SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON MARCH 2, 2010

PRESENT: Merita Callaway, Chair; Thomas Tryon, Vice-Chair; Gary Tofanelli, Steve Wilensky and Russell Thomas, Supervisors; James Jones, County Counsel; Jeanne Boyce, County Administrative Officer; and Carol Gates, Supervising Board Clerk

CONSENT AGENDA

1. MINUTES of a regular Board of Supervisors meeting held on February 9,2010 2. CORRESPONDENCE: February 16-18, 2010 3. RESOLUTION authorizing extension of subdivision improvement agreement for New Hogan Lake Estates North, Phase E (Tract No. 2003-05) 4. RESOLUTION approving an amendment to the contract between County of Calaveras and Environmental Alternatives for the Transitional Housing Placement-Plus (THP-Plus) Program Services for former foster/probation youth in Calaveras County, in an amount not to exceed $87,000, for FY 2009-10 5. RESOLUTION authorizing Board Chair to sign the C-IV Joint Exercise of Powers Agreement, amended June 2010, and the Memorandum of Understanding between the California Statewide Automated Welfare System C-IV Consortium and the County of Calaveras 6. RESOLUTION approving designation of applicant’s agent for non- state agencies 7. RESOLUTION appointing applicant to serve on the Ebbetts Pass Veteran’s Memorial District Board
REGULAR AGENDA
8. PUBLIC COMMENTS: Carl Stoughton, West Point, CA thanked the Department of Public Works for their timely response in putting up street/speed limit signs. Jonathan Mitchell, Public Works, announced public workshops, on March 15, 2010 at the Jenny Lind Elementary School Multipurpose room – and on March 17, 2010 at the Toyon Middle School, Multipurpose room re: the State Route 12/State Route 26 Intersection Improvement Project. Bonnie Newman, Double Springs, CA spoke of March as National Colorectal Cancer Awareness Month. Darrel Rusk, Burson, CA wished everyone a happy March, 2010. Terry Baker, Rail Road Flat, CA submitted handouts re: a) Warning- Violation of Noise Ordinance Strictly Enforced-Hawaii County Code 14-18- Maximum Fine $1,000; b) copy of section 6.10.110 – County Nuisance Ordinance; c) copy of letters from Calaveras County District Attorney and Calaveras County Sheriff’s Office re: People v. David Redmond – asked for a response; congratulated the US Ski and Olympic teams.
9. Review of correspondence, reports and various matters of concern: Supervisor Thomas referred to calls received regarding emergency notification – reverse 911 calls were made 24 hours after an incident occurred – referred to the system as not adequate to serve the needs of the County – asked OES to look into the matter and report back to the Board. This afternoon will attend a meeting for a continued discussion of an economic development process for continued outreach, as initiated by the two economic summits; tomorrow morning will attend a tour of the Utica Power House system. Supervisor Tofanelli referred to the 2010 production of the Valley Springs Melodrama – a fundraiser for the Valley Springs Library. Supervisor Wilensky will attend a Mental Health Advisory Board meeting this afternoon; tomorrow a Friends of the Rail Road Flat School meeting; a Behavioral Health Jobs Club function which is now planting seedlings at the Calaveras Hi School green house for the Farm to Family program to supply food for the County Food Bank; Friday a 1st 5 Calaveras Board meeting. Supervisor Tryon will attend a Murphys Community Club meeting this evening; and Wednesday, a COG meeting. Supervisor Callaway will attend a COG meeting on Wednesday; an Ebbetts Pass Property Owners Council meeting this week; and Area 12 Agency on Aging meeting; referred to her attendance at a Central Sierra Child Support meeting – discussion held re: consolidation of Tuolumne County into the Joint Powers Authority for Central Sierra which is Amador, Calaveras and Alpine; referred to a request to agendize for March 23, 2010 a resolution honoring Vietnam Veterans. Jeanne Boyce, County Administrative Officer, as a follow up to a Board request, announced that in reference to the New Melones Lake Area Final Resource Management Plan and Environmental Impact Statement – staff has agreed to come and present same to the Board at a March 16, 2010 study session; on March 23, 2010 there will be a study session re: Emergency Medical Services (EMS) Oversight Committee/Mountain Valley Emergency Medical Services report to the Board; on April 6, 2010 a noise ordinance study session; reported on a meeting held last week on the jail project with the State Department of Finance, the State Corrections Standards Authority, the Correction and Rehabilitation Department and State General Services Department - the Chief Deputy Director of the Department of General Services has been notified that he will be our program manager. The Sheriff’s Department will be meeting with the Corrections Standard’s Authority, on March 11, 2010. A study session will be scheduled. Jim Jones, County Counsel, spoke of the Corrections Standard Authority revising their draft construction agreement, demonstrating that they are well aware of County needs.
10. A CLOSED SESSION was held: pursuant to Government Code section 54956.9(b)(1); conference with legal counsel; anticipated litigation – significant exposure to litigation (one case) – resulting in nothing to report.
11. A STUDY SESSION was held with Administration to discuss the state wide implementation of Assembly Bill 811 related to contractual assessments for renewable energy and energy efficiency improvements; Administration
