San Andreas, CA...Join Us Here for the Justice Center of the Board Meeting......UPDATE: The discussion right now is the $2,000,000 payment from the county to the San Andreas Sanitary District. The Supervisors are discussing measures that can be made to increase the comfort level of the county that the District will be able to perform the necessary upgrades. The Board has passed the portion regarding the Sanitary District on a 5-0 vote. Calaveras Sheriff Dennis Downum is now discussing the need for the jail and also stating the fact that the county needs to be able to use the threat of incarceration as a deterrent. Currently they are arresting 56% of the early release inmates on new charges. Some or a good portion of these crimes would most likely have been prevented if they had capacity to keep the inmates.....



This is part of the larger discussion on the operating costs of the new facility.

The agenda item on purchase of the land for the justice center has been approved on a 5-0 vote.

We are currently on a small break before the next agenda item...

We are now on the Sierra Nevada Conservancy annual report on their program. The are made up of Six Sierra Sub Regions of which Supervisor Steve Wilensky is now the Vice-Chair of the entire Sierra Nevada Conservancy.

SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON MARCH 3, 2009

CONSENT AGENDA
1. MINUTES of a regular Board of Supervisors meeting held on February 17, 2009 – Board action: approved 5-0
2. CORRESPONDENCE: February 13-19, 2009 – Board action: approved, as
processed, 5-0
3. RESOLUTION authorizing the purchase of a First Defender (Raman) for the Calaveras County Sheriff’s Office Bomb Squad and Hazardous Materials Team; Sheriff/OES – Board action: approved 5-0

REGULAR AGENDA
4. PUBLIC COMMENTS: Clyde Clapp, Valley Springs, referred to a statement made at last week’s Board meeting from a CCWD representative placing blame on the County regarding water usage resulting in a possible loss of water; spoke of the cost of CCWD water hook-ups; suggested that CCWD look at their own policies. Clapp questioned the motive of individuals voicing concern, during the public comment period, of projects that are not on the Board’s calendar.

Christa Thompson, Mental Health Services Act Coordinator, announced that the Workforce Education and Training Plan was approved on Friday, which will fund scholarships, loan assumption, certificate and MSW programs, as well as preparatory programs for County clients. The Prevention and Early Intervention Plan, which was developed with input from the community, has been posted for a 30-day public review and comment period and will be the subject of a Public Hearing at today’s Mental Health Board meeting at the BHS Annex. The Prevention and Early Intervention Plan will be submitted to the Department of Mental Health for final review and approval on March 4, 2009. The Technological Needs Proposal will be posted on calaveras.networkofcare.org on March 4, 2009 for a 30-day public review and comment period, after which a Public Hearing will be held and the proposal will be submitted to the Department of Mental Health.

George Fry, a member of the California Mental Health Planning Council, acknowledged and referred to Christa Thompson as a trail-blazer for her work in the mental health field.



03/03/2009 SUMMARY


Rosemary Wilson, a member of the Mental Health Advisory Board, recognized Christa Thompson for her ability in communicating with the State Department of Mental Health.

Rosemary Faulkner, a member of the Calaveras County Historical Society, addressed the Board regarding a contract with the County to operate the Red Barn as a museum. She spoke of an over abundance of artifacts and the need for additional storage space. Originally, the Society had plans to expand with a new barn on a pad east of the Red Barn. Faulkner stated that the Society now has the funding available and are ready to start construction on the existing pad. The stated the new structure would belong to the County with the reservation that the Society be allowed to expand the museum.

The Board voiced their support. Supervisor Callaway asked CAO Lawton to look at what the County committed to 6 years ago when the County first contracted with the Society to use the Red Barn as a museum.

Ms. Faulkner stated that the Red Barn is 140 years old and the Society is trying very hard to preserve the structure. When the Society first started this endeavor the barn was earmarked to be torn down.

Tim Laddish submitted the Sheep Ranch vision statement that was reached by consensus (no dissents) at a noticed meeting of the Sheep Ranch Community on January 30, 2009. At that meeting, members of the community considered the Sheep Ranch General Plan Working Group’s proposal arising from a January 20, 2009 meeting.

Ed Ballard, Sheriff’s Department, and Art Lytle, Lead Project Manager, reported on the status of the Calaveras County Adult Detention Facility. He stated The Kitchell and the Calaveras County team are making great progress. To date the Architect/Engineer has been selected; they have narrowed the selection of a topographical surveyor engineer and geotechnical engineer; they are currently re-contracting with EDAW to assist with mitigation issues; have successfully negotiated an agreement with the San Andreas Sanitary District for service and annexation for the Courts and the new Adult Detention facility; have developed a Master Project Schedule and are staying on track with that schedule.

5. Discussion and possible action re: approval of Memorandum of Understanding (MOU) regarding the acquisition of property for the Calaveras Courthouse; Administration (continued item from 02/10/2009 & 02/17/2009) – Board action: approved 5-0

6. Receive a presentation from the Sierra Nevada Conservancy, including the
Conservancy’s Annual Report and a discussion of projects in the County’s
subregion; Sierra Nevada Conservancy/Administration – Board action:
informational only, no action required

6a. ADDENDUM - Discussion and approval of a “Will Serve and Annexation
Agreement” among the County of Calaveras, the State Administrative Office
of the Courts and the San Andreas Sanitary District under which the
Sanitary District will provide wastewater services to the proposed Adult
Detention Facility and Courthouse; Administration – Board action:
approved 5-0

7. Review of correspondence, reports and various matters of concern.

Supervisor Tryon had nothing to bring before the Board at this time.

Supervisor Wilensky – this week will be attending a Mental Health Board meeting; the Sierra Nevada Conservancy Board meeting in Chico; 1st Five Commission meeting; Mental Health Board Jobs Committee meeting; next Monday, the Calaveras High Career Day; thanked Calaveras Lumber for their donation of seed packets in support of the Farm to Family and the Mental Health Jobs Committee – the packets will be distributed for planting in acreage that has been designated for the Farm to Family project. Calaveras High has a club that voted unanimously to participate along with their Ag Department agreeing to devote their entire greenhouse to the project for seed-starts – students will be involved in a high degree of participation.

Supervisor Tofanelli had no Board appointed committee meetings to attend this week; spoke of participating in the Valley Springs Friends of the Library Follies; will attend Monday’s Career Day at Calaveras High.

Supervisor Callaway – this week will attend the following meetings: Ebbetts Pass Property Owners Council; Council of Governments (COG); Area 12 Agency on Aging. Referred to a CSAC conference call for next Monday to discuss proposed propositions under consideration for the May ballot – will be looking to the Board for input. Expressed budget concerns – was uncomfortable that this County does not have a strategy in place to deal with the balance of this year, and next year

CAO Lawton spoke of working with Human Resources to more fully develop, selections for the remainder of this year, and next year’s budgets. They will be returning to the Board with recommendations for resource reduction strategy and priorities for departments to observe as they prepare their budgets.


03/03/2009 SUMMARY


George Fry, addressed the Board regarding Prop 63 funding. The funding was for the Mental Health Services Act; although, was set up so that the State could touch the money. He spoke in support of defeating the act so that the money cannot be taken by the State from the Mental Health Services Act.

Supervisor Thomas spoke of his participation in the Valley Springs Friends of the Library Follies for the next two weekends.

Counsel Jones and CAO Lawton had nothing to bring before the Board at this time.
