Meeting Updates....The Consent Agenda passed and COG Executive Director Tim McSorely brought before the board that the county may receive over $800,000 in federal economic stimulus funds. Assistant CAO Shirley Ryan gave a very nice presentation on the dire consequences of a further state budget impasse. If the impasse continues it will cause severe cuts especially at health and human services locally. Meeting is enclosed...

CONSENT AGENDA

MINUTE ORDER authorizing distribution of excess proceeds from the November 8, 2007 Tax Collector's Public Auction Sale; Treasurer-Tax Collector - Board action: approved 5-0
MINUTE ORDER for 2008-2009 agreement with Bid4Assets for Internet Auction services and authorization for future Internet Auction agreements with vendor of choice; Treasurer-Tax Collector - Board action: approved 5-0
MINUTE ORDER authorizing Board Chair to sign a letter addressed to the State Water Resources Control Board (SWRCB) commenting on Assembly Bill (AB) 885 proposed regulations and the associated Draft Environmental Impact Report; Environmental Management Agency - Board action: approved, as modified, 5-0
REGULAR AGENDA
6. PUBLIC COMMENTS: Frank Ginger voiced concern regarding the cleanup of the Wilseyville dump; spoke of public transit blocking handicap parking zones; questioned why County employees are allowed to drive County cars home.
Supervisor Wilensky clarified that Mr. Ginger is referring to the old dump, known as the Mitchell Mill site, not the Wilseyville transfer site.
Brian Moss, Environmental Management Agency, announced that work is being done to clean up the Mitchell Mill site including GIS work and receiving of bids; the department will be returning to the Board with an updated resolution for the Farm and Ranch grant so the cleanup work can continue to move forward.
Clyde Clapp, Valley Springs, CA referred to a comment that was made at last week’s Board meeting regarding the Building Department giving him special treatment. Clapp emphasized that that he has never received special treatment from the department.
Al Segalla, Calaveras County Taxpayer’s Association, announced a February 20, 2009, luncheon at the Murphys Hotel at which time an award will be presented to Linda Churches, Auditor- Controller, for excellence in public service.
Tim McSorley, Council of Governments (COG) gave an update on two items. One is the federal economic stimulus package that is now working its way through Congress. It appears that Calaveras will be eligible for somewhere in the neighborhood of $850,000. McSorley stated that the COG is focusing on road rehabilitation projects. The second item that the COG is monitoring is the implementation of SB 375 – the green house gas legislation and pieces of legislation under AB 32 – the global warming solutions act of 2006. The Air Resources Board has appointed their regional target advisory council. The COG is participating in how they can best reach the targets identified under AB 32, as this will have significant implications on the general plan.


02/03/2009 SUMMARY

Brian Moss, Environmental Management Agency, speaking in reference to Air Pollution Control, reminded the Board and the community that there is still approximately $70,000 of the Carl Moyer diesel retrofit money available to the Air Pollution Control District. If the Board, or the community, is interested they should contact the APC district or the Environmental Management Agency.
7. Discussion and possible action re: RESOLUTION accepting bid and awarding a contract to Donniker Construction for the construction of multiple bus shelters in Calaveras County; Public Works - Board action: approved 5-0
8. Review of correspondence, reports and various matters of concern. Supervisor Tryon will attend a Council of Governments meeting this week.
Supervisor Wilensky will not be available for office hours this week; will attend a Mental Health Advisory meeting; a combination gathering of the Bureau of Land Management, National Forest representatives, the Sierra Business Council, the Sierra Nevada Conservancy, and others working towards a program for Calaveras County Stewardship and economic development; asked that someone cover for him at a First 5 Board meeting – Chair Thomas offered to attend; referenced a letter from Robin Hadley, Railroad Flat, regarding Building Inspector Randy Baker losing his job due to a slowdown in building activity – she suggested cutting the number of hours worked rather than completely cutting jobs - this would be a benefit to the person and the department as it would enable the County to retain skilled workers until times improve; spoke of attending a meeting last week at French Camp, along with Supervisor Tofanelli, to demonstrate support for a new VA nursing home and expanded medical facility at French Camp adjacent to San Joaquin General Hospital; referred to the state budget process as irresponsible to public interest as to what is going on in our legislature, spoke of California as one of the last states in the union to require as 2/3 vote to pass a budget and a lack of accountability causing a flaw in our governmental structure, referred to the fact that there are no long term relationships between legislatures.
Supervisor Tofanelli referenced his attendance at a well attended and positive rally last Friday in French Camp in support of a VA facility near the San Joaquin Hospital – he referred to an outpatient clinic in Stockton that provided service for over 42,000 Veterans last year – Tofanelli encouraged Calaveras County citizens to write Congressman Jerry McNerney voicing their support of putting this medical/convalescent facility at the French Camp site.
Supervisor Callaway referred to a CSAC meeting she attended last week – the Director of Finance for the State of CA stated that even if the State budget is approved, it will only be a perception that things are fine, because things are not fine. She stated that Counties work well, it is how funding comes from the State that does not work well. The State budget is not a pretty picture, there is nothing that will be magic, and there are no easy answers for the State of CA, and there are definitely no easy answers for the County of Calaveras.
Callaway will be attending an Ebbetts Pass Property Owners Council meeting, a Council of Governments meeting, an Area 12 Agency on Aging meeting, and a transportation meeting this afternoon at the Sequoia Room.
Supervisor Thomas will attend this afternoon’s transit system needs meeting; a Central Sierra Economic Development Council meeting; referenced a meeting with CCWD to discuss creating a septage receiving facility at their processing plant above LaContenta; the 1st Five meeting; spoke of an academic decathlon at Bret Harte High School on Saturday.
