SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS,
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON MARCH 22, 2011
PRESENT: Thomas Tryon, Chair; Gary Tofanelli, Vice-Chair; Steve Wilensky, Merita
Callaway and Darren Spellman, Supervisors; James Jones, County Counsel, Jeanne
Boyce, County Administrative Officer and Diane Severud, Supervising Board Clerk
The Consent Agenda was approved unanimously on a motion by Supervisor Wilensky
and a second by Supervisor Tofanelli.
CONSENT AGENDA
1.MINUTES of a regular Board of Supervisors meeting held on March 15, 2011
2.CORRESPONDENCE: March 4 – 10, 2011
3.RESOLUTION certifying the County’s maintained road mileage pursuant to the
requirements of California Streets and Highways Code Section 2121.
REGULAR AGENDA
PUBLIC COMMENTS: George Fry, Angels Camp, suggested that Public Comment start at
9:05AM. Members of TriDam and Calaveras 4H Clubs thanked the Board for their
support of 4H and presented each of the supervisors with a 4H apron. Elizabeth
Thompson, Executive Director of Common Ground, announced a Bowlathon fundraiser
for Meals on Wheels in Amador and Calaveras Counties on April 9, 12 noon until 4
PM at Gold Country Lanes in Sutter Creek. She thanked the board for the grant
funding the program receives each year. Supervisors Callaway and Spellman
commended Ms. Thompson for the great work being done with the restaurant program.
Scott Anderson, Road Department, gave an update on storm. He reported that all
hands were on deck preparing for the upcoming low storm event. He thanked Public
Works and the snow plow drivers who are working 12 hour shifts and doing a
phenomenal job and the Sheriff’s Department for informing his crews of the areas
that need attention. He also thanked Rachelle Whiting for getting the media
releases out in a timely manner. Crews are still dealing with trees and downed
power lines. He continued that the public has been really kind to the workers.
He explained that the greatest problem is cars being parked in the roadways.
He continued that the lower areas are preparing for localized flooding and sand
bags are available. The Snow line, 754-6017, is updated daily for public access
to information. Leslie Gomes, Public Works, introduced Tony Powers of Dokken
Engineering, who gave an update on the Bicycle Safety Program. He commented that
he is pleased to work with staff on the bicycle safety program and sees it as a
natural extension of other safety related transportation efforts that are
implemented. Training classes will be held April 9 at Copperopolis Elementary in
morning and Mark Twain Elementary in afternoon, April 30 West Point Elementary in
the morning and Mokelumne Hill Elementary in the afternoon, May 7 Hazel Fischer
Elementary in the morning and Michelson Elementary in the afternoon, May 14
Valley Springs Elementary in the morning and San Andreas Elementary in the
afternoon. Upon completion of the 2 hour training, participants will receive a
free helmet, other bike safety giveaways and a certificate. The program is
geared toward 6 to 11 year olds; however, anyone can attend. Participants must
bring their own bicycle. He and his coworkers are excited about the project and
relish the opportunity to share their passion with others. Bonnie Newman, Double
Springs, commented that Home Health Care is the largest growing industry in
America. Many people are struggling and an option is private in home care. Next
Sunday, SEIU will host a Pizza Night at the Pizza Factory in Valley Springs
beginning at 5:00 PM that will feature a presentation by Beth Platts of In Home
Care. Pizza will be provided by SEIU. Peter Rasc, Valley Springs, asked when
CalTrans will be moving the speed limit sign near Jenny Lind School, to which
Supervisor Spellman added that the school needs to purchase the signs and then
the signs will be installed by the County. He also asked if the Districts
affected by snow have thought of forming a CSA to cover the costs of snow

5.RESOLUTION authorizing changes to the Position Control List for the Building
Department – Fiscal Year 2010/11. Approved 3-2, Supervisors Wilensky and
Spellman dissenting.
6.MINUTE ORDER authorizing the District Attorney to execute a contract with
Pacific Educational Services, Inc. to operate pre-filing misdemeanor diversion
program. Approved 5-0.
7.Discussion and possible action re: appointment of applicants to serve various
Committees, Commissions and Advisory Boards. The District 4 appointment to PEG,
the member of the Ag Dispute Committee were tabled for three weeks. The balance
of the appointments were approved 5-0.
8.RESOLUTION approving the Professional Services Agreement between Calaveras
County and Stantec Consulting Services, Inc., for bridge design services for an
amount not to exceed $359,108.15. Approved 5-0.
9.STUDY SESSION: Discussion and proposed direction for the Board Chair to execute
the attached letter of support to Legislators, titled: Support for an Immediate
and Comprehensive Transportation Tax Swap Solution. Item was pulled due to
signed legislation on the matter.
10.Review of correspondence, reports and various matters of concern. Supervisor
Callaway reported that the Vietnam Veteran’s Traveling Memorial Wall will be at
the Motherlode Fairgrounds on Sonora, March 24-27. She will be attending the
Fish and Game Commission and the CSAC board meeting. She reported that CSAC and
RCRC will be asking Counties for their position on the constitutional amendments.
It was determined that the Board’s consensus was for the decision to go to the
voters. Chair Tryon will attend RCRC and the Chamber Mixer. Supervisor
Tofanelli will attend the luncheon for the Republican Party Central Committee and
the Chamber Mixer. Supervisor Wilensky will attend a meeting with Supervisor
Tofanelli to discuss the County’s relationship with Delta College and the
building of a facility in Calaveras County. He will participate in a meeting to
design a proposal to Sierra Business Council regarding job creation, the Mental
Health Board training session, the IHSS Advisory Committee, Motherlode Job
Training Board meeting in Sonora, Sierra Cascade Dialog Steering Committee, Town
Hall Benefit for the Senior Center and the West Point Talent Show. Supervisor
Spellman will also attend the Republican Party Central Committee Luncheon and
hold his usual constituent hours on Thursday. County Counsel Jones reported that
the study session on SB863, an alternate approach to Williamson Act tax savings,
had previously been continued to a later date. Now, the Legislature adopted
SB80, which repeals SB863 and makes discussion of SB863, mute. CAO Boyce, SB80,
one of 17 budget bills on the way to the Governor and it can take up to twelve
days for them to be signed. The constitutional amendment legislation, the call
for a special election and issue of redevelopment agency demise are still on the
table. There are some significant changes in the budget trailer bills that will
impact CalWorks, no exact figure yet, but expect at least 8%. An unknown amount
will be borrowed from the local allocations for IHSS and Mental Health Services.
Howard Stohlman, TSD, gave an update on email from David Nelson, Corporation for
Educational Network Initiatives in California (CENIC), partnered last year to
build a broadband infrastructure in eighteen counties. The project was funded
and is moving forward tying together many counties, schools, offices of
educations, libraries and businesses. It is a $66.6 million project to bring
improved infrastructure with three years.
The Board recessed at 12:30PM and reconvened at 1:40PM.
