SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE
BOARD OF SUPERVISORS, COUNTY OF CALAVERAS, STATE OF CAIFORNIA
HELD ON MAY 4, 2010

PRESENT: Merita Callaway, Chair; Thomas Tryon, Vice Chair; Gary Tofanelli, Steve Wilensky and Russell Thomas, Supervisors; James Jones, County Counsel; Jeanne Boyce, County Administrative Officer; and Carol Gates, Supervising Board Clerk
ABSENT: None
CONSENT AGENDA
(On a motion of Supervisor Thomas, seconded by Supervisor Tofanelli, the following consent agenda items (1 thru 6) were unanimously approved)
1. MINUTES of a regular Board of Supervisors meeting held on April 13, 2010
2. CORRESPONDENCE: April 9-15, 2010
3. RESOLUTION authorizing the transfer of funds from the Sheriff’s Local Public Safety Fund (AB443) to pay the insurance deductible and replace two Sheriff patrol vehicles and associated emergency equipment
4. MINUTE ORDER amending the contract with the U.S. Army corps of Engineers, by increasing the amount $44,179.60, for law enforcement services, from May 7, 2010 through September 26, 2010
5. RESOLUTION reappointing the Agricultural Commissioner/Sealer of Weights and Measures; Human Resources
6. MINUTE ORDER authorizing lease agreement between Calaveras County and Chris and Lisa Airola for office space for First 5 Calaveras at $975/month for the period July 1, 2010 to June 30, 2011

7. PUBLIC COMMENTS:
Christa Thompson, Mental Health Services Act Coordinator, announced the release of the Annual Update to Calaveras County’s Mental Health Services Act Community Services and Support Plan for FY 2010/11 and fund request from the Mental Health Services Act; submitted a news release regarding Behavioral Health Services Celebrates Mental Health Month. George Fry, Angels Camp, CA recognized the Mental Health Department for their outstanding programs. Ron Randall, Valley Springs, CA voiced concern of a Valley Springs Land Use and Circulation Questionnaire, submitted at last week’s Board meeting regarding the Valley Springs Community Plan. Tonja Dawsend, Burson, CA commented on the conduct of community plan meetings. Pat Pereira, Campo Seco, CA spoke regarding the Valley Springs Community Plan. Nadine Robertson, voiced concern of limited hours for In Home Health Care Providers. Bonnie Newman, Double Springs, CA , referred to discussion last week regarding public transit and suggested a link between the San Joaquin transit and the Calaveras transit system; expressed concern of the cost of IHSS training and a cycle of middle age IHSS workers becoming clients.
Bob Mulvany, Murphys, CA spoke re: a general plan update questionnaire; a candidate for supervisors invitation to attend a closed session discussion with the Calaveras Planning Coalition; and a visioning session in Angels Camp regarding a hike and bike trail. Valentino Passetti, Valley Springs, CA voiced concern of hidden agendas and the need for open communication. Alice Raine, Rancho Calaveras, referred to the importance of public transit; spoke in support of Dial-a-Ride. George Fry, Angels Camp, CA spoke of volunteering to drive for the Senior Center; encouraged others to do the same. Darren Spellman, Rancho Calaveras, addressed the subject of personal property rights; suggested further discussion regarding Dial-a-Ride and public transit funding.
Tom Garcia, Public Works Director, announced a May 8th & 9th, 2010 amnesty day for appliances; limited to one type of appliance each at Rock Creek, Gambi Disposal in San Andreas, Avery and Wilseyville. Residents will be required to show proof of residency.
George Fry, Angels Camp, CA clarified that prior to the Council of Governments (COG), there was an LTC; he voiced support of the COG. Mickey Parks, Valley Springs, CA referenced the postcard Valley Springs Community Plan questionnaire; felt it was not appropriate for those outside the existing Valley Springs boundary to vote. Cynthia Knapp, Public Works, reminded that the County Fair is May 13-16, 2010, and she is looking for volunteers to man solid waste booth.
8. Discussion and possible action re: RESOLUTION authorizing the discharge of accountability to clear repayments for outstanding County aid of general assistance, in the amount of $255,011.55, from calendar years 1986 through 2009, for those cases which are declared uncollectable – approved 5-0
9. PUBLIC HEARING and possible Board action re: Zoning Amendment 2005-194 and Tentative Parcel Map for Ron & Shari Pargett – approved 5-0
10. PUBLIC HEARING and possible Board action re: Zoning Amendment 2006-191 and Tentative Parcel Map for Michael and Cecilla Blankenship – approved 5-0
11. Discussion and possible action – Valley Springs Community Plan: Update; Supervisor Tofanelli – Board action: continued to the meeting of May 25, 2010; 5-0
12. Review of correspondence, reports and various matters of concern.
Supervisor Thomas will sing at a Humane Society benefit, at the Valley Springs Vets Hall next Saturday, to raise money for an animal shelter. Referred to a continuing request by Neil Anderson and John DeMasters – they have pledged 60 to 70 individuals to work within the County.
Supervisor Tofanelli, will be in Washington DC next week to lobby for funding for Cosgrove Creek; will not be in attendance at the May 11, 2010 Board meeting.
Supervisor Wilensky , due to the length of today’s Board meeting, will not be in attendance at this afternoon’s Mental Health Advisory meeting; tomorrow will be at Columbia College addressing the economic summit speaking on forestry projects; Thursday will address the AQUA conference, a gathering of state water agencies re: county of origin issues and the desire to have a more responsible partnership between downstream users and upstream stewards of the watershed; Saturday will be at the Angels Camp Gun Club – re: a Bret Harte student holding a fund raiser to create a skate park; next Monday will attend a Mother Lode Job training meeting; next week will be in Washington DC to lobby for funding for the sustainable sierra forest initiative, which is designed to spread the idea of economic conversion through forest restoration and watershed stewardship.
Supervisor Tryon, suggested having something on record that states when it comes to project delivery, within the County, it will done by the appropriate County department, unless the Board of Supervisors assigns project deliver to the COG. A majority of the Board was in support of having this agendized as an action item.
Supervisor Callaway, this week, will attend an Ebbetts Pass Property Owners Council meeting; a Council of Governments meeting; Area 12 Agency on Aging meeting; a Administration of Justice/Health and Human Services meeting with CSAC; will be at the Vets Hall in Valley Springs on Saturday for the Humane Society fundraiser. Responded to a topic that came to the Board last week under public comments, regarding three items of concern, re: the Acting County Assessor.
Jeanne Boyce, County Administrative Officer, had nothing to bring before the Board at this time.
James Jones, County Counsel, reminded that there will be 3 supervisors at next Tuesday’s Board meeting.
13. A STUDY SESSION was held to discuss County priorities and possible contracting with governmental relation firms to assist the County in securing federal funding for large infrastructure grants and capital projects.
14. A CLOSED SESSION was held: pursuant to Government Code section 54956.9; conference with Labor Negotiators: SEIU, DSA, CCPSEA – Director Human Resources & Risk Management – resulting in nothing to report
15. A CLOSED SESSION was held: pursuant to Government Code section 54956.9; conference with legal counsel re: existing litigation; Ray Waller v. Board of Supervisors of Calaveras County, et al; Calaveras Superior Court Case No. CV35737 – resulting in nothing to report
