Modesto Man Charged with Kidnapping/Domestic Violence....Bail of $100,000

Tuolumne CA....On August 19, 2008, at about 2:45 PM, Sheriff’s Units were dispatched to a reported domestic dispute and kidnapping call in the 18000 Blk of Hershey Road East, Tuolumne CA. While units were enroute, the suspect, later identified as Frankie Rocha, 38, a Modesto man, left the residence with the victim. The victim was taken against her will. A description of the vehicle was given to the Deputies who were enroute to the call. Deputy Rod Hobbs located the suspect vehicle and was able to make a felony traffic stop at Hwy 108 and Washington Street, Sonora. Deputy Hobbs was assisted by additional Sheriff’s Office units, Tuolumne County D.A. Investigators and Sonora Police Officers. Rocha was....

the only occupant in the vehicle. He was transported to jail without incident.

Other Deputies responded to the victim’s address. The victim was at the residence. She reported that she was assaulted by Rocha and forced into his vehicle. She tried to exit the vehicle. At one point Rocha stopped the vehicle and pulled her out and continued to assault her. He then tried to run her over with his vehicle, nearly missing her.

Rocha is still in custody in the Tuolumne County Jail. His bail is set at $100,000. Charges include Domestic Battery, Criminal Threats, Kidnapping, False Imprisonment, Assault with a deadly weapon, various vehicle code violations.
