Senator Markey and Rep. Ocasio-Cortez Introduce Green New Deal Resolution

Washington, DC...Senator Edward J. Markey (D-Mass.) and Rep. Alexandria Ocasio-Cortez (NY-14) today introduced a Green New Deal resolution in both the Senate and House of Representatives that would create millions of good, high-wage jobs in the United States, provide unprecedented levels of prosperity and economic security for Americans, and counteract systemic injustices – all while addressing the existential challenge of climate change. Recent landmark studies such as the United Nations’ Intergovernmental Panel on Climate Change Special Report and the U.S. National Climate Assessment Fourth Report have made it clear that we need bold action to avoid the worst impacts of climate change, and we may have as few as 12 years to achieve it. The extreme weather, storms, droughts, and wildfires of recent years have made the worsening effects of climate change impossible to ignore.

Co-sponsors of the Green New Deal resolution include: Senators Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), Kirsten Gillibrand (D-N.Y.), Kamala Harris (D-Calif.), Elizabeth Warren (D-Mass.), Mazie Hirono (D-Hawaii), Ron Wyden (D-Ore.), Richard Blumenthal (D-Conn.), Cory Booker (D-N.J.), Amy Klobuchar (D-Minn.), and Chris Murphy (D-Conn.).

A copy of the resolution can be found HERE.

“The sun is setting on the dirty energy of the past. Today marks the dawn of a new era of climate action,” said Senator Markey, co-Chair of the Senate Climate Task Force. “A Green New Deal is about jobs, and it is about justice. It would be the greatest blue-collar jobs program in a generation and repair the historic oppression of frontline and vulnerable communities that have born the worst burdens of our fossil fuel economy, all while saving the planet. Our Green New Deal resolution outlines an historic ten-year mobilization that will mitigate climate emissions and build climate resiliency. We can create high-quality jobs and enforce labor standards, guarantee rights to retirement security and health care, and conduct inclusive decisionmaking in this Green New Deal. I thank Rep. Ocasio-Cortez for her partnership and leadership on this resolution, and I look forward to elevating the issue of climate change as the highest of Congressional priorities.”

“There is an imperative to curb carbon pollution to save our way of life—and there is an opportunity in this transition that we can’t afford to miss,” said Senator Merkley. “For too long, we have seen inequality soar, social injustices fester, worker protections and labor unions erode, and wages stagnate. As the rich and privileged consolidate power, our communities struggle for clean, safe water, to access quality health care, to afford education, and to recover from more common and powerful natural disasters.  We must fundamentally change our economy to support workers, communities that have long been denied economic opportunity, and our rural economies that have been left behind.”

Climate change is real, it threatens us, and the evidence is now irrefutable that if we don’t act immediately to stop it, then our land, our water, our air, and our lives will all be upended in potentially catastrophic ways. There will be no going back. I urge my colleagues: Rise to this challenge, prevent the catastrophe, and pass a Green New Deal that protects and strengthens our country in this new, uncertain era,” said Senator Gillibrand. “We can end the climate change crisis, we can dramatically modernize our economy, and we can create countless new jobs across the entire country that can’t be shipped overseas – but we can only do it if Congress seizes this opportunity and acts now, instead of wasting more time arguing about whether or not the problem is even real. We cannot wait another day. I urge all of my colleagues to fight with me for a Green New Deal that puts Americans to work to solve this extraordinary challenge.”

“Climate change is an existential threat, and we must deal with the reality of it,” said Senator Harris. “We must radically shift the conversation on how to address the climate crisis we are facing because we are running out of time to act. I am proud to be an original co-sponsor of this bold Green New Deal resolution and look forward to working with my colleagues to craft policies to protect our environment, create jobs to fuel a clean economy, and build a sustainable and equitable future.”

“If we want to live in a world with clean air and water, we have to take real action to combat climate change now,” said Senator Warren. “I’m proud to join Senator Markey and Rep. Ocasio-Cortez on a Green New Deal resolution to fight for our planet and our kids’ futures.”

“From committing to 100 percent renewable energy, to embracing a carbon neutral economy, Hawaii has taken aggressive action to combat climate change because of the threat it poses to our way of life,” said Senator Hirono. “Confronting the challenge of climate change requires a comprehensive approach to transforming our country in a way that prioritizes environmental health and wellness, while also expanding opportunity and creating good-paying jobs as we transition to a low carbon economy. I welcome this bold national framework that tracks so closely to what Hawaii is already doing and what many of us have long advocated to enable communities, families, and individuals to thrive.”

“The climate crisis cannot be ignored. It’s here, it’s happening, and it’s impacts are already devastating communities,” said Senator Wyden. “The Green New Deal resolution sends a powerful message that it’s time for Congress to kick America’s carbon habit. A failure to act spells dire consequences for the health and safety of our families, our economy, and the future of our planet.”

“Climate change is an existential crisis,” said Senator Blumenthal. “This resolution affirms our commitment to developing a long overdue, comprehensive plan to tackle the devastating effects of climate change, create thousands of high-paying jobs in the renewable energy sector, and address the disparities in communities disproportionately affected by pollution. As the fuel cell capitol of the United States, Connecticut has always been a leader in the development of long-term energy sources that help reduce our dependence on foreign oil. It is past time for the federal government to step up and follow suit.”

“Climate change is a pressing and serious environmental and economic crisis that threatens the way of life for our kids and grandkids,” said Senator Booker. “This challenge must be met with a commitment from the federal government that is commensurate with the level of commitment we saw in this country during the original New Deal. And that’s exactly the type of determination this proposal brings. Communities of color, low income communities, indigenous communities and our family farmers are on the front lines of climate change, and I’m particularly encouraged that this blueprint addresses climate change in a way that promotes both economic and environmental justice.”

“Climate change is the most pressing problem facing our generation,” said Senator Murphy. “It is already posing a security threat to our nation, and we are feeling its impacts in real time. We need bold ideas if we’re going to rise to meet this challenge. I’m proud to join Senator Markey and Rep. Ocasio Cortez as an original co-sponsor of the Green New Deal.”

“Investing in clean green energy is our future,” said Senator Klobuchar. “We must do it for our climate and we must lead in the world.”

The Green New Deal Resolution lays out the goals and projects for a ten-year national mobilization to:
  • build resiliency against climate change-related disasters;
  • repair and upgrade U.S. infrastructure;
  • meet 100 percent of our power demand through clean, renewable, and zero-emission energy sources;
  • build or upgrade to energy-efficient, distributed and “smart” power grids;
  • upgrade all existing U.S. buildings and build new buildings, to achieve maximum energy efficiency;
  • spur massive growth in clean U.S. manufacturing and remove pollution and greenhouse gas emissions from manufacturing and industry;
  • work with farmers and ranchers to remove pollution and greenhouse gas emissions from the agriculture sector;
  • overhaul U.S. transportation systems;
  • remove greenhouse gases and reduce pollution, including by restoring our natural ecosystems through proven low-tech solutions;
  • restore and protect threatened, endangered, and fragile ecosystems;
  • clean up existing hazardous waste and abandoned sites;
  • make the United States the international leader on climate action and help other countries achieve a Green New Deal

The Green New Deal outlines the principles and requirements to guide this mobilization, including ensuring democratic processes and a fair and just transition for all workers. It also includes the goals of guaranteeing that all members of society can have a job with a family-sustaining wage and are provided with high-quality health care; affordable, safe, and adequate housing; economic security; and access to a clean environment.

Organizations endorsing the legislation include: Sierra Club, SEIU 1199, 32BJ, Sunrise, Justice Democrats, Working Families Party, People’s Action, Center for Popular Democracy, Justice First, Dream Corps / Green For All, 350.org, CREDO Action, Indivisible, Demos, Honor the Earth, Labor Network for Sustainability, National Domestic Workers Alliance, Organic Consumers Association, Presente.org, League of Conservation Voters (LCV), and Earthjustice.

Charismatic and nuts is a bad combo. Her ideas need to be publicly and solidly defeated with reason and fact. The defeat of her ideas and plans is in the best interest of freedom and all of us.

    Reason and fact will, I agree, prove to be crucial, but with an effect quite to the contrary of your anticipated conclusion. This is the New America -- a nation promoting paramount care for the environment, assuring equity in outcomes, and an economy that maximizes the benefits of health without sacrificing economic efficiency.

      Government run or government forced economies always end in misery and death. Germany looked ok for awhile by behind their "economy" in the 30 was stolen wealth from the Jews and slave labor. AOC's only idea is to steal from or eliminate entire swaths of industry.

      Climate change is not Hitler. Some studies have even shown it will expand areas where food production is possible.

      Life, Liberty & Pursuit of Happiness are not words see seems to understand!

Get out of your Exxon and Koch brothers constructed bubble and do some real reading on climate change/global warming. It is happening and, while it may not affect old farts like you and me very much, it is going to create huge problems for people like AOC and her generation.

    Really. Do some honest research using sources that are not right wing propaganda billboards.

        Don't want to destroy private industry -- just turn it into public industry.....a company for all Americans instead of the Koch Brothers and Eric Trump (as the two Donald's will be going to prison). The only thing that will turn this country around is when the 38% that support Trump are given lobotomies and hysterectomies.......Yep the future is looking bright after the nut cases are put away.....

      The GND timeline is ten years. Here are some of the goals:

      1. Ban affordable energy. GND calls for the elimination of all fossil fuel energy production, the lifeblood of American industry and life, which includes not only all oil but also natural gas — one of the cheapest sources of American energy, and one of the reasons the United States has been able to lead the world in carbon-emissions reduction.
      2. Eliminate nuclear energy. The GND also calls for eliminating all nuclear power, one of the only productive and somewhat affordable “clean” energy sources available to us, in 11 years. This move would purge around 20 percent of American energy generation so you can rely on intermittent wind for your energy needs.
      3. Eliminate 99 percent of cars. To be fair, under the GND, everyone will need to retrofit their cars with Flintstones-style foot holes or pedals for cycling. The authors state that the GND would like to replace every “combustion-engine vehicle” — trucks, airplanes, boats, and 99 percent of cars — within ten years. Charging stations for electric vehicles will be built “everywhere,” though how power plants will provide the energy needed to charge them is a mystery.
      4. Gut and rebuild every building in America. Markey and Cortez want to “retrofit every building in America” with “state of the art energy efficiency.” I repeat, “every building in America.” That includes every home, factory, and apartment building, which will all need, for starters, to have their entire working heating and cooling systems ripped out and replaced with…well, with whatever technology Democrats are going invent in their committee hearings, I guess.
      5. Eliminate air travel. GND calls for building out “highspeed rail at a scale where air travel stops becoming necessary.” Good luck Hawaii! California’s high-speed boondoggle is already in $100 billion dollars of debt, and looks to be one of the state’s biggest fiscal disasters ever. Amtrak runs billions of dollars in the red (though, as we’ll see, trains that run on fossil fuels will also be phased out). Imagine growing that business model out to every state in America?
      6. A government-guaranteed job. The bill promises the United States government will provide every single American with a job that includes a “family-sustaining wage, family and medical leave, vacations, and a pension.” You can imagine that those left in the private sector would be funding these through some unspecified “massive” taxation. On the bright side, when you’re foraging for food, your savings will be worthless.
      7. Free education for life. GND promises free college or trade schools for every American.
      8. A salubrious diet. The GND promises the government will provide “healthy food” to every American (because there are no beans or lettuce in your local supermarket, I guess).
      9. A house. The GND promises that the government will provide, “safe, affordable, adequate housing” for every American citizen. I call dibs on an affordable Adams Morgan townhouse. Thank you, Ocasio-Cortez.
      10. Free money. The GND aims to provide, and I am not making this up, “economic security” for all who are “unable or unwilling” to work. Just to reiterate: if you’re unwilling to work, the rest of us will have your back.
      Bonus insanity: Ban meat. Ocasio-Cortez admits that we can’t get zero emissions in 10 years “because we aren’t sure that we’ll be able to fully get rid of farting cows and airplanes that fast.” The only way to get rid of farting cows is to get rid of beef.

        There is a button marked HERE in thepinetree story that allows you to actually see the resolution. It does not make the proposals alleged in the Federalist article.

        It, for example, sets a goal of no NET green house gas emissions, which is not the same as zero fossil fuel use. It is indeed impractical (and maybe impossible) to end all use of fossil fuels but it is possible (and happening in more enlightened countries) to greatly reduce their use. CO2 capture (e.g., in forests) can compensate for fossil fuels burned. Even the American auto industry is anticipating a future in which electric cars are more common than those running on gas or diesel, and GM, Ford and Chrysler are certainly not Socialist organizations. It still would matter where the electricity to charge those cars came from, but much of it will come from solar, wind and other non-fossil fuel sources.

        And lets remember that it is an asperational document. FDR didn't get all his NEW Deal wishes and neither will these Democrats. But at least they do not have their heads in the sand with respect to climate change and they are doing something more meaningful than name-calling.

        A related point: The roll of forests was recently emphasized in the finding that the earth actually cooled a little in the 1500s. The explanation offered was that the exploration of the new world (the Americas) introduced diseases that killed a huge fraction of the native population. Farmland and pastures cleared by native peoples reverted to forest, decreasing global CO2 levels and causing significant cooling. We obviously cannot abandon our farmland and pastures, but we can restore forests in many places and perhaps introduce them in places not used as farm or pasture.

        Yes, because they'd like to see an habitable planet around for at least another generation or two. BTW - fun fact to share and tell - the National Coal Museum just converted to solar power in an effort to save on their expenses. ;)

      Dear GFY,
      I was wrong and I apologize. Saying that your comments reflected the intelligence level of our President was quite uninformed. In fact you are so much dumber. Even the President is a tad smarter.

        Even the Democrats think she is crazy. No one can even fathom her being relevant outside people who want to just spite republicans.
        So basically old fat white women. Haha.

        The good thing is AOC is dumb enough, and loud enough to hopefully kick off our second civil war letting us rid ourselves of the cancer of liberalism for a few generations.
        Send her to Venezuela or California where the people are too destitute or stupid to figure out what right or wrong anyway.

Absolutely NOTHING this complete moron, ex bartender, economics grad, liberal, entitled, LIAR makes any sense, unless, you are as stupid as she is.. If you want this socialist idiot to take care of your family, why not expedite it and move your a**, along with your kids to Venezuela ? There, you will discover the benefits of her ideals. GOOD LUCK< AND GTFO of the USA !

    The right-wing is so funny and so not creative. Fox News tells them to cite Venezuela as a socialist failure and they all fall in line and do it. It's like a chant or mantra for them.

    Meanwhile they live in the good ol' USA where we have all kinds of successful socialism such as fire and police departments, highway construction, and public schools to name just a few. Most importantly for the old farts making those posts, their retirement pension is government provided through Social Security, a socialist undertaking if there ever was one. For that lifeline in their old age they can thank FDR and the liberals.

    You're welcome. Even if you still don't understand how good socialism has been to you.

      They are scared, the vote, control and change no longer sits in their corner. Majority wins in the end. They've refused to accept reality so the only real cry babies are themselves. Dying breeds, fossilized ways, stubborn and stupid. Losers.
