CCWD Seeks Public Involvement in Regional Water Supply and Groundwater Monitoring Effort

Springtime results are in: Calaveras County Water District (CCWD) Ground Water Monitoring Program is in full swing in western Calaveras County. Since 2003, CCWD staff has made the trek to the New Hogan/Camanche/Valley Springs/Wallace/Burson area of the County to conduct semi-annual measuring of static water levels in wells owned by both private homeowners and the CCWD......


Every April and October, electronic probes are lowered into the wells to measure the static water levels with the data logged into CCWD's records as part of an ongoing Regional Groundwater Monitoring Program. “The static water level data gives us an indication of what is occurring with the groundwater supply in the north west end of the County," says Ed Pattison, Water Resources Manager for CCWD. Geologically and geographically the area sits on the eastern edge of the East San Joaquin Groundwater Basin where heavy demand from agriculture and residential development in the San Joaquin Valley has caused the static water levels in the area to retreat over the past
several decades. Since CCWD’s first monitoring efforts in 2003, the level of retreat in the basin has dropped steadily about one foot per year, with this year’s spring measurements showing a similar drop of around one foot from the previous spring measurement. “This is quite remarkable considering two consecutive dry years and the ongoing growth in agriculture and residential water demand for groundwater in the area," says Pattison.

The ongoing Groundwater Monitoring Program is an important part of CCWD's current efforts to seek State and Federal funding for projects aimed at identifying areas that could benefit from the delivery of raw water for agricultural and related uses. CCWD is not alone in conducting groundwater monitoring. The Wallace Community Service District and the Valley Springs Public Utility District also collect important groundwater data that contributes to the overall understanding of the groundwater basin.

The ultimate goal is to improve water supply reliability through diversification of water management approaches as a way to mitigate falling groundwater levels and uncertain future circumstances. “Conjunctive Use” is a State recognized management tool to address this issue. Simply put, Conjunctive Use is a program aimed at maximizing use of surface water when it’s available and falling back to the expanded pool of groundwater during times of drought. Data is half of the equation in characterizing the condition of the Groundwater Basin; identifying potential surface water users is the other half of the equation to economically construct a region-wide Conjunctive Use program.

To successfully compete for State and Federal funding in helping CCWD
fund water delivery infrastructure projects, CCWD must have both pieces of the puzzle.

CCWD recently received great news from the California Department of Water
Resources (DWR): CCWD scored among the highest in a statewide competition for DWR’s Local Groundwater Assistance Grant Program. This program will provide $250,000 of a $300,000 project to better characterize groundwater conditions in the Camanche/Valley Springs/Wallace/Burson Area. In the past year alone the number of private wells enlisted in the program has increased to over 25 homeowners, which helps provide a better glimpse into groundwater conditions within the Area. The hope is to expand this program into a comprehensive network of wells to gather data to better characterize the Area’s groundwater supply. This would include establishing dedicated
groundwater monitoring wells in strategic locations to improve data quality.
CCWD is on a campaign to inform the public about the potential use of surface water for agricultural and related uses. CCWD staff and Board members are hosting public meetings, providing public speaking engagements, and reaching out to the business and agricultural community organizations to raise awareness and identify potential future water users and the benefit surface water will provide to overall water supply reliability in the area. "We have an outstanding opportunity to create a long term, comprehensive water supply program that provides a safe, reliable raw water supply in the Camanche/Valley Springs area," said General Manager David Andres. "As responsible stewards of our collective public resources, we are encouraging all interested landowners to become actively involved in this process."
