SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE
BOARD OF SUPERVISORS, COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON MAY 11, 2010

PRESENT: Merita Callaway, Chair; Thomas Tryon, Vice-Chair; and Russell Thomas
Supervisor; James Jones, County Counsel; Jeanne Boyce, County
Administrative Officer; and Carol Gates, Supervising Board Clerk
ABSENT: Supervisors Gary Tofanelli and Steve Wilensky
CONSENT AGENDA
(On a motion of Supervisor Thomas, seconded by Supervisor Tryon; Absent: Tofanelli & Wilensky; consent agenda items 1 thru 7 were unanimously approved)
1. MINUTES of a regular Board of Supervisors meeting held on April 20, 2010
2. CORRESPONDENCE: April 16-22, 2010, as processed
3. RESOLUTION accepting as complete road improvements and authorizing release of security for Willow Creek Cottages and Stone Ridge Estates Subdivision, Tract 2004-14
4. RESOLUTION and execution of agreement for Federal Apportionment Exchange Program and State Match Program for FY 2009/10
5. MINUTE ORDER authorizing the Chair of the Board of Supervisors to sign the agreement with El Dorado County for psychiatric health facility services, in the amount of $150,000, for the period of July 1, 2009 thru June 30, 2010, subject to continuation unless terminated by either party
6. RESOLUTION adopting the Calaveras County Local Hazard Mitigation Plan
7. MINUTE ORDER authorizing the Sheriff to sign a contract with the 29th District Agricultural Association to provide law enforcement services during the 2010 Calaveras County Fair
REGULAR AGENDA
8. PUBLIC COMMENTS: Tim McSorley, Director/Council of Governments, announced a Tuesday, May 25th State Route 4 Wagon Trail Realignment Project Community Workshop to review/evaluate potential alignment alternatives. Jon Ellis, Arnold, CA responded to the Board asking the State Board of Equalization to review allegations made last week regarding Leslie Davis, Acting County Assessor;. David Sackman, Deputy Director/Behavioral Health, announced that the department will have a substance abuse prevention booth at the County Fair; Karen Elliott announced a fundraiser for the Humane Society’s New Shelter Project, at Bret Harte Theater on June 13, 2010; Debby Beaufort, Mokelumne Hill, CA asked the Board to exempt Animal Services from any budget cuts that would eliminate staff; Blair Wiley, President, Humane Society, spoke of Animal Services staffing – referred to the department as underfunded by 30%; Renee Berreth, an IHSS health care provider, asked that the Board not cut IHSS wages or hours; Laura Most, Rancho Calaveras, provided the Board with copies of a book titled “Understanding Sustainable Development – Agenda 21”; Nadine Robertson, Mokelumne Hill, CA voiced concern of IHSS care and support group availability – spoke of a case care manager change for the re-evaluation of a client; George Fry, Angels Camp, CA requested a moment of silence in memory of Charlie Pool, a WWII Veteran; referenced a small business administration event he attended and voiced support of voting for those with experience in the June 8, 2010 election; Rita Downs, Director of Behavioral Health, submitted a brochure re: State Department/Mental Health Medi-Cal Managed Care Specialty Health Consolidation Part II – Diagnoses, Impairment Criteria and Intervention Related Criteria; Darryl Rusk, Burson, CA voiced concern of the removal of campaign signs; Joe Kelly, Copperopolis, CA referred to Revenue Taxation Code 1365 allegations; referred to discussing a matter that was not on a posted agenda, use of the County logo, and ethic standards. Bonnie Newman, Double Springs, CA announced that she will be attending an IHSS Advisory Board meeting this afternoon; in reference to purple thistle on Double Springs road, related a story she was told by Sadie Hunt, a past owner/resident of the Double Springs Ranch.
9. Discussion and possible action re: RESOLUTION proclaiming the week of May 10-16, 2010 as the Week of the Calaveras County Fair/ Jumping Frog Jubilee – approved 3-0
Absent: Tofanelli & Wilensky
10. PUBLIC HEARING and possible Board action re: RESOLUTION to change the name of Mustang Street to East Thunderbolt Trail – approved 3-0; Absent: Tofanelli & Wilensky
11. Review of correspondence, reports and various matters of concern: Supervisor Tryon will attend the County Fair this week; and a LAFCO meeting next Monday.
Supervisor Thomas will attend various Fair activities throughout the week; and next Monday the LAFCO meeting.
Supervisor Callaway referenced her attendance at a Humane Society fundraiser last Saturday at the Vets Hall in Valley Springs; reminded that volunteers are needed to man the Solid Waste Task Force booth at the County Fair; will be modeling at a Big Trees Association fashion show; Monday will be at the Avery Middle School for a program regarding a Celebration of Learning.
Jeanne Boyce, County Administrative Officer, reminded everyone that the Government Center frog jump is this afternoon – proceeds will go the Humane Society.
Jim Jones, County Counsel, announced that Stephanie Truelson, will be jumping their frog “No Respect” at Government Center’s frog jump.
12. CLOSED SESSION: pursuant to Government Code section 54956.9; conference with labor negotiators: SEIU, DSA, CCPSEA – Director Human Resources and Risk Management – cancelled
