City of Angels Declaration of Emergency and Citywide Curfew from 8:30pm to 5am to June 7th (Updated)

Angels Camp, CA...Updated with Explanatory Release..."In light of anticipated protests this weekend, today the City Council of the City of Angels Camp (“City”) issued a Proclamation of Local Emergency (“Proclamation”) and imposed a City wide curfew between the hours of 8:30 p.m. and 5:00 a.m. on Friday and Saturday, June 5-7, 2020. Today’s Proclamation is an important step to allow additional resources to flow into the City, which will assist with the costs of law enforcement as our officers work to ensure that events in the City take place peacefully and without incident, and to protect the health and safety of City residents and businesses. City residents will not be allowed on City streets, walkways, alleys, parks or other public areas during the curfew hours, and any violators will be subject to criminal penalties and fines of up to $1,000. The curfew does not apply to peace officers, firefighters, National Guard and other emergency operations personnel, individuals traveling to their home or workplace or to obtain medical assistance, members of the press, homeless individuals, and delivery or utility services personnel. The City Administrator and the Chief of Police are authorized to extend or modify the curfew as they deem necessary through June 11, 2020.






Residents are encouraged to contact Melissa Eads, 209-736-2181 ext. 5, with any questions or concerns.On June 5, 2020, the City Council of the City of Angels Camp (the "City") proclaimed a local emergency pursuant to California Government Code section 8630; and, following the death of George Floyd while in custody of law enforcement in Minneapolis, Minnesota on May 25, 2020, protests across the country have occurred, with some protesters starting fires and engaging in vandalism and violence, resulting in at least 40 cities imposing curfews and the activation of the National Guard in at least 23 states, including California, and in Washington, DC.

Recent protest demonstrations in neighboring cities and counties in California have led to civil unrest, violence, arrests, and vandalism of local businesses, riots, looting, and other criminal conduct, and have placed a strain on local law enforcement resources; and California Government Code section 8634 authorizes the governing body of a political subdivision, or officials designated thereby, to promulgate orders and regulations necessary to provide for the protection of life and property, including orders or regulations imposing a curfew within designated boundaries where necessary to preserve public order and safety during a Local Emergency.

To safeguard the rights of peaceful assembly and protest, to protect the safety of City residents, property and businesses as well as emergency and law enforcement providers, it is necessary to establish a curfew to quell violence and destruction of property.

A Citywide curfew is necessary for the immediate preservation of the public peace, health and safety.
NOW, THEREFORE, IT IS HEREBY ORDERED THAT: A. A curfew is imposed within the City to preserve the public order and safety. B. It shall be unlawful for any person, other than those set forth herein below, to be upon any public street, avenue, boulevard, place, walkway, alley, or park, or to otherwise be in any public area or unimproved private realty within the City from 8:30 p.m. through 5:00 am.

This Curfew shall be in effect June 5 to June 7, 2020, commencing at 8:30 p.m. through 5:00 a.m. on each day of the Curfew. The City may renew, amend, or extend this Curfew Declaration in accordance with California Government Code section 8634 and Angels Camp Municipal Code section 2.12.060. This Curfew Declaration may be renewed,

          I walked the streets of San Jose in the early 80’s with a group called guardian angels. Curtis Sliwa started the group and joe Silva was running San Jose branch. 4th st, story and white rd, willow glen are some routes. These protestors act very similar to the behavior of gang members back in the day. Learned a lot being the fifth one chosen to volunteer. The losers saw us and would run home!! Learn right from wrong and leave good people alone!!!

      oh i am so worried about what our overpaid, under educated police officers think. if they break the law, they should be fired, arrested, prosecuted, and if convicted, they should be put in prison for a long time. getting a badge isn't a license to violate civil rights, nor is it a license to be brutal. getting a badge represents a position of trust and honor. if an officer violates that trust, they don't deserve the badge.

They are doing an excellent job trying to allow for a peaceful protest while avoiding people coming in from out of town and looting, like has happened in so many other towns.

          Actually I have spent considerable time conducting comparative studies of policing in both the US and overseas. CA law enforcement gets paid 50% more (on average) than their counterparts in most eastern US metropolitans (Washington DC, Philadelphia, New York City, Detroit, Boston) and almost twice more than officers in London (Met) and Paris (Prefecture de Police). The training programs after POST certifications in many eastern cities (NY and Washington) are more rigorous than in CA and far more substantial in Europe. But the comparisons on salaries and education is less important than the balance of my comments on trust and responsibility. Police violence, as documented this week, from Vallejo to Atlanta to Tacoma, unequivocally demonstrates the gap between expectation and practice when it comes to justice, fairness, and justice. We need drastic reform of policing in this country. Paying police officers higher salaries does not generate more just (or effective) policing outcomes.

    I think the protesters are great Americans. They show that even in the backwaters (I was going to say waster waters), there are people who are thinking about what America is really all about: justice, fairness, and equality.

    I have to say that the interview by the AC PD chief yesterday in mymotherlode was quite remarkable and sensitive. He raises the IQ level in AC by at least 1000%

              I love the differences. What I can't stand is when people try to shut/shout others down because they disagree. For example, I thought the Valley Springs protesters were not using their brains about the risks of COVID, but I thought it was good that they got out and tried to convince others of their opinion.Indeed they had an obligation to create a public forum even if I vociferously disagreed with them. I happen to agree with the BLM protesters and always thought it was too bad we didn't have a more diverse racial and ethnic culture up here. The BLM protesters have a right and an obligation to make their views known.

        Did you feel threatened? This was an incredibly peaceful, happy protest that didn't move off of the four corners of 4 and 49. There's nothing of value in Angels to be had except a sense of history and that, my friends, you are losing as the word spreads about just how welcoming a community you are. Wasn't your mantra "Destination - Angels Camp?" As if. You're just a drive through on the corridor on the way to better views and certainly better, more welcoming people.

      I work with Stockton and Okaland families looking for a safe place to live. We have a great school in railroad flat and it' s a public school so anyone is accepted. I have seen lot' s of places for sale up there so I will pursu to get help too get them free housing.

So now, every business, restaurant and others have to be home in bed by 8 PM. These businesses are now just getting to reopen from the Covid lockdown and they will now lose more income. Why? Because two snowflake teens who feel guilty for being born white have the desire to stand out on a street corner with stupid signs to tell other white people how they feel. Oh, and the cost to have the oppressive law enforcement officers protecting them and everyone else, we could not be more lucky to have these two in our community.

I've seen plenty of comments that say it is just a peaceful protest and yes, it was. Unfortunately, in other areas it too started as a peaceful protest but it didn't end that way. I am not a fan of the curfew but I recognize that IF a violent riot broke out it would be disastrous for our small town. We are not a sprawling metropolis and the majority of our town could be damaged quickly causing a lot of historic buildings to be destroyed. Please be patient. This too shall pass.

Reality Check

There's a common line of thinking presented in many arguments here, that events elsewhere don't reflect realities here in Calaveras. Therefore no need for protests, or recognition of our societial failings dealing with racism.

Fact is all 5 Angels council persons unanimously disagree. Leading the findings in their curfew resolution are statements about George Floyd's death, and protests and destruction of property across America. Those ARE the reasons the council unanimously voted to send you home at 8 tonight, and tomorrow night.

So while sit in detention the next couple nights, remember this doesn't effect you.

Those who don’t live in Angels Camp why would you care about the curfew- it clearly states if you need to drive thru Angels to reach your destination you may! On a normal day people aren’t out in the streets at 8:30 in town so it’s not like we are missing out on anything. Being proactive rather reactive is smart but clearly based on some of the immature comments ,rationale thinking is missing. Yet if there were a crisis you would be the first ones complaining about not getting help . Thank you City of Angels for looking out for your residents not everyone has blinders on .

Actually I have spent considerable time conducting comparative studies of policing in both the US and overseas. CA law enforcement gets paid 50% more (on average) than their counterparts in most eastern US metropolitans (Washington DC, Philadelphia, New York City, Detroit, Boston) and almost twice more than officers in London (Met) and Paris (Prefecture de Police). The training programs after POST certifications in many eastern cities (NY and Washington) are more rigorous than in CA and far more substantial in Europe. But the comparisons on salaries and education is less important than the balance of my comments on trust and responsibility. Police violence, as documented this week, from Vallejo to Atlanta to Tacoma, unequivocally demonstrates the gap between expectation and practice when it comes to justice, fairness, and justice. We need drastic reform of policing in this country. Paying police officers higher salaries does not generate more just (or effective) policing outcomes.
