SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE
BOARD OF SUPERVISORS, COUNTY OF CALAVERAS, STATE OF CA
HELD ON AUGUST 17, 2010

PRESENT: Merita Callaway, Chair; Thomas Tryon, Vice-Chair; Gary Tofanelli, Steve
Wilensky, and Russell Thomas, Supervisors; James Jones, County Counsel;
Jeanne Boyce, County Administrative Officer; and Carol Gates, Supervising
Board Clerk

ABSENT: None
CONSENT AGENDA
1. Minutes of a regular Board of Supervisors meeting held on July 27, 2010; approved 5-0 2. Correspondence: July 30 thru August 5, 2010, approved, as processed, 5-0 3. MINUTE ORDER approving letter of recommendation for TIGER II application – Mountain Ranch Road Safety Mitigation; approved 5-0 4. RESOLUTION authorizing the Board of Supervisors to waive certain eligibility requirements of the “Rental Security Deposit Revolving Loan Account” program to allow an extra-hire employee of Calaveras Works & Human Services Agency to receive rental security deposit loan assistance, in the amount of $1,000; Cal Works; approved 5-0
5. RESOLUTION in support of conducting the January 4, 2011 Special General Election for State Senate District 1 by all mail ballot; approved, as amended, 5-0
REGULAR AGENDA
6. PUBLIC COMMENTS: Tim McSorley, Executive Director, Council of Governments, announced a September 1, 2010, presentation/update regarding the Wagon Trail Project; a September 9, 2010, scoping session of the environmental process of the Wagon Trail project at the Bret Harte multipurpose room; October 13, 2010, COG will be hosting the California Transportation Commission Town Hall Forum meeting at Ironstone Vineyards; and on October 12, 2010, the evening before the town hall forum, a reception for the Commissioners at the Historic Murphys Hotel. Joe Kelly, Angels Camp, referenced a previous conflict of interest issue and the lack of a response regarding his application for the Assessment Appeals Board; Jean Turpen, Chairperson of the Calaveras County Republican Party, adamantly opposed the strategic growth planning grant; she urged the Board to not accept the money. Les Martin, Valley Springs, requested the net return amount to the County regarding a November 10, 2009 item regarding the disposition of surplus material. 7. Discussion and possible action re: RESOLUTION appointing one (1) In-Home Supportive Services (IHSS) consumer to IHSS Advisory Committee for the term of August 2010 through December 2014 – approved the appointment of Susana Crow; 5-0 8. PRESENTATION and Board direction re: Upper Mokelumne River Watershed Authority (UMRWA) Rob Alcott, Authority’s Executive Officer, gave a power point presentation; the Board directed CAO to schedule for consideration during final budget hearings the financing of County participation in the Authority. 9. Review of correspondence, reports and various matters of concern. Supervisor Tryon will be in Sacramento tomorrow attending a Regional Council of Rural Counties (RCRC) meeting; Supervisor Tofanelli, on Friday, will be in Angels Camp at Camps, for a Calaveras Mariposa Community Action Agency meeting; referred to a Mountain Valley Emergency Services meeting he attended last week and a discussion regarding the State proposing to consolidate the EMSA by cutting the State into 7 regions; within the region Calaveras will be in a region consisting of 8 counties; funding will be given on a population basis; the State has approximately 3.5 million available for the funding of a Local Emergency Medical Services Agency (LEMSA); under the State guidelines, within any of the 7 regions, at least 3 counties could form a LEMSA and compete for the funding, with the winner to take all; Tofanelli suggesting writing a letter of concern for Chair’s signature to the EMSA State Authority and further asked that this be addressed at CSAC and RCRC meetings; the comment period ends on September 22, 2010. Supervisor Thomas reported that yesterday he completed the ethics training session conducted at the Senior Center; on Friday, will attend the Central Sierra RC&D meeting in Jackson; referred to an event at the Copperopolis Town Square this Saturday; Supervisor Wilensky , on Tuesday will attend an Amador/Calaveras Consensus meeting; Thursday a meeting in West Point of the Emergency Preparedness Committee regarding a community wildfire protection plan at the American Legion; Friday a Calaveras/Mariposa Community Action Agency (CMCAA)meeting in Angels Camp; followed that afternoon by a Central Sierra Family Support JPA meeting. Supervisor Callaway referred to a picture/article in the Stockton Record of Supervisor Wilensky and the Alaska Hot Shots cleaning BLM land; Wednesday and Thursday will be in Sacramento attending CSAC Executive Committee meetings; Friday, a Child Support meeting; Saturday, the Calaveras Humane Society function at Cedar Center; along with the annual Angels/Murphys Rotary Shrimp Feed that evening; announced that this Saturday is Family Day at Calaveras Big Trees. CAO Boyce reminded that next Tuesday there will be a study session on the Interoperable Communications Project; reported on the lack of a State budget; urged contacting legislators to get the State budget resolved; Counsel Jones had nothing to report at this time.
10. A STUDY SESSION was held re: discussion of a draft of onsite wastewater regulations. 11. A CLOSED SESSION was held: pursuant to Government Code section 54956.9: conference with legal counsel re: existing litigation; Alan W. Claudino v County of Calaveras, et al; Calaveras Superior Court Case No: CV35667 – resulting on a 5-0 vote, the Board rejected a settlement offer.
12. A CLOSED SESSION was held: pursuant to Government Code section 54956.9; conference with labor negotiators; SEIU, DSA, CCPSEA – Director Human Resources and Risk Management – resulting in no action taken.
