Alpine County Planning Commission Continues Hearing on Bear Valley Village Development Zoning/Master Plan Approval ~By Eric Jung
Bear Valley, August 27, 2009: At its regular meeting, the Alpine County Planning Commission heard input and discussed whether to recommend to the Board of Supervisors amendments to the county zoning ordinance and the Bear Valley Master Plan. This is a step between the approval of the Environmental Impact Report which already occurred and approval of parcel maps and use permits for individual components of the development, yet to occur...

The meeting was held at the Bear Valley Lodge. The Commission heard a presentation from staff, then from representatives of the developers. The Commission then took comments from the audience, about 50 people.
Although the Commission was generally in favor of the development, they were not ready to pass it along to the Board of Supervisors. They asked the Planning Staff to come back to the next meeting with clarification on four issues.
1. A parking plan. The EIR calls for a parking plan to insure sufficient parking for homeowners, but is not specific about how and when the plan will happen and what it will look like. The Commissioners want to hear more about this.
2. Sewer capacity. The Commissioners want clarification on the matter of sewer capacity.
3. Highway Impacts. Calaveras County and CalTrans have both upped their requests for highway mitigation money. And Calaveras County, in a letter sent the day of the hearing, said they'd like the money, $1,024,000, up front. The Commissioners directed Planning Director Brian Peters to keep working with those two organizations to see what can be done to bridge the gap.
4. Greenhouse gas mitigation. John Buckley of the Central Sierra Environmental Resource Council said that his organization supports the development but believes that the EIR doesn't comply with CEQA requirements. They want to see mitigation measures addressed more specifically.
The matter will come back for the September 24 Planning Commission meeting, 6pm at the Bear Valley Lodge.
