It Was Another "Noisy Day" in San Andreas for the Supervisors Yesterday.~Meeting Video and Summary Enclosed

San Andreas, CA..It was a total of 5 plus hours of meetings and study sessions at yesterday's Calaveras County Board of Supervisors Meeting. Most of the agenda items moved forward. The County is officially "Neutral on Medical Marijuana, CHIPS & Alaska Hot Shots Clean Up BLM Land in District Two, Noise Ordinance Study Sessions, 12 & 26 Study Session, T-Hangers for the Airport, Friends of the Library, The Law Library Now has Wi-Fi and much more. Public Comments had some of the usual cast of characters with Joe Kelly, Terry "The Chicken Man" Baker, Bonnie Newman and more...

SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE
BOARD OF SUPERVISORS, COUNTY OF CALAVERAS, STATE OF CA
HELD ON AUGUST 10, 2010

PRESENT: Merita Callaway, Chair; Thomas Tryon, Vice-Chair; Gary Tofanelli, Steve
Wilensky and Russell Thomas, Supervisors; James Jones, County Counsel;
Jeanne Boyce, County Administrative Officer; and Carol Gates, Supervising

CONSENT AGENDA
(On a motion of Supervisor Thomas, seconded by Supervisor Tofanelli, consent agenda items 1 thru 6, we unanimously approved)
1. Minutes of a regular Board of Supervisors meeting held on July 20, 2010.
2. Correspondence: July 23-29, 2010, as processed
3. Minute Order appointing applicant Linda Winn to the Prevent Child Abuse Council, as a representative of the Calaveras County Health Department, to complete an unexpired term ending 12/31/10.
4. Minute Order authorizing the Planning Director to provide a credit to Top Sport Cycling, in the amount of $933.00, for calendar years 2011 and 2012, for an administrative use permit (special event permit) for the Copperopolis Circuit Race.
5. Minute Order authorizing the Health Services Agency Director to: 1) sign Standard Agreement Number 10-95364 with the California Department of Public Health, in the amount of $25,000, for immunization assistance project services during the period July 1, 2010 – June 30, 2011; and 2) sign any subsequent amendments.
6. Minute Order authorizing the Health Services Agency Director to: 1) sign the Acceptance of Allocation Agreement for tobacco prevention and education funds, in the amount of $150,000, for the period July 1, 2010 – June 30, 2011; and 2) sign the prospective payment invoices for allocated funds, in the amount of $37,500, each quarter for July 1, 2010 – June 30, 2011.
REGULAR AGENDA
7. Public Comments: Gary Caldwell, Valley Springs, spoke in support of adding solar improvements to the new jail project; referred to this as a feature of the new jail that will eventually pay for itself. Renee Berreth, Rancho Calaveras/Arnold, expressed appreciation of IHSS (In Home Supportive Services); asked for continued support of the program; Bonnie Newman, Double Springs, referred to the IHSS program and the Public Authority; played the song “Somewhere Over the Rainbow” in honor of her mother; Joe Kelly, Angels Camp, spoke of AB 900 funding and last week’s discussion regarding a sustainable communities grant; referred to the Liveable Communities Act; Terry Baker, Rail Road Flat, submitted for the record a response to the Agricultural Commissioner and Board regarding a 3/28/2010 letter of inquiry; referred to 3 additional complaints and 12 individual citizen arrests against Carolyn Redmond.
8. Discussion and possible action re: Minute Order upholding Code Compliance Administrative Citation 10-08, regarding John and Tammy Endsley; approved, as submitted, 5-0
9. Discussion and possible action re: Minute Order approving the second amendment to the Agreement for Airport T-Hanger Design Service with Mead & Hunt, Inc. for an amount not to exceed $42,321 to provide construction engineering services; approved 5-0
10. Review of correspondence, reports and various matters of concern. Supervisor Thomas referenced his attendance at a meeting last week in Bear Valley of the Sierra Nevada Economic Development Council; a motion was entertained to have Mariposa County join as a participant of the Council; referenced the Mariposa County Transient Occupancy Tax (TOT); suggested that Calaveras County look into increasing the TOT; Thursday will attend an “Empty Bowls” project event at Calaveras High School to raise funds for the Resource Connection; Friday, a Friends of the Library “Secret Garden” function for the purpose of raising funds for the Friends of the Library; Supervisor Tofanelli, will be in Copperopolis tomorrow morning attending a Mountain Valley Emergency Medical Services meeting; tomorrow evening will be at the Vets Hall in Valley Springs for a Cosgrove Creek update and a Valley Springs Community Plan update meeting; Thursday an annul meeting of the American Legion Ambulance in Sutter Creek followed that afternoon by the “Empty Bowls” event at Calaveras High School; and Friday evening, the Friends of the Library Secret Garden event in San Andreas; Supervisor Wilensky spoke of yesterday as a banner day in District II, two crews from the CHIPs organization were joined by 22 Hot Shots from Alaska to cleanup BLM land, a part of the wildfire protection plan; Saturday evening will attend the Habitat for Humanity Hoe Down; Supervisor Tryon had nothing to bring before the Board at this time; Chair Callaway, this week will attend a CSAC Ag and Natural Resources meeting; a Friends of the Library function; Saturday, an Arnold Rim Trail event followed that evening by the retirement dinner for Lakhmir Grewal in Stockton; announced that the Law Library now has Wi Fi; spoke of the September 4th Logging Jamboree; announced that the trees at Cal Fire in Altaville are coming down; referred to an expansion of the County’s nutrition program at a cost of $33,000; at an upcoming Administration of Justice meeting a discussion will be held re: Prop 19 – medical marijuana; asked if the Board wanted her to recommend a “no” position, a “yes” position, or a “neutral” position – Supervisors Tofanelli, Wilensky, Thomas and Callaway were in favor of the “neutral” position with Supervisor Tryon in favor of a “yes” position; CAO Boyce and Council Jones had nothing to report on at this time.
11. A study session was held to discuss, and for Board direction, re: a draft Noise Ordinance for Calaveras County.
12. A closed session was held: pursuant to Government Code section 54956.9; conference with labor negotiators; SEIU, DSA, CCPSEA – Director Human Resources and Risk Management resulting in no action taken.
13. A study session was held for a review of public outreach findings and analysis of alternatives for the SR 12/26 Intersection Improvement Project. This was a discussion and Board direction item.
