Emergency Vehicle Access Road Becomes a Hot Topic in Copperopolis ~ By, Charity Maness
An emergency vehicle access road that proposes to connect Castle & Cooke’s Sawmill Lake planned subdivision in Copperopolis to an existing homeowners association subdivision has some residents concerned. The proposed EVA road would run north south from a collector road within the Sawmill Lake project, just west of the new Town Square in Copperopolis, running through private land spilling out at the end of Beaver Court in a rural residential area.
The homeowners association where the proposed EVA lay within is Copper Cove Lake Tulloch Owners Association, CCLTOA, representing 2031 homes within their subdivision. Within CCLTOA there are horse trails, lake access, and parks. CCLTOA dues cover not only maintenance of the aforementioned but also of the multiple roads running through the association. The concern made by homeowners with a possible EVA road was that they receive a guarantee that it will not ever become a thoroughfare
A representative from the Rocky Road district, another maintenance district within the subdivision that collects special taxes from homeowners along Cheyenne and Beaver among other roads for road maintenance, spoke with their counsel and has given approval for a gated EVA road at the end of Beaver. Stating that the road will “permanently be an EVA road, not open for negotiation in the future” quelled some of the resident’s concerns of future through traffic.
Doug Jones President of CCLTOA assured the residents that came to the annual membership meeting 8-21-10 that the board had their best interests in mind and stated that though an "EVA would be part of the solution ... no thouroughfare was planned. Only emergency vehicle access, pedestrian and bicycle."
Copperopolis Fire District Chief Keith Cantrell has copies of timed runs from previous Chief Toney Powers, noting that there is no appreciable response time difference with an EVA through the Sawmill Lake project to the end of Beaver. He stated, “If it (the proposed EVA road) was not required, I don’t know that I would make it a point of requiring one for the subdivision (Sawmill Lake).” Quickly pointing out that if they did put an EVA road at the proposed location, it would have some benefits, especially to wildland firefighting.
A letter dated June 9, 2010 from the Deputy Director of Calaveras County Public Works Department regarding the Sawmill Lake project stated, “Evidence of legal access through Beaver Court must be provided.”
