SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS,
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON APRIL 19, 2011
PRESENT: Thomas Tryon, Chair; Gary Tofanelli, Vice-Chair; Merita Callaway and Darren Spellman, Supervisors; James Jones, County Counsel, Jeanne Boyce, County Administrative Officer and Diane Severud, Supervising Board Clerk.
ABSENT: Steve Wilensky, District II.
Item 1 was pulled by Chair Tryon. The balance of the Consent Agenda was unanimously approved on a motion by Supervisor Callaway and a second by Supervisor Tofanelli.
CONSENT AGENDA
2.CORRESPONDENCE: March 25 – March 31, 2011.
3.RESOLUTION authorizing the Chair to sign the California Department of Veterans Affairs Subvention Certificate of Compliance for Fiscal Year 2011/2012 for funding of the County Veterans Services Office.
4.RESOLUTION to approve an agreement between the County of Calaveras and the California Department of Veterans Affairs to participate in the Medi-Cal Cost Avoidance Program for Fiscal Year 2011/2012.
5.MINUTE ORDER for a contract with the Army Corps of Engineers in the amount of $50,344.00 for law enforcement services from May 1, 2011 through September 25, 2011.
1.MINUTES of a regular Board of Supervisors meeting held on April 12, 2011. Item was continued to next week.
REGULAR AGENDA
6.PUBLIC COMMENTS: Bonnie Newman, Double Springs, she is advocating for someone with traumatic brain injury and would like to thank Rita Downs for the work she has been doing to advocate for those in need. Peter Racz, Valley Springs, feels bad the kids from Calaveras High School’s Earth Club were put on the spot last week. Dixie Powlesland, Valley Springs, commented on the Taxpayers Rally in Valley Springs on Sunday. There was an American Flag posted there; however, when she went to the Earth Day Event in Angels Camp, she was disappointed that they had the flag and the UN Flag posted equally. Joe Kelly, Copperopolis, requested a format change for Item 11, as he would like to see the Board speak first to allow people to know the opinion of the supervisors while formulating their own opinion on the issue. He asked for clarification on Board Correspondence and if public comment may be made on the items listed. Will Moore, Rancho Calaveras, was previously a fisherman in Alaska and thinks that the destruction happening in the Bering Sea illustrates a need for world government in order to protect global domain from those that are destroying it. Marti Crane, Valley Springs, reported that Bette Midler, Diane Keaton, Goldie Hawn and the great-granddaughter of Marlena Dietrich attended the Calaveras Follies this past weekend. She expressed her thanks to Bonnie Newman for always trying to be part of the solution. She announced the 100th birthday party for Jessie McHutchin at the Senior Center the day before. She reminded everyone to focus on the work, not the definition of the words used. Sandy Baker, Rail Road Flat, commented that in her experience working with the Agriculture Dispute Resolution Committee (ADRC) felt very one sided and that she was treated unfairly. She continued that the money, man hours and resources wasted on their rooster problem could have been alleviated sooner with consistency in decisions of the Committee. Sharon Romano, San Andreas, read the CHS Earth Day article and felt that the bullying of the students present at the Board meeting was unacceptable. Provided CD for each of the supervisors with full text of Agenda 21. Clyde Clapp, Valley Springs, expressed his opinion that government should remain neutral on religion and not include it in their discussions.
7.PUBLIC HEARING for consideration of purpose of soliciting citizens’ views regarding potential submission of a Fiscal Year 2010-2011 Community Development Block Grant (CDBG) Program to the State Department of Housing and Community Development. No action was taken.
8.Discussion and possible action re: appointment of applicants to serve on the Area 12 Agency on Aging, Community Service Area #1 (Rancho Calaveras) and the Public

Educational & Governmental Television Commission. Area 12 Agency on Aging - Susan Rich; Community Service Area #1 (Rancho Calaveras)– Brian Leigh and alternate Alice Raine; Public Educational & Governmental Television Commission – Thomas Pratt. Approved 4-0-1, Supervisor Wilensky – absent.
9.MINUTE ORDER awarding a contract to the Calaveras Enterprise, a local Calaveras County adjudicated newspaper, for the County’s legal advertising, and authorizing the County Administrative Officer to sign all related documents. Continued to a future date.
10.Review of correspondence, reports and various matters of concern. Supervisor Spellman left the meeting at 11:50 AM. Supervisor Callaway will attend the Calaveras Public Power Agency and the Humane Society Dinner. She reported that Mr. Froggy’s Wild Ride, a fundraiser for Feeney Park was well attended and that the Calaveras Follies was fun and Supervisor Tofanelli did well in his part. Supervisor Tofanelli will attend the Upper Mokelumne River Water Authority. Chair Tryon announced the LAFCO meeting next week. Counsel Jones and CAO Boyce had nothing to report. Board Clerk Severud announced the May 4th deadline for Senior of the Year nomination forms and the awards luncheon on May 24th. Joe Kelly, asked that the Notice of Application from the State Water Resources Control Board be sent to the Code Enforcement Department. Marti Crane, expressed best wishes to Counsel Jones regarding his upcoming retirement and thanked him for his service. She also invited him to audition for the Dancing with the Sierra Stars in July.
CHAIR TRYON ADJOURNED THE REGULAR MEETING AT 12:05PM.
11.STUDY SESSION: Discuss and provide direction on the future direction of the Agricultural Dispute Resolution Committee. Direction was given to bring the matter back as an action item on a future agenda. No action was taken.
ADJOURNED AT 12:55PM.
