Big Trail Plans Highlight City Council Meeting

Angels Camp, CA...The Angels Camp City Council Meeting was filled with business and community friendly items Tuesday night. One that has enormous potential to burnish Angels Camp's reputation of being the "Launching Pad" for Mountain Biking and Hiking activities is a proposed trail plan along Angels Creek. The proposed trail now in the preliminary planning phases would run for 4 1/2 miles along the creek and it would have an even larger impact if it could tied into the trail system at New Melones. The City Council chose RRM Design Group from Oakdale to prepare the plans. There was almost unanimous consent from Council that this project will..

Be a boon for the city.

It was also budget review time. The Council was looking behind the numbers to see how the City is measuring up. Finance Director Melisa Ralston laid out numbers that on the whole looked fairly good. She does expect their to be a budget deficit however. Some of the trouble spots that Councilmen Rick Downey & Craig Turco specifically wanted department heads to watch are their wage numbers and to look at what surprises may be lurking in the budget months ahead. Are the departments that are under budget just that way because their spending is season? There were also some budget hits because of storm related equipment repairs that needed to be made.

One of the seemingly small items that may have the biggest positive impact on productivity of Angels Camp's residents and visitors was a resolution that amended the zoning ordinances so that cellular companies would be allowed to install antennas under 36 inches tall in a wider variety of locations.

The intent of this is to enable the companies to put smaller or infill cell sites to insure coverage especially in the historic downtown section of town. As some of you may recall the City Council shot down plans for a similar site a couple of years ago to the chagrin of many in the community.

Planning Director, Dave Hanham said in the meeting that he has be in contact with several companies including Golden State Cellular and these changes should make it easier for them to increase voice and data coverage.

There will be a Public Hearing on March 2nd on this and other changes to City ordinances.

The City is also holding the line on Water Rate increases and sewer rate increases are on hold pending further study.

The issues over personnel and improvements to the water and sewer infrastructure is still far from complete and we will have more on that in separate articles
