And Now, The Rest of the Story…from CUEA

In response to the outcry by CUSD certificated and classified union members to the April 13 article “CUSD chief says no to salary hike” [sic], the Calaveras Unified Educators’ Association (CUEA) wishes to clarify some potential misconceptions. Salary Concession: Superintendent Campbell “turned down a raise that he was due during the 2011-12 school year” only after nine months of pressure from CUEA, the California State Employees’ Association (CSEA), and local community members who placed signs along Highway 26 in Valley Springs in the fall of 2010 criticizing his planned salary increases during tight financial times. Let’s be clear, Mr. Campbell didn’t willingly “give up” his 2011-12 four percent raise - he yielded to pressure......


Putting Mr. Campbell’s salary in better perspective: In June of 2009 Mr.Campbell was promoted to Superintendent at a salary of $133,968.06,including a Master’s Stipend. This was the same salary the retiring superintendent, Jim Frost, received after serving CUSD for many years in the same capacity. In June of 2010 the CUSD Board approved a three-year contract that included an increase in salary of more than a 12% over three years.

• 2010-11 salary: $139,257.74 (including Master’s Stipend)
• 2011-12 salary: $139,257.70 (after concession to freeze)
• 2012-13 salary: $144,759.01 (including Master’s Stipend)

Mr. Campbell conceded to eliminate only the 2011-12 four percent increase and take a five-day work reduction. His contract stipulates that if needed,he is allowed to work over his contracted days (now 206) receiving his per diem rate of $651.81 for any days worked over his contract. If he exercises this option, he could conceivably make a higher salary than prior to the five-day reduction.

Puzzling is the statement that “the original contract called for the superintendent to receive a 4 percent raise and increases identical to those given to other bargaining units in the district.” Neither CUEA nor CSEA have received a COLA raise in over four years, and one doesn’t look viable in the
foreseeable future.

What does all this really mean? Most certificated and classified CUSD employees have seen their paychecks shrink in the past several years, particularly due to enormous increases in medical insurance premiums. The district contributes only $475 per month per certificated employee towards insurance, while monthly premiums have skyrocketed to over $1,300 for some plans. Some employees have been forced into High Deductible Plans, being unable to afford the better plans of years past.

Teacher job loss/student loss/administrative & District Office job loss:
• 2010-11 loss of 16 Full Time Equivalent teachers (9% of the workforce); at 30:1 staffing, the district should have had a loss of at least 480 students to warrant the loss of 16 FTEs
• 2010-11 loss of students: 175
• 2010-11 District Office job loss: None (positions have been consolidated, but no District personnel have lost their jobs)
• 2011-12 projected loss of Full Time Equivalent teachers: Five
• 2011-12 projected loss of students: Two (enrollments have stabilized;
how does the loss of two students warrant the loss of five teachers?)
• 2011-12 projected loss of District Office jobs: None

Assistant Superintendent of Curriculum “cost-saving move”: The State of California no longer requires textbook adoption; this position is no longer needed; again, you really didn’t “give up” anything here either.

As for the mini-resume of Mr. Campbell’s education, all district certificated personnel are highly educated, properly credentialed, and have worked our full number of contracted days for many years without a raise. We don’t have anything left to give up.
