Hey All You Arnold Rim Trail Enthusiasts....Come on Down!

Arnold, CA....The next trail building day for the Arnold Rim Trail will be on Saturday, August 23rd, starting at 8:30am to finish around 1 or 2 pm in the afternoon. For those are would like to get out and work on the trail rather than attend meetings, these trail building days are just the ticket. ....


The last trail day in July was very successful and received a front page article by reporter Phillip Gomez in the July 28th issue of the Calaveras Enterprise. This was the fourth or fifth trail building day, and participants have all reported having a wonderful and rewarding time at each one of them. Folks of all ages and abilities are needed and welcomed.

As always, we meet at the US Forest Service Office in Hathaway Pines at 8:30 am where we have a brief inservice from Lonnie Allison, the US Forest Service Trail Coordinator for our area. After that, we follow Lonnie in a caravan to that portion of the trail that he has identified as needing work for that day. Bring a bag lunch, sunscreen, cool work clothes, gloves, and a hard hat if you have one. Lonnie will provide hard hats to those who need them. If you have a favorite gardening tool, you can bring that along also, but again Lonnie has plenty to go around. Questions? Call Lonnie at the US Forest Service Office 795-1381 ext 309.

Meeting called to order: 5:37 pm at Hathaway Pines US Forest Service Headquarters by ART Chair Randy Crutcher.

Attendance: Randy Crutcher, Steve Lauterbach, Sid Marsh, Don Stump, Bruce Castle, Marilyn Regan, Rod Cummins, Warren Alford, Tyler Summersett and Paul Gehres

Review last meeting's minutes: The June minutes were not available for review and will reviewed at the August meeting.

Two sub-committees were formed at the June meeting. These include a Public Information and Public Relations Committee and a Fund Raising Committee.
The Public Relations Committee includes Diana Fisher, Warren Alford, Randy Crutcher and Steve Lauterbach. At this point, this committee has started to compile a comprehensive list of individuals, entities that could be contacted with information about the Arnold Rim Trail, media contacts, stakeholders, and agencies. The members of the Fund Raising Committee are still being identified. Don Stump offered at the June meeting to have three meetings with Lonnie Allison and others regarding grant writing techniques. Don reported that he had an excellent first meeting with Lonnie Allison at which they discussed a state Recreation Trails Program grant that Lonnie wrote last year that was not funded. All of the grants that were awarded by the state program went to urban communities. It is was disappointing given feedback the project was particularly eligible due to its specific components enhancing disability access for a segment of the trail. Don looks forward to future meetings to educate those interested in grant writing skills. He suggests the next grant proposal be submitted directly by the Arnold Rim Trail committee itself as a community appeal rather than a large government agency seeking funds from a large government agency.

Sid Marsh mentioned that this year's Scenic Byway festival day is September 13th. He suggests that ART may wish to host a booth at the event. There was strong support for this idea. Randy said he would follow up on this.

The idea that ART should become its own 501C3 separate from its current arrangement with FoCuS was discussed. Sid suggested that grant applications to government agencies may get better reception from organizations that are their own 501C3. Warren pointed out that he is involved with a non-profit that operates under the umbrella of another 501C3 and that private grant procurement has not been an issue. Tyler and Randy suggested that ART consider drafting a charter, by-laws, an MOU with FoCuS, and establish terms for officers. It was also suggested that all of ART's activities including agendas, minutes, newspaper articles, etc be gathered in a binder for presentation with grants to document its track record.

There was a discussion about fund raising activities. One idea was to consider offering memberships to the Arnold Rim Trail project. We would need to ensure that we have the structure in place to support such a membership effort. Tyler suggested we may wish to have a speaker who could address the group regarding fund raising. Warren recommended that ART establish a fund raising advisory board. Don Stump seconded that recommendation.

Randy discussed Arnold Rim Trail Committee structure. He pointed out that the monthly committee meetings are attended by a wide variety of interested citizens, and that a core group has been working throughout the process to organize meetings, meet with homeowners associations, and made contact with various community groups and agencies. He proposed that an Arnold Rim Trail steering committee be comprised of an original core group of volunteers representing multiple recreational interests and residing in towns and subdivision on Hwy 4 between Forest Meadows and Dorrington along with one representative from the USFS who has anchored the project on public lands.The steering committee would be the decision making body that gathers and utilizes input from the open monthly meetings, the community stakeholders meetings, individual community members, representatives from recreation groups and homeowner's associations as well as all associated public agencies in order to move the vision of the Arnold Rim Trail forward in a way that promotes community development benefiting all. There was consensus at this meeting that the membership of the steering committee at this point would be Warren Alford, Lonnie Allison, Bruce Castle, Randy Crutcher, Steve Lauterbach, and Tyler Summersett. Further elucidation of the relationship between the steering committee structure and its relationship with other organizations will be discussed at subsequent meetings.

There has been discussion about renaming the Arnold Rim Trail committee, since "committee" describes part of an organizational structure and not an entity. Clearly, no decision needs to be made at this meeting or in the near future, but at this meeting it was suggested that a list of ideas be generated. All of the suggestions are listed below in no particular order, and those interested in the Arnold Rim Trail are encouraged to think of others:

-Gold Country Trail
-Arnold Rim Trail Council
-The Arnold Rim Trail Alliance
-Ebbetts Pass Arnold Rim Trail
-Ebbetts Pass Rivers and Trails Alliance

-Foothill Rim Trail
(Friends of the Arnold Rim Trail was offered humorously but would probably not be considered seriously, even though it might otherwise be a great choice, because of its unfortunate acronym.)

There followed a discussion about the philosophy of choosing a name for the Arnold Rim Trail. While the conversation is just exploratory at this point, there was a trend towards limiting the scope of this project to the Arnold Rim Trail exclusively, since that in and of itself is a robust undertaking; and adopting a broader name might dilute the effort that will need to be brought to bear to complete the Arnold Rim Trail project. This will be considered at subsequent meetings again.

As we consider how the trail will continue east from the Sierra Logging museum, it was suggested that Warren and Randy may wish to meet with Bertha Underhill, our CCWD officer for our district.

Steve discussed again the possibility of adopting a "by line" after the Arnold Rim Trail. One such line might be "a good neighbor trail". This would emphasize the responsibility that ART committee has to the community to respect property rights and to include them in all decisions that affect their neighborhoods, and the responsibility of trail users to be respectful of each other (i.e. sharing of trail between hikers, cyclists, and equestrians). No decision was made.

The next meeting of the Arnold Rim Trail will be at 5:30 pm August 19th at the Hathaway Pines Forest Service Headquarters. The next Trail Work Day is Saturday, August 23rd. Meet at the US Forest Service Office at 8:30 am. We generally finish up around 1pm or 2 pm in the afternoon.
