UPLAN Models County’s Growth~By Tyler Sommerset

Calaveras County, CA....The Calaveras Council of Governments has released an initial report on the “Base Case” or existing conditions in the County’s 1996 General Plan. The County’s population can be expected to nearly double by 2050. This may cause potentially significant impacts on the County’s agricultural lands and traffic congestion if current growth trends continue into the future. The benefit of the UPLAN model is that it allows planners to run different land-use scenarios based on a wide range of polices and readily ascertain, through impact analysis reports, data outputs and mapping, the impacts associated with those policies.....

Over the past year, the CCOG has been developing a land use model called UPLAN. UPLAN is a GIS (Geographic Information System) based modeling tool developed at U.C. Davis. Caltrans has granted funds to the CCOG, Amador County Transportation Commission and Alpine County to use UPLAN for regional planning in the tri-county area. UPLAN provides visual map displays of growth together with analytical data reporting. UPLAN is also very useful in that it links to a transportation model called TransCAD. TransCAD can be used to assess growth impacts on the roadway network.

Future CCOG efforts will model and evaluate alternative land use and transportation scenarios developed by the County and its consultants as part of the general plan revision process.
