New CalPERS Costs To Be Borne By Local Governments

Sacramento, CA...Earlier this week, the Board of Directors of the California Public Employees Retirement System (CalPERS) adopted new actuarial assumptions. These assumptions stem from recent staff reviews of the overall system and needs associated with providing benefits to its members. The adoption of these new assumptions will result in employer (local government members and the State of California) contribution rates increasing. The CalPERS Board of Directors also decided to implement a payment scheme to meet these obligations. Local governments will utilize the “20-5” option whereby the increased costs to local governments will be paid over 20 years with a five year ramp-up and a five year ramp-down. Two alternative options for local governments were considered – a “20-7” scheme or a “30-5” scheme – but neither of these options was adopted. In adopting the 20-5 scheme, payments by local government members will commence in the 2016-17 Fiscal Year. It should be noted that local governments do have the option to pay these new liabilities in advance to minimize finance costs....

World Press Freedom Index 2014...The Biggest Rises & Falls Press Freedom..US Down To 46th

Paris, France...The 2014 World Press Freedom Index spotlights the negative impact of conflicts on freedom of information and its protagonists. The ranking of some countries has also been affected by a tendency to interpret national security needs in an overly broad and abusive manner to the detriment of the right to inform and be informed. This trend constitutes a growing threat worldwide and is even endangering freedom of information in countries regarded as democracies. Finland tops the index for the fourth year running, closely followed by Netherlands and Norway, like last year. At the other end of the index, the last three positions are again held by Turkmenistan, North Korea and Eritrea, three countries where freedom of information is non-existent. Despite occasional turbulence in the past year, these countries continue to be news and information black holes and living hells for the journalists who inhabit them. This year’s index covers 180 countries, one more than last year. The new entry, Belize, has been assigned an enviable position (29th). Cases of violence against journalists are rare in Belize but there were some problems: defamation suits involving demands for large amounts in damages, national security restrictions on implementation of the Freedom of Information Act and sometimes unfair management of broadcast frequencies.

Stanislaus National Forest Solicits Public Input On OHV Program

Sonora, CA…The Stanislaus National Forest (NF) is soliciting public input on the preliminary 2015 off-highway vehicle (OHV) proposal, a key funding component for off-highway trail and facility forest maintenance, from March 4 to April 7. The California State Parks Off-Highway Motor Vehicle Recreation (OHVMR) Division grant will support: facility operations and maintenance (e.g., Hull Creek Campground, Crandall OHV, Niagara OHV); trail repair and maintenance; installation of directional and educational trail signing; barrier placement; routine law enforcement patrols; and visitor education.

Recent Brown Appointments Include Three for Mother Lode Fair Board

SACRAMENTO – Governor Edmund G. Brown Jr. today announced the following appointments. Nancy Ward, 58, of Sacramento, has been appointed chief deputy director at the Governor’s Office of Emergency Services. Ward has served in multiple positions for Region IX of the Department of Homeland Security, Federal Emergency Management Agency since 2000, including regional administrator and director of the Response and Recovery Division. Ward was chief of the Governor’s Office of Emergency Services Disaster Assistance Division from 1993 to 2000 and a staff services manager at the California Department of Social Services from 1989 to 1993. This position does not require Senate confirmation and the compensation is $165,000. Ward is registered without party preference....
