Calaveras County Board of Supervisors Meeting & Video for January 26th, 2010

San Andreas, CA...It was a busy meeting yesterday at the Board Chambers. On the consent agenda the Board approved a letter supporting the restoration of the Monte Wolfe Cabin, Mountain Ranch Road improvements and more. During public comments the Valley Springs Community Plan took up the bulk of the time. Sometimes items seem to be doomed for controversy and this has developed into one of those....




Random Acts of Kindness was back before the board and much, much more.

SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON JANUARY 26, 2010

PRESENT: Merita Callaway, Chair; Thomas Tryon, Vice-Chair; Gary Tofanelli, Steve Wilensky and Russell Thomas; Supervisors; James Jones, County Counsel; Jeanne Boyce, County Administrative Officer; and Carol Gates, Supervising Board Clerk
ABSENT: None
CONSENT AGENDA

On motion of Supervisor Tofanelli, seconded by Supervisor Wilensky, the following items on the consent calendar were approved unanimously.
1. MINUTES of regular Board of Supervisors meetings held on January 5th and January 12th, 20102.
2. CORRESPONDENCE: January 4-14, 2010; as processed
3. RESOLUTION authorizing Union Public Utility District to participate in the Alternate Method of Property Tax Apportionment (Teeter Plan). 4. RESOLUTION approving an amendment to the Professional Services Agreement between Calaveras County and Psomas for the Mountain Ranch Road turn-outs projects, for an amount not to exceed $35,423.
5. RESOLUTI0N to enter into the 2010-2011 Operating and Financial Plan Cooperative Agreement between the Calaveras County Sheriff’s Office and the United States Forest Service for suppression of controlled substances and patrol activities.
6. MINUTE ORDER authorizing Chair to sign a letter to the USFS in support of restoring Monte Wolfe’s Cabin.
7. RESOLUTION approving initiation of proceeding to form the Dalee/Cassidy Water System Assessment District.
REGULAR AGENDA
8. PUBLIC COMMENTS:
a) Billie Westernoff, presented the Board with Random Acts of Kindness kits and thanked the Board for their support. b) The following members of the public addressed the Board regarding their views and concerns of the Rural/Smart Growth Valley Springs Community Plan update: Kiss Anderson, Andy Ballantyne, Doris Tote, Steve Elias, Mickey Parks, Marti Crane, Darren Spellman, Holly Mines, Richard Clough and Darryl Rusk. c) Tom Infusino, Calaveras Planning Coalition, referred to planning procedures as a valuable part of private and public enterprise to enhance property rights and values. He spoke of the time line of the general plan process and encouraged public participation. d) Bonnie Newman, Double Springs, reported positive news regarding her IHSS client. Informed of her attendance at an IHSS conference in San Jose last week. e) Howard Stohlman, Chief Information Officer, referred to stimulus funding for rural broadband enhancement. Asked the Board for their support of the application process. f) Brian Moss, Environmental Management, informed of damage to the Agriculture Department barn during the January 2010 storms.
8a. OFF AGENDA ITEM: RESOLUTION proclaiming a state of local emergency in Calaveras County due to the January 2010 series of winter storms; approved 5-0
9. RESOLUTION authorizing boundary line adjustment 09-27 for Edward G. Robinson; approved 5-0
10. RESOLUTION authorizing boundary line adjustment 09-05 for Patricia McCarty; approved 5-0
11. RESOLUTION adopting an Electronic Media Use and Retention Policy; Technology Services – Board action: approved 5-0
12. RESOLUTION to adopt a new Public Records Act Policy; approved 5-0
13 Request for mining inspection and administration fee waiver from Tom Coe; denied 5-0
14. Review of correspondence, reports and various matters of concern.
Supervisor Tryon will attend a Chamber dinner on February 4, 2010; Wednesday’s Fish & Game meeting on behalf of Chair Callaway; Saturday a Calaveras Foundation event in Murphys. Reported on his attendance at last week’s RCRC meeting. The main focus of discussion was the impact on RCRC counties regarding the Governor’s budget proposals. Informed that the only item of the State budget that is being proposed for full funding is the implementation AB32 – the Green House Initiative. Tryon also spoke of the allocation of money derived from registered vehicles and the Transient Occupancy Tax (TOT). Supervisor Wilensky will attend a Wednesday meeting of the Mother Lode Job Training Board in Sonora; Thursday an Air Pollution Control hearing on the Buena Vista power plant in Ione followed by a meeting in San Andreas, of the USDA and the Sierra Nevada Conservancy on funds that are available and how to apply for them from the USDA Rural Development and Green Jobs projects; a Habitat for Humanity meeting in West Point regarding future projects; and on Saturday the Lumberjack Day Crab Feed; referred to the forming of JPA’s in creating greater, wide range, efficiencies in many of our service areas. Supervisor Tofanelli, on Thursday, will attend a Council of Governments (COG) orientation at the San Andreas Senior Center. Supervisor Thomas referenced the report of Jim Hemminger at RCRC regarding the status of the septic tank issue; tomorrow will attend the USDA meeting at the County Library; Wednesday, the Tax Payer’s Association luncheon at the Murphys Hotel; next week a Central Sierra Economic Development meeting; spoke of his attendance at an EMSOC meeting last Thursday. Supervisor Callaway will attend a Calaveras Public Power Agency meeting on Wednesday; a CSAC Agriculture & Natural Resources meeting; Thursday, a CSAC Executive Meeting in Sacramento; followed by the COG meeting and a Juvenile Justice meeting; Saturday, the Calaveras Foundation event. Jeanne Boyce, County Administrative Officer, informed of a study session next Tuesday, at 9:30 a.m. of the general plan update; tomorrow will speak at the Calaveras Tax Payer’s luncheon; Friday, will attend her first CAO meeting.
