Guest Editorial...CCWD's Jeff Davidson Calls for Removal of Rancho Calaveras from Community Plan

Valley Springs, CA...The Valley Springs Community plan is in jeopardy of falling apart and is dividing the community it is intended to serve. Quick Leadership is needed to prevent the plan from becoming a huge waste of time and money. I would ask Supervisor’s Thomas and Toffanelli to lobby COG and Cal Trans to remove Rancho Calaveras from the planning area and allow the plan to move forward...

As I understand the original goal of the VSCP was to provide the Board of Supervisors a community recommendation for growth in the undeveloped areas around the town center as well as provide a circulation plan for the future. Rancho Calaveras has its own Special Plan designation that offers residents enough security and identity to protect the Rancho community. The VSCP should focus on the vacant areas between La Contenta and areas northeast of Valley Springs.

The BOS have made it clear that they have no intention of allowing development to occur in areas without access to public water and sewer. Therefore the focus area should be areas likely served by CCWD and VSPUD with water and sewer.

I have argued in the past to have a planning area excluding Rancho Calaveras, only to be shot down by the My Valley Springs.com folks who want the plan to include most of the west end of Calaveras County. I believe they want the larger area because few if any from the group live or own property in the planning area yet they want their views to be heard. I believe the MVS and other anti growth groups deserve to be heard just as the Rancho community deserves to be heard. However inclusion or exclusion of Rancho in the plan should be decided by Rancho residents and land owners alone. In other words folks in Wallace should not be voting on whether Rancho is included in the plan. These are all public meetings and whether you live in or out of the planning area should be of little concern as all areas will be considered as part of the circulation component of the plan. All views will be considered.
I have my own plan for the property I own in the area. “Mission Ranch” will include an 18 acre shopping center along Hwy 26. A mixed density of housing including an over 55 multifamily site along Hwy 12. Our project includes pedestrian trails that will allow folks to walk to town for shopping and school. We have proposed partnering with the County on a connector road between Hwy 26 and 12. Our group is currently doing a full EIR at our request. We feel the VSCP could be a valuable tool for the community’s future. We hope to see the controversy resolved and get the plan back on track soon.
