The local Tri-Dam 4HH kids did a wonderful job inviting the Supervisors to follow and attend the upcomming 4H events culminating with the Fair and Frog Jump. SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON MARCH 25, 2008

PRESENT: Steve Wilensky, Chair; Russ Thomas, Vice-Chair; Thomas Tryon, Bill Claudino and Merita Callaway, Supervisors; James Jones, County Counsel; Robert Lawton, County Administrative Officer; and Carol Gates, Supervising Board Clerk

CONSENT AGENDA
1.MINUTES of a regular Board of Supervisors meeting held on March 11, 2008 - Board action: approved, 5-0
2.CORRESPONDENCE: March 7 - 13, 2008 - Board action: approved, as processed, 5-0
3.RESOLUTION authorizing the execution of a notice of completion and acceptance of the County Airport Improvements Project (AIP) No.'s 03-06-0207-04,05 and 06 with Granite Construction Company as the obligated contractor as complete; Administration - Board action: approved 5-0
4.RESOLUTION to summarily vacate public utility and drainage easements in Lot 101, Lake Tulloch Shores Subdivision; Public Works/Surveyor - Board action: approved 5-0
5. RESOLUTION transferring the management and fiscal administration of the Prevent Child Abuse Council Calaveras from the Calaveras Works and Human Services Agency to the First 5 Calaveras, effective April 1, 2008, and for the Auditor to adjust the books of record accordingly; CalWORKs - Board action: approved 5-0

REGULAR AGENDA
6. PUBLIC COMMENTS: a) Ken Churches, Farm Advisor, acknowledged the attendance of Tri-Dam 4-H Club members and their involvement in the 4-H Youth Development Program. Churches thank the Board for their continued support of the 4-H program. The club members introduced themselves, and their goats, and spoke of their projects.
b) Brock Kolby and Laurie Sundholm, Behavioral Health, referred to expanded services under Prop 63, the Mental Health Services Act, and the providing of outreach senior services within the community. He spoke of an April 3, 2008 class for the Senior Peer Counseling program. Ms. Sundholm announced the need for volunteers to serve as Senior Peer Counselors. There will be a six week training program starting Monday, April 14, 2008.
c) Bonnie Newman, Valley Springs, referred to March 2008 as Colo- Rectal Awareness month. She referred to Home Health Care Workers insurance as in- sufficient in covering such a procedure. She indicated that their health care insurance coverage is at the very lowest minimum

level. She questioned if the workers, as individuals, could buy up to a different level. Ms. Newman requested Board support, for Health Care Workers, in getting a level of health care insurance that would allow them to schedule needed check-ups.
d) Jeanne Boyce, Director/Health Services Agency, spoke of a special documentary, called Crystal Darkness, that will air on Wednesday at 6:30 p.m., on Channels 3, 10, 13, 31, 40 and 58 regarding the devastation that methamphetamine takes upon families. The documentary is targeted towards youth and parents. Ms. Boyce informed that there is local help available in Calaveras County, treatment does work, people do recover from methamphetamine addiction, if people have questions they can call 209-754-6555, treatment programs are available and staff is available to do community presentations.
e) Sara and Suki Tuthill, Murphys, CA, members of the Bret Harte Benefit Basin, voiced safety concern due to the lack of sidewalks, speed-bumps, poor condition of the road, and speeding traffic within the basin. She stated they are not aware of a plan in place to correct the situation and requested that their concerns be resolved.
f) Diane Keane, San Andreas, expressed appreciation and acknowledged staff for the timely availability of Board packet documents.
7. Discussion and possible action re: RESOLUTION proclaiming April 6-12, 2008 as National County Government Week in Calaveras County; CalWORKs - Board action: approved 5-0
8. PUBLIC HEARING and consideration of an application for funding from the General Allocation of the State Community Development Block Grant Program; Administration - Board action: approved 5-0
9. PUBLIC HEARING and possible Board action re: RESOLUTION adopting the amendments for the County's Program Income Reuse Plan under the State Community Development Block Grant Program (CDBG); Administration - Board action: approved 5-0
10.PUBLIC HEARING and possible action re: the following zoning amendment, tentative parcel map and subdivision tract map for Oak Canyon Ranch, LLC; Community Development Agency
a)2007-25 ZONING AMENDMENT and TENTATIVE PARCEL MAP for Oak Canyon Ranch, LLC. Request for zoning amendment and large lot tentative parcel map (24 lots) in preparation for the previously approved development of the Oak Canyon Ranch Specific Plan in the Copperopolis area; Board action: approved the zoning amendment and tentative parcel map, as submitted, and minute order, as amended; 5-0

b) 2007-49 TENTATIVE SUBDIVISION TRACT MAP for Oak Canyon Ranch, LLC. Request for approval of a Tentative Subdivision Tract Map creating six hundred seventy (670) single family lots, six (6) Resort/Commercial lots and three (3) Public Service lots, in phases. Also requested is a road modification to allow the road serving Phase One to exceed eight hundred (800') foot length requirements. The property is located on both sides of Little John Road about 1 mile south of State Highway 4 in the Copperopolis area; Community Development Agency - Board action: approved the tentative subdivision tract map, as submitted, and minute order, as amended; 5-0
11. Discussion and possible action re: MINUTE ORDER to uphold the findings and recommendations of the Administrative Hearing Board in Case #08-01 regarding property of Katherine Livezey; Code Compliance - Board action: approved 5-0
12.Discussion and possible action re: MINUTE ORDER to uphold the findings and recommendations of the Administrative Board in Case #08-03 regarding Gilbert E. Love; Code Compliance - Board action: approved 5-0
13.Discussion and possible action re: MINUTE ORDER to uphold the findings and recommendations of the Administrative Hearing Board in Case #08-02 regarding property of David J. and Tammy Worth; Code Compliance - Board action: approved, as amended, 5-0 to waive fine; and 3-2 to waive administrative fees; NOES: Callaway & Thomas

financial officer; and the project contact person; Sheriff/Administration - Board action: Motion made, seconded, an unanimously approved, to re- affirm previous action.
18.Review of correspondence, reports and various matters of concern. a) Supervisor Claudino will make a presentation at CalWORKs on Thursday morning; announced his attendance at a CAMRA meeting last week – discussion was held regarding Calaveras County water demands and supplies and the delivery of raw and untreated water; b) Supervisor Callaway informed that a legislative analyst has made a recommendation that state parolees come to County Probation Department – CSAC will be putting together a working group – Callaway requested that this County be represented; informed that if the Governor’s budget is passed as proposed, Calaveras County could lose over a million dollars of Human Resource funding; tomorrow will attend a Fish & Game meeting; Thursday morning, a Child Support meeting at the Library; will be a judge at a Lions Club regional speech contest on Thursday in Board Chambers; c) Supervisor Thomas will attend an OCOC meeting tomorrow; and an Ovations Concert at the Bret Harte Theater on Saturday afternoon; d) Supervisor Tryon announced his attendance at RCRC last week – will gave an update of topics discussed next week; referred to a proposal to phase out, over the next 10 years, the Williamson Act program; e) Chair Wilensky will be in Sacramento tomorrow to testify in front of the Assembly Education Committee to try to get the Railroad Flat School designated as a necessary small school; will attend the CalWORKs reception on Thursday along with Supervisor Claudino; a Central Sierra Family Support Board meeting Thursday morning; Friday and Saturday will be in Modesto regarding Mental Health Board training; Saturday evening will be at the West Point Fire Department BBQ – Save the Fire Department event; f) CAO Lawton referred to Department Head budget meetings in preparation for the 3rd quarter report that will be before the Board on April 15th; spoke of encouraging response from departments re: the call for staff suggestions/solutions and proposals in developing strategies for this budget year and future years; g) Counsel Jones had nothing to bring before the Board.
