Gov. Schwarzenegger Announces Appointments

Sacramento, CA...Governor Arnold Schwarzenegger today announced the following appointments: Walter Allen, 59, of Covina, has been appointed to the Commission on Peace Officer Standards and Training. He has served as the Governor's appointee to the California Council on Criminal Justice since 2006. Allen has served Covina as mayor since March 2009, on the city council since 2004 and previously served as mayor from 2003 to 2004. Department of Corrections and Rehabilitation from 2005 to 2006 and served as the director of the California Youth Authority from 2003 to 2005.

Previously, he served the California Department of Justice as an assistant chief of the Bureau of Narcotic Enforcement in 2003, senior special agent in charge for the Los Angeles Regional Office from 2001 to 2002 and held the same position from 1991 to 1996, special agent in charge for the Orange Regional Office from 1996 to 2001, special agent in charge for the Southern California Field Office of the Bureau of Organized Crime and Criminal Intelligence from 1990 to 1991 and special agent then special agent supervisor and training coordinator for the Bureau of Narcotic Enforcement from 1981 to 1990. Allen previously served the Chino Police Department as a police corporal from 1979 to 1981, police officer from 1978 to 1979 and was a police officer serving California State University, Fullerton from 1976 to 1977. He earned a Bachelor of Science degree in urban planning from California State Polytechnic University, Pomona. This position requires Senate confirmation and there is no salary. Allen is a Republican.

Stephen Amos, 50, of Fairfax Station, has been appointed chief deputy director of real estate, buildings and regulatory services for the Department of General Services. He served as an officer and business consultant for Energy Solutions Express and Lighting from 2003 to 2009. Amos was chief of staff for the Washington, D.C. Department of Transportation from 2007 to 2008, executive director for the Maryland Governor's Office of Crime Prevention and Control from 2000 to 2003 and deputy director of the corrections program office at the U.S. Department of Justice from 1994 to 2000. Prior to that, Amos was the director of the research, planning and evaluation unit for the Oregon Department of Corrections from 1993 to 1994, a parole agent for the California Department of Corrections from 1988 to 1993 and a group supervisor and youth counselor for the California Youth Authority from 1982 to 1988. This position does not require Senate confirmation and the compensation is $132,396. Amos is a Democrat.

Robert Cooke, 59, of Gilroy, has been appointed to the Commission on Peace Officer Standards and Training. He has served the California Department of Justice’s Bureau of Narcotic Enforcement as special agent in charge of the San Jose Regional Office since 2005 and previously held the positions of task force commander of the South Bay METRO Task force from 2003 to 2005, task force commander for the Unified Narcotic Enforcement Team from 1998 to 2002 and special agent from 1991 to 1998. Cooke served the Gilroy Police Department as a supervising officer from 1985 to 1991 and police officer from 1979 to 1985. This position requires Senate confirmation and there is no salary. Cooke is a Republican.

Don Garcia, 45, of Tustin, has been appointed to the State Compensation Insurance Fund Board of Directors. Since 2000, he has been president of Pinnacle Financial Group. Prior to that, Garcia was a financial advisor at Signator Investors from 1991 to 2000, an account executive at Amplicon Financial from 1990 to 1991 and a financial advisor at Advantage Capital Corporation from 1987 to 1990. He was a presidential appointee to the Woodrow Wilson International Center for Scholars from 2002 to 2008, where he has served as chair of the Audit and Finance Committee since 2005. This position does not require Senate confirmation and the compensation is $50,000. Garcia is a Republican.

Ali Jahangiri, 34, of Newport Beach, has been reappointed to the California Law Revision Commission. He has served on the commission since September 2009. Since 2004, Jahangiri has owned and operated Outclick Media, an Internet advertising and publishing firm. From 2002 to 2004, he was an associate for Stradling Yocca Carlson and Rauth. Jahangiri currently serves on the Board of Overseers at Loyola Law School and as ambassador to the Samuel Jordan Center at the University of California, Irvine School of Humanities. Jahangiri earned a Juris Doctorate degree from Loyola Law School and a Bachelor of Science degree in biological sciences from the University of California, Irvine. This position requires Senate confirmation and the compensation is $100 per diem. Jahangiri is a Republican.

Ronald Lowenberg, 62, of Huntington Beach, has been reappointed to the Commission on Peace Officer Standards and Training. He has served on the commission since 2006. Since 2005, Lowenberg has served as the dean and director of the Golden West College Criminal Justice Training Center. Previously, he served as chief of police for Pomona in 2002, Huntington Beach from 1989 to 2002 and Cypress from 1981 to 1989. Prior to that, Lowenberg was police captain for Tustin from 1979 to 1981. This position requires Senate confirmation and there is no salary. Lowenberg is a Republican.

Barbara Macri-Ortiz, 60, of Oxnard, has been appointed to the Housing Finance Agency Board of Directors. Since 2001, she has been an attorney in private practice. Macri-Ortiz was a senior attorney for Channel Counties Legal Services Association from 1990 to 2000, staff attorney at American States Insurance in 1990, shareholder and civil litigation division manager for Lyons, Macri-Ortiz, Schneider, Dunphy and Camacho Professional Corporation from 1988 to 1990 and national representative for United Farm Workers of America from 1969 to 1988. She is a member of Ventura County Women Lawyers and the Ventura County Ag Futures Alliance. This position requires Senate confirmation and there is no salary. Macri-Ortiz is a Democrat.

John McGinness, 52, of Folsom, has been reappointed to the Commission on Peace Officer Standards and Training. He has served on the commission since 2008. McGinness has served as Sacramento County Sheriff since 2006. Additionally, McGinness has been an instructor at California State University, Long Beach since 2006 and was an instructor for the Los Rios Community College District from 2004 to 2006. He previously was undersheriff for the Sacramento County Sheriff's Department from 2002 to 2006 and a peace officer standards and training instructor for the Robert Presley Institute of Criminal Investigation from 1995 to 2006. This position requires Senate confirmation and there is no salary. McGinness is a Republican.

Lawrence Mulryan, 72, of San Rafael, has been appointed to the State Compensation Insurance Fund Board of Directors. He served as interim president and chief executive officer for the State Compensation Insurance Fund in 2007. Prior to his retirement, Mulryan was executive director of the California Insurance Guarantee Association from 1992 to 2007. He worked for the Industrial Indemnity Insurance Company as vice president from 1970 to 1992, manager from 1968 to 1970 and attorney from 1966 to 1968. Additionally, he served as mayor of San Rafael from 1979 to 1991. This position does not require Senate confirmation and the compensation is $50,000. Mulryan is a Democrat.

Francis Quinlan, 61, of Corona del Mar, has been reappointed to the State Compensation Insurance Fund Board of Directors. He has served on the board since 2007. Since March 2009, Quinlan has been special counsel for the law firm Archer Norris, PLC. From 2008 to 2009, he was recalled to active duty with the U.S. Marine Corps where he previously served from 1970 to 2002 and retired as a brigadier general. Quinlan was a partner with the law firm Kester and Quinlan from 1982 to 2008 and a special agent for the Federal Bureau of Investigation from 1979 to 1982. This position does not require Senate confirmation and the compensation is $50,000. Quinlan is registered decline-to-state.

James Richardson, 48, of Sacramento, has been appointed to the State Compensation Insurance Fund Board of Directors. Since May 2009, he has served as president and chief executive officer of The Dentists Insurance Company (TDIC) and TDIC Insurance Solutions. Previously, Richardson served as chief deputy commissioner for the California Department of Insurance from 2007 to 2009, principal and chief executive officer of Golden State Consulting from 2004 to 2007. He was chief of staff to Senate Minority Leader Jim Brulte from 1999 to 2004 and to Assembly Minority Leader Bill Leonard from 1997 to 1999. In 1997, Richardson was senior consultant to Senate Rules Committee Vice-Chair John Lewis and, from 1995 to 1996, was chief administrative officer for the Assembly Rules Committee. Prior to that, he was chief of staff to Assemblymember Fred Aguiar from 1992 to 1995. This position does not require Senate confirmation and the compensation is $50,000. Richardson is a Republican.

Curtis Schlaufman, 23, of Diamond Bar, has been appointed to the California State University Board of Trustees. Since 2008, he has served as president and chief executive officer of the Associated Students at California State University, Fullerton where he previously served as executive vice president from 2007 to 2008 and chief governmental officer from 2006 to 2007. Schlaufman has served on the California State Student Association’s Board of Directors since 2004. This position does not require Senate confirmation and the compensation is $100 per diem. Schlaufman is a Democrat.

Erin Shaw, 29, of Elk Grove, has been appointed deputy secretary of communications for the State and Consumer Services Agency (SCSA). She has served SCSA as assistant secretary of communications since 2008. Prior to that, Shaw was senior executive writer for the Office of Governor Arnold Schwarzenegger from 2006 to 2008, teaching intern and composition and reading tutor at Truman College in 2006, multiple listing service coordinator for the Habitat Company from 2005 to 2006 and press assistant for the Office of Governor Gray Davis in 2003. This position does not require Senate confirmation and the compensation is $53,996. Shaw is a Democrat.

Linda Soubirous, 48, of Riverside, has been appointed to the Peace Officer Standards Training Commission. Since 2008, she has served as a volunteer services program manager for the Riverside Sheriff’s Department. Soubirous has served Concerns of Police Survivors as a local board member since 1998 and was the national president from 2002 to 2004. Previously, she worked for the Loma Linda University Medical Center as a registered nurse in the Surgical, Trauma and Neurosurgical Intensive Care Unit from 1988 to 1996 and unit secretary from 1986 to 1988. This position requires Senate confirmation and there is no salary. Soubirous is a Republican.

Martin Tuttle, 50, of Davis, has been appointed deputy director of planning and modal programs for the Department of Transportation. Since 2007, he has served as a private planning consultant. Previously, Tuttle was vice president of New Faze Development from 2005 to 2007 and executive director of the Sacramento Area Council of Governments from 1999 to 2005. He was executive director of the Solano Transportation Authority from 1996 to 1999 and principal assistant for Assemblymember Tom Hannigan from 1983 to 1996. This position does not require Senate confirmation and the compensation is $129,396. Tuttle is a Democrat.

William Young, 55, of Sacramento, has been appointed as chief deputy director of the Department of Consumer Affairs. Since April 2009, he has served as a deputy commissioner at the California Department of Insurance. Previously, Young was chief of the financial management division for the California Department of Insurance from 2007 to 2009 and chief financial budget officer for the California Department of Consumer Affairs from 2003 to 2007. He served the Bureau for Private Postsecondary and Vocational Education as deputy chief of operations from 2000 to 2002 and chief education administrator from 1998 to 2000. Young served the California Department of Finance as principal program budget analyst from 1988 to 1998, staff finance budget analyst from 1983 to 1988 and staff finance management auditor from 1981 to 1983. This position does not require Senate confirmation and the compensation is $117,611. Young is registered decline-to-state.

William Zachry, 54, of San Carlos, has been appointed to the State Compensation Insurance Fund Board of Directors. Since 2008, Zachry has been vice president of risk management for Safeway, where he also served as vice president of corporate workers’ compensation from 2001 to 2008. Prior to that, he served as senior vice president and chief operations officer for StellerNet from 2000 to 2001. Zachry was vice president of claims for the Zenith Insurance Company from 1998 to 2000, C.E. Heath Insurance from 1987 to 1998 and Western Employer Insurance from 1985 to 1987. This position does not require Senate confirmation and the compensation is $50,000. Zachry is a Republican.

Laura Zuniga, 33, of Sacramento, has been appointed deputy secretary of legislation for the State and Consumer Services Agency. She has served the Department of Consumer Affairs as director of legislative and regulatory review since 2006 and previously held the position of assistant deputy director for legislative and regulatory review from 2004 to 2006. Prior to that, Zuniga was the senior consultant to the Assembly Republican Caucus, assigned to the business and professions and higher education legislative committees, from 2001 to 2004. She was office manager and legislative assistant for Richard Robinson and Associates in 2001 and served the Office of State Senator Richard Rainey as legislative director in 2000 and legislative aide from 1996 to 2000. This position does not require Senate confirmation and the compensation is $94,224. Zuniga is a Republican.
