Arnold, CA....An Open Letter to Calaveras County Board of Supervisors, Proponents of the 4.0% Transient Occupancy Tax (TOT) increase, and Calaveras Visitor’s Bureau Members. We, as hoteliers, vacation rental agencies, property managers, B&B owners, realtors, cabin owners, and business owners, are incensed regarding the proposal to raise the Transient Occupancy Tax (TOT) tax four percent (4.0%) and funnel those funds directly to a few special interest groups. We question if any of these groups are members of the Calaveras Visitors Bureau (CVB) or contribute to the TOT; yet, they are asking to piggy-back onto the TOT for their sole benefit. Also, we say “a few special interest groups” because when other nonprofit groups and other organizations become aware of this proposal for free money, we’re sure they will want to participate also....

It looks like Mother Nature will define the flood plane of Cosgrove Creek for FEMA. Since Cosgrove Creek has had the heavy growth cut out and the trees trimmed it has allowed the growth of weeds to look like they were cultivated, they are more dense, taller and should collect debris to block the flow of water in the creek, at least from the Vista Del Lago bridge downward, if we should
be unfortunate enough to have a rainy year.

The "Verdict" is in Regarding the Legality of the "Legals."....Much has been made of the contract the BOS awarded to The Enterprise for the publication of the legal announcements, mostly from Darren Spellman who called it an "illegal" contract and encouraged a competing paper, the Valley Springs News to sue the county over that contract award. Spellman based his position on the fact that The Enterprise is not printed in the county. It took very little effort to prove he is wrong.....

Metaphorically speaking and the FEMA debacle…Most of life’s problems are eventually solved in time, though not always in the “time frame” we might want or even need. In the case of metaphors, consider that these sayings endure because they have proven to be true more times than not. Consider this popular metaphor or proverbial statement…“The squeaky wheel gets the grease”. Meetings, promises, presentations of factual material debunking flawed FEMA flood criteria (special thanks to David Tunno), followed by dodging, deferring and stonewalling eventually led to unpleasantries on the front page of a regional newspaper and various local papers. If the recall petition against Darren Spellman is successful in gathering the needed signatures, I will be placing my name on the ballot as a choice for his replacement. While many in District Five and throughout the county may know me from my investigative work and articles on various topics (FEMA, the Housing Element component of the General Plan, CalPERS, outsourcing and others) and my presentations to the BOS, in the event the recall issue goes to a vote, I will have a website up where voters can learn where I stand on the challenges facing our county and I will look forward to discussing those issues with voters in the district. In addition, look for a surprise announcement included with my candidate’s message in the ballot material.

On September 13th a man from Rancho Calaveras came before the Board of Supervisors to ask for help because he was being required to buy FEMA flood insurance from the federal government for $3,500 per year and at that rate he may have to lose his home because of his already tight financial situation. Our current Congressman, Dan Lungren, has had meeting after meeting (at our request) and gave promise after promise with no real action and people are still paying outrageous amounts for flood insurance that they will never need. I gave the gentleman from Rancho Calaveras my card to contact me for help and admittedly remarked that part of the problem is that our elected Congressman is a moron....

This 10th anniversary of the September 11 attack, the American Flags will fly in Forest Meadows as they have for national holidays. I just wanted to highlight Mr. Robert Nethery who is responsible for the purchase and scheduling of the flags. Not only do we now have the larger flags, but if you come through the gates, each mail box and street sign post gets a flag. I suggest that you contact Mr. Nethery for details, but I wanted to see how we could acknowledge him in your next newsletter. Bob was the spearhead a few years ago in getting the small flags for each of the mail box posts. Then two years (?) ago, the larger flags were purchased with money donated ...

I submitted an e-mail to the Pinetree that was titled Five True Sentences and felt I should reply to this posting. I was asked the following;

Mr Shelvin, a few questions for you.
1. Are the poor always lazy, leeches with no need for government help?
2. Should the unemployed always be considered lazy, leeches with no need for government help?
3. Should our government avoid helping those who cannot help themselves?
4. Is there no obligation by government to require the fortunate to contribute to those in need?
5. Do you really think 50% of the people in this country are not willing to work to better their lives?
