for all and not just a chosen few. As in all communities our youth is our future. We need to work with the small businesses to ensure that our youth has opportunities for employment, as well as the chance to improve skills and personal growth that comes with those jobs.

Crime in District 3:

Through my involvement with the Calaveras County Sheriff’s Department as a Patrol Deputy and Court Bailiff over the last several years, I have been able to observe firsthand the real increasing crime problems in District 3 and Calaveras County as a whole. The need for consistent presence and funding for additional resources to curb the current crime problem is immediate and very real. Overall Calaveras County has seen an increase in crime in all crime categories including property crimes and crimes against persons, which is becoming increasingly difficult to counteract without additional resources. Additionally, as Governor Brown is faced with continued Federal ‘court ordered releases’ from state prisons (estimated at 30,000 this spring) some of those ‘offenders’ are being released back to Calaveras County making it even harder for law enforcement to protect and defend us.

The New Jail and Courthouse:

This project is seriously underfunded. We have a beautiful new court house and jail funded by the bond approved by the Calaveras County taxpayers and state funds. The new jail has 160 beds, but we only have funds to staff and fill 80 of those beds. The old jail was full beyond capacity and many were put out on early release. It’s my understanding that the current county budget does not allow for sufficient staffing to fully utilize the new jail. Our new Jail can only handle 15 more ‘guests’ than the old Jail.

Tourism:

When I purchased my retirement home in Arnold over ten years ago, I asked what ‘industry’ did Calaveras County rely upon, and was told that our industry was Tourism. While tourism is critically vital to Calaveras County, the current economic crisis has resulted in our ‘tourism’ dropping off drastically. We need to encourage and give people reasons to want to come to our community. The vast majority of people that I have spoken with have explained that the issue is many of the recreational activities/areas that they came here to enjoy have been systematically taken away with closures and unrealistic restrictions. These visitors are starting to choose other destinations for their recreation and family vacations. We need to stay focused on opening up the opportunities that were once available to the tourists and residents alike. Even if you are retired, if the financial health of our communities degrades further, we will all feel the impact.

General Plan Update:

The intent is good. But, the current proposed changes are going to have an adverse effect on many current property owners’ rights. I believe our county has to be reasonable and use common sense when it comes to rules, regulations, and attempts to restrict private property rights.

County Budget:

Many cities and counties across America are facing a major financial ‘melt down’. The days of Calaveras County being able to ‘balance’ its budget on tourism alone are gone for the foreseeable future. Just raising fees ‘across the board’ will no longer generate the funds necessary to allow county government to adequately deliver the minimum services to its taxpayers. If no one is building, how much in additional revenue will the county receive after raising building fees? Our county budget needs a line by line review with emphasis on prioritizing services to the taxpayers and not just pet projects. Times change. Needs change. For our County to be able to survive while still providing for its taxpayers we need to change with the times. We need to be looking at the financial losses our county has experienced and why? There have been issues that have cost our county’s taxpayers hundreds of thousands of dollars. They may have been preventable. This issue is very serious, and we need to ensure these mistakes don’t happen in the future. I will dedicate myself to a solid review of the budget. Don’t just raise fees; find creative ways to increase revenue to the county that does not negatively impact our county, residents, and visitors.
