This Morning's Supervisors Meeting Recap and Video.....Jail Progress Gets Serious...Many Opinions on Bret Harte Benefit Basin and Much More ~By John Hamilton

San Andreas, CA...It was about a four and a half hour meeting this morning for the Calaveras County Board of Supervisors. The biggest item on the agenda was the selection and approving the contract with PSA/Dewberry, Inc to the tune of $3,750,000 to provide Architectural and Engineering Services for the proposed Adult Detention Facility, Sheriffs Administration Building, Dispatch Office and Operational Components and more. They estimate the project will take 42 months for design and construction. Also highlighting the meeting was a presentation by Dave Haley of Castle & Cooke and a Calaveras County Chamber of Commerce Board member. Dave is spearheading the Calaveras Profile 2010 project. This is an approximately $80,000 project to categorize and...


organize economic, human capital, natural resources and more in Calaveras County. It is the opinion of many that a tool like this would be invaluable for recruiting and retaining businesses and jobs in the county. Currently if a prospective businesses owner looks for hard numbers on the county they are fairly hard to find and use. This project would put everything someone needs to make a decision on doing business in the county right in their fingertips or just a mouse click away. Dave was seeking $15,000 in matching funds from the county as his group goes grant hunting.

All of the consent agenda items passed with just a few minor whimpers. They included..1. CORRESPONDENCE: April 3-9, 2009 (see attached) - Board action:
2. Adopt a RESOLUTION proclaiming April 2009 As Employment and Training Worker
Appreciation Month In Calaveras County; CalWORKs - Board action:
3. Adopt a RESOLUTION authorizing the Calaveras Works And Human Services Agency
Director to sign Amendment #2 of the Memorandum Of Understanding between the
California Statewide Automated Welfare System Consortium and the County Of
Calaveras; CalWORKs - Board action:
4. Adopt a RESOLUTION approving the Calaveras County Sheriff's Office to transfer a one
time augmentation of $4,090 received from the California Department of Boating and
Waterways to be used for additional extra hire hours within the Marine Safety Unit's
budget; approve a Budget Transfer receiving and appropriating said funds (4/5 Vote
Required); Sheriff· Board action:
5. Adopt a RESOLUTION directing that Public Works pursue available funding from the
American Recovery and Reinvestment Act of 2009; Public Works - Board action:

6. Adopt a RESOLUTION authorizing the Sheriff to apply for and receive $35,659 in
funding from the Edward Byrne Memorial Justice Assistance Grant Formula Program to
be used for gang enforcement activities within Calaveras County; approve grant

7. Adopt a RESOLUTION approving award of $174,926 in California Boating Safety and
Enforcement Program Revenues for FY2009/10; Sheriff - Board action:
8. Adopt a RESOLUTION authorizing execution of an agreement with the California
Department of Transportation under which the County would receive $256,676 for
participation in the Federal Apportionment Exchange Program and State Match Program
during FY2008/09; Public Works - Board action:
9. Approve a BUDGET TRANSFER receiving $1000 from the Calaveras Community
Foundation for appropriation to the Juvenile Justice and Delinquency Prevention
Commission's Teenspiration Project {4/5 vote required:
10. Approve a MINUTE ORDER declaring as surplus and subject to disposal or
organizational transfer ten vehicles no longer suitable for continued public use;

After the jail items things got interesting again when the presentation on the Bret Harte Benefit basin let by Consultant Rob Houghton got underway. The funding recieved so far from the project hasn't met the threshold needed to actually make any improvemnets to the infruastructer affected by the basin. The focus originally was to come to an agreement with Caltrans and CHP on moving the truck weigh station to a different location. This was unsuccessful and now a new approach is needed.

Fees that the parcel owners will have to pay in the future will be increased significantly. As an example the rate for dwelling unit will raise from under $1,000 to over $14,000. Several local land owners including Ironstone Patriarch John Kautz and his son Jack.

The questions centered around what fees were fair and equitable for new construction and how to implement them. This is far from the last we have heard on this topic.
