Governor Gavin Newsom Signs Use-of-force Bill

Sacramento, CA..Today, Governor Gavin Newsom signed AB 392 by Assemblymember Shirley Weber (D-San Diego). The bill enacts one of the strongest use-of-force laws in the country. AB 392 modernizes standards for use of deadly force by officers. Specifically, this bill updates the existing deadly force standards to provide that deadly force may only be used when necessary. AB 392 also requires officers to use other techniques to address threats instead of using deadly force when safe to do so, encouraging law enforcement to train on and use de-escalation techniques like verbal persuasion and other crisis intervention methods.





“This is a time for healing, progress and looking forward. The bill goes to the heart of some of our most sacred principles, in which force should be exercised judiciously, with respect for human life and dignity. The bottom line is that deadly force should only be used when absolutely necessary,” said Governor Newsom.

“With the Governor’s signature, we are closer to a culture of policing in California that values and preserves human life,” said Assemblymember Weber. “Working on this policy has been a high hill to climb, but what has lifted me up is the energy and the devotion of the families who have lost loved ones to these shootings. Our hope all along has been to save lives and to finally establish trust between law enforcement and communities of color.”

The provisions in AB 392 will be reflected in both law enforcement agency policy and officer training statewide, and will further ensure that all officers in California are trained to a higher legal standard. Use-of-force policies have remained largely unchanged since 1874.

    A police officer's number one responsibility is to go home after his or her shift and take care of his family. If anyone wants to take that ability away from him by any means, gun, knife or threatening harm of any kind in any way they risk a not so happy ending to their life. I want the cop to go home safe, the creep, well he may get what he most probably deserves if they threaten a cop or any other human being with harm.

Yeah officers, don't pull your guns on us, wait until we pull our guns on you like when Ca Hwy Patrol Officer Andre Mote Jr was shot and killed when he pulled over a motorist. You can't shoot first anymore,you have to wait for us to fire at you.....or the governor.

    Yeah, this will certainly do it. I bet all the law enforcement community can't wait to have a kumbaya moment with all the scum-buckets that regularly abuse them.

    I would think officers in rural communities could take advantage of the vast countryside and all of it's secluded locations to celebrate.

    OK, let’s get this straight. In CA It's against the law for a restaurant to offer me a plastic straw but it's ok for Starbucks to serve drinks in a plastic cup and it's OK for me to use plastic Keurig coffee pods and buy tons of plastic water bottles.
    It’s against the law for a grocery store to give me a micro-thin plastic bag for free, but it’s OK for them to sell me a plastic bag for a few pennies that is 20 times as thick.
    CA is going to fine citizens billions a year for not having health insurance and paying for their own medical care, but they are going to provide free health care/insurance for those in the country illegally.
    In CA we provide driver's license to people in the country illegally, and you can list your sex as “X”, but I have to bring my original birth certificate, social security card, and two utility bills to get my Real CA driver's license so I can use it to board a plane since the Federal government no longer recognizes regular CA licenses.
    It’s OK for a homeless person to build a house next to the river out of plywood and tarps on property they don't own, but I have to pull a permit and pay fees to have an inspection if I do something as simple as replacing a window on my own property.
    In San Francisco they provide free Safe Drug Centers for heroin addicts to shoot up under nurse supervision and provide new needles (also plastic), but it's going to be against the law for adults to Vape.
    In San Francisco it's OK to poop on the street but it's against the law to spit.
    California requires immunizations for its citizens but not for illegal aliens, so a bunch of eradicated illnesses are coming back and they don't care about those either.
    Also, you will be fined if your dog poops and you don't clean it up; but you poop on the sidewalk, it's OK !

A perfect example would be like our democrats in congress. All they do is try to hang something on Trump, legally or illegally, while not doing their assigned task and taking in the bucks.

These people have been wronged. We need to pay reparations to all of them. It doesn't matter that their own people sold them and were the first people to put them in chains.
When democrats take control of the WH in 2020 this should be the first thing done besides whipping out my student loans and the car I bought with it, after all how could I drive to school without transportation?
Just think of the education those people could get with free education for all, making them a proud and productive citizen in our community. This is bring tears to my eyes just thinking of it, so I better sign off to a time later when my sight isn't so blurry.

          Stop or get shot! When the perps get more rights than the cops we have a problem. If the perps knew they would be shot immediately if they didn't submit I would bet there would be fewer shot by cops. Our law enforcement officers are already being harassed and assaulted to often because of these liberal, ACLU types. This reminds me of the rules of engagement the military has had to deal with in the Middle East. I say our guys need to shoot first!
