Sacramento, CA...Governor Gavin Newsom announced the following appointments: Michael Sicilia, 60, of Sacramento, has been appointed Deputy Press Secretary for Juvenile Justice at the California Department of Corrections and Rehabilitation. He served as a public affairs strategist at the California State Teachers’ Retirement System from 2012 to 2019 and as assistant deputy director of the California Department of Public Health, Office of Public Affairs from 2009 to 2011. Sicilia was public affairs manager at the Governor’s Office of Emergency Services from 2003 to 2009 and deputy director of communications, broadcast and news media in the Office of Governor Gray Davis from 1999 to 2003. This position does not require Senate confirmation and the compensation is $115,008. Sicilia is a Democrat.

Washington, DC...Acting Secretary of Defense Patrick M. Shanahan authorized the commander of the U.S Army Corps of Engineers to begin planning and executing up to $1 billion in support to the Department of Homeland Security (DHS) and Customs and Border Protection. These funds will be used to support DHS’s request to build 57 miles of 18-foot-high pedestrian fencing, constructing and improving roads, and installing lighting within the Yuma and El Paso Sectors of the border in support of the February 15 national emergency declaration on the southern border of the United States.

Washington, DC...Mr. Speaker: For 43 years, the President of the United States has had the statutory authority granted by Congress to declare a national emergency and to re-program unobligated military construction funds to meet that emergency. Fifty-eight times, previous presidents have invoked this authority to address such matters as civil unrest in Sierra Leone and Burma. Only when THIS President invoked his authority for the 59th time to address the most serious national security risk our country has faced in our lifetimes – the collapse of our southern border – do we hear protests from the left and its fellow travelers.

Arnold, CA...The Ebbetts Pass Fire District (EPFD) Board of Directors is sponsoring “Measure A,” which is a special tax measure that will fund the continued operation of fire, ambulance and paramedic services to the Upper Highway 4 Corridor. The Fire District serves community members who live in the 225-square-mile District along Highway 4 between Forest Meadows and Bear Valley. The EPFD Board of Directors put forth Measure A to address a $400,000 budget deficit the District is currently facing. If Measure A does not pass, fire, ambulance and paramedic services will have to be cut starting July 1, 2019. Eligible voters will receive ballots in the mail in early April and those ballots must be mailed to the Calaveras County Elections Office by May 7, 2019. In order to pass, Measure A must receive a two-thirds majority, meaning 66.67% of voters must vote “Yes”.
