Budget Day At Supervisors Meeting~ with Complete Meeting Video Enclosed Updated With Summary

San Andreas, CA...Yesterday the Calaveras County Board of Supervisors Meeting had a decidedly budgety flavor. The SEIU contract with the County was approved with an under 5% cut to their pay. The law enforcement unions have yet to finalize their contract but it appears that approval is immanent. Calaveras CAO Jeanne Boyce earned high marks from several Dept. Heads including outgoing Sheriff Dennis Downun. He praised the budget office for making the process efficient and timely to get through even if the outcome was still unpleasant in many ways because of the shrinking numbers...

For several retiring Department Heads it was their last budget. Part of incoming CAO Boyce's negotiations for taking the job was to get additional help in managing the budget process that had become unmanageable with lack of state budgets and an ever changing fiscal landscape.

In summary this mood seemed to prevail. Were there additional cuts? Yes. Were they expected? Yes. Is everyone Happy? No. Will the county survive and prosper...definitely.

(On a motion of Supervisor Wilensky, seconded by Supervisor Thomas, the following consent agenda items, 1 thru 6, were approved by a unanimous vote of the Board)
1. Minutes of a regular Board of Supervisors meeting held on August 17, 2010
2. CORRESPONDENCE: August 27 thru September 2, 2010
3. RESOLUTION to adopt a public utility easement vacation in Meadowmont Subdivision, Unit 12, Public Works
4. RESOLUTION authorizing the sale of tax-defaulted property subject to the power of sale at public auction via internet
5. RESOLUTION authorizing the rescission of California Land Conservation Contract No. 217 and 218 while simultaneously entering into a new California Land Conservation Contract No. 319 – Ramsey
6. RESOLUTION rescinding and revising Resolution No. 10-137 recognizing Mercer Caverns on the Celebration of their 125th Anniversary

7. PUBLIC COMMENTS: Marti Crane, Rancho Calaveras, announced the following meetings: September 15, 2010, from 5:00 p.m. to 8:00 p.m. at the Valley Springs Elementary School, the final opportunity for feedback on the Valley Springs Community Plan Update; Thursday, September 16, 2010, at 7:00 p.m., a CSA 1 Road meeting and the United Way of the Mother Lode & Sierra Repertory Theatre presentation of “Red, White & Tuna”; September 21, 2010 at 5:00 p.m. a Delta College Trustee meeting; September 25, 2010 the 7th Annual Public Lands Day Event at New Melones Lake from 10:00 a.m. to 1:30 p.m.; and also on September 25, 2010, from 7:00 a.m. to 12:00 p.m., the Mark Twain St. Joseph’s Hospital Health Fair. Richard Lochemes, Murphys, spoke in support of bringing a Medical Cannabis Cooperative to this County; he referred to doing this as a group effort through health care and community services. This will be dependent on what happens in the November 2010 election. Jeff Watkins, Rancho Calaveras, asked the Board to consider adding nuisance dog barking to the Calaveras County noise ordinance. Sharon Romano, a representative on the Commission on Aging, referred to openings on the Commission; submitted a brochure on the history, purpose and time commitment on becoming a commissioner. Tim McSorley, Council of Governments, spoke a September 15, 2010Valley Springs Public Community Plan Update meeting – the comment period on the plan will close on Friday at which time the document will be finalized and submitted to the County; referenced his attendance last Friday at a Local Streets and Roads Needs Assessment meeting; reported on a meeting last Thursday regarding the Wagon Trail Project; announced an October 13, 2010 California Transportation Commission (CTC) Town Hall meeting at Ironstone
Bonnie Newman, Double Springs, spoke of confidentiality violation concerns by adding a list of IHSS Advisory Committee members to a resource list; Terry Baker, Rail Road Flat referred to ongoing code violations; questioned when re-zoning occurred, referred to previous citizen arrests; had questions of the Ag Dispute Resolution Committee; Billie McCarthy responded to comments voiced at a August 24, 2010 Board meeting and a discussion of tax on tourism; questioned the re-call procedure. Ed Ballard, Sheriff’s Department, announced that the in-mate banking system has been installed.
8. Discussion and possible action re: adoption of an ORDINANCE approving changes consistent with the new contract with Service Employees’ International Union, Local 1021 (SEIU) for Elected Officials; approved, with a waiver of reading, 5-0

10. Review of correspondence, reports and various matters of concern: Supervisor Thomas, on Wednesday will attend a Valley Springs Business Association meeting followed by a Visitor’s Bureau dinner at LaContenta that evening; and Friday evening a Valley Springs Booster’s Dinner. Supervisor Tofanelli, on Wednesday, will attend a CAMRA meeting and a Valley Springs Area Business Association meeting; Friday
a VFW, San Andreas Post, Missing Man Ceremony; referenced his attendance last week at a Emergency Medical Services Authority (EMSA) meeting re: State plans to regionalize the Local Emergency Medical Services Agency (LEMSA) throughout the State – a letter was sent to the State EMSA requesting no changes to the structure of current legislation. Supervisor Wilensky asked Chair Callaway to attend the CAMRA meeting on his behalf; Wednesday will attend an Amador Calaveras Consensus meeting in West Point; followed that afternoon by a Mother Lode Job Training meeting in the Calaveras Office; Monday a Central Sierra Child Support JPA meeting in Jackson; referenced a letter from the Napa County Board of Supervisors regarding a piece of legislation relative to Native American ownership issues of which the process/procedure has come under much scrutiny; the Board was unanimous in sending a letter asking that this be pulled from appropriations and discussed in a separate venue. Supervisor Tryon
suggested the scheduling of a study session for an update on the general plan including time lines and cost estimates. Chair Callaway spoke of working on land use designations in the Ebbetts Pass area; suggested establishing a protocol in asking staff to work on various matters; will attend a Court of Appeals, 3rd District, reception/dinner this evening at Ironstone; the Calaveras Visitor’s Bureau function on Wednesday; a Greater Arnold Business Association Community meeting; the Wild and Scenic Film Festival; on Sunday, the Calaveras Foundation event; reported on a CSAC Board of Director’s meeting last week and positions taken on various propositions; CAO Boyce and Counsel Jones will attend the Court of Appeals outreach dinner/reception this evening
11. A CLOSED SESSION was held: pursuant to Government Code section 54956.9; conference with labor negotiators; CCPSEA – Director Human Resources and Risk Management - resulting in no action taken.
