Changes To The City - County - CCOG JPA Move Forward
San Andreas, CA...On a 5-0 vote the Board voted to move changes to the joint powers agreement between the City of Angels Camp, County of Calaveras and Calaveras County Council of Governments moves forward. In the risk of making a very complex issue overly brief what the County and City hope to clarify is that most projects with a planning and development component where possible come under the purview of the County or the City. The intent of these actions will be to focus the Calaveras County of Government on their core mission of securing funding and writing grant applications to secure funding for transportation related projects withing their area of focus...
Much is left to be worked out on the details of how this will come to fruition and the operational details. Meetings between the staffs are forthcoming.
The touchstone for this issue at least from a public perspective is the Hwys 12/26 improvement project and also the Valley Springs Community Plan issues. Much of the funds the planning phases of these projects were derived from grants that the CCOG developed.
What the City and County feared was another planning and implementation agency in the county outside of the established bodies. In some ways the CCOG became ensnared in the old and longstanding turf battle between the two.
Most people give the CCOG high marks for their core mission of securing funding for transportation projects. As an example the new Angels Camp Bypass was funded through the CCOG's Organization of many different funding sources to make sure that project that was finished ahead of time and under budget.
