Driveway Slopes Were the Hot Topic Again This Morning at a Meeting at EPFD Station One in Arnold~By John Hamilton
Arnold, CA...There was a standing room only meeting on the Driveway Slope issue in Calaveras County. CAL-Fire and some of the area Fire Chiefs have deemed the current implementation of the county fire and safety regulations regarding driveway slopes substandard. The County has been in discussions with CAL-Fire for the last year on this issue. The Fire Chiefs have worked up a proposed list of mitigations. One of the discussion sticking points is on the county's process. Many members of the community were concerned that the county changed the process of how they were approving permits on parcels with driveway slopes above 16% without notification to the community. From the county's perspective they have maintained they have not changed the existing regulations and they are still in effect....

This was a very heated and prolonged discussion. The first hour and half was on the sticking point of the process the county has taken. The opinion of the majority of the public has been that the county changed the rules during the ballgame. What members of the community wanted was for the existing regulations to be enforced in the same manner until new regulations are put into effect. Most members of the stakeholders groups have no problem with changes to the county code when changes need to be made. In their opinion the problem is with the process the county has taken.
Jeff White from the building department clarified what has been one of the biggest areas of uncertainty. If your house burns down he stated that you would be allowed to rebuild within the same footprint without haveng to make changes to the driveway. "Like for Like" is the term being used. This will be a great deal of relief to many of the existing property owners in the area. Uncertainty on this issue has raised doubts as to the value of existing properties.
This meeting was attended by various members of the county government including county council, Public Works Director Mike Miller, Supervisors Bill Claudino and Merita Callaway, representatives form CAL-Fire, EPFD and others were there in attendance as well.
There will be a study session on this issue on March 4th. This will be the official public meeting on the slope issue.
