"Operation Terminus" Leads to Award for Calaveras County Sheriff

San Andreas, CA...Sheriff Wins IACP Award: The Calaveras County Sheriff’s Office was recently notified that Sheriff Rick DiBasilio and the Calaveras County Sheriff's Office have been selected as the recipient of the International Association of Chiefs of Police (IACP) “Chief David Cameron Leadership in Environmental Crimes Award”. Sheriff Rick DiBasilio and the Sheriff’s Office have been selected for the award based upon the work and results surrounding “Operation Terminus” in 2017.




This was a (6) six month long multi-agency investigation lead by the Calaveras County Sheriff’s Office and resulted in numerous investigations and arrests relating to marijuana cultivation and directly related environmental crimes.

Sheriff Rick DiBasilio will receive the award at the International Association of Chiefs of Police Conference in October 2018. This is the first time a Sheriff from Calaveras County has ever received an award from the IACP.

Below are excerpts from the press release from Operation Terminus;

"Beginning on 7/31/17 the Calaveras County Sheriff’s Office in conjunction with the California Department of Fish & Wildlife, the California National Guard Counterdrug Task Force, California State Water Board, Central Valley Regional Water Board, Calaveras County District Attorney’s Office, California Highway Patrol and Cal Fire began the service of 23+ search warrants throughout Calaveras County relating to multiple ongoing criminal investigations regarding the illegal cultivation of marijuana and directly related environmental crimes. The series of investigations began approx. 6 months ago was titled “Operation Terminus.” For those who are unfamiliar “Terminus” means “the end of the line.” We are working in partnership with allied agencies to work toward ending the line of a large group of marijuana growers who have come into Calaveras County from across the United States and other parts of California committing crimes and causing significant environmental damage in Calaveras County. Due to the nature of our watershed systems in Calaveras County the environmental damage begins in our mountains and foothills has significant impacts “down to the end of the line” into other portions of California including the central valley and San Francisco Bay Area. More specifically the Mokelumne River watershed which leads directly into East Bay Municipal Utilities District (EBMUD) reservoirs and the water source for millions of California residents. The area of this operation also includes the Stanislaus River drainage system which affects millions of residents and agricultural water in the central valley and beyond.

As a result, over 35 suspects have been arrested. As of this afternoon, over 27,000 marijuana plants and 25 tons of marijuana have been eradicated or removed over the last 4 days. At least 11 firearms have been seized including firearm(s) with the serial numbers removed and an assault weapon or (weapons). A little over $7,000 cash has also been seized. And it is important to note that at one location we made two arrests and seized weapons and body armor.

A significant number of environmental crimes have also been located. The environmental crimes located include but are not limited to damage to the watersheds and waterways. Investigators also found Illegal pesticide/herbicide use and evidence of marijuana growers discharging human waste into waterways.

In addition several locations contained dangerous conditions that could have caused wildland and or structure fires through unpermitted or substandard electrical connections or by placing running generators to operate in areas with dried grasses or fire fuels.

The Operation Terminus criminal cases will be sent to the Calaveras County District Attorney’s Office for review. The District Attorney has sworn in a specialized circuit prosecutor from the California District Attorneys Association to assist with the cases involving crimes against the environment."

It is nice that the department is being recognized but don’t let this decide your vote in November. Rick is not the person for the position. He was appointed by 5 people. He has fulfilled his duties to the board but he has failed the department.

    I understand that Scott Ellis got appointed to Angels Police Chief. Congrats! By the way, a friend of mine just caught a young doper or pot head (or maybe a meth head or all) who illegally entered into his house on Birds way the other night and of course it got on the CCSO bookings for Monday. My friend forgot to lock the front door of his apartment and heard a noise. He caught this 19 year old kid putting on his clothes and his cowboy boots in the living room (right next to the bed room and he was just going to sleep). He managed to hold the kid at bay (by the way my friend is 81) and not long after that Sgt.Ellis came with another PO. I did not know this was the same guy until I walked over to visit my friend last night and then he told me. I then looked that up and the kid was charged with indecent exposure (since my friend caught him getting dressed), burglary 1st degree (the most serious next to home invasion) a felony, minor in possession of 28.5 grams of marijuana, and under the influence. The kid's residence is listed as 314 s Main (Big Horn) so I was trying to figure out how and why that kid picked on my friends place way down there on Bird's Way. So this is what is really going on with this weed thing in our county and with the young people. I hope this young man sees the light and now has the time to think about it-unless they just "catch and release" him. What a joke! By the way, my friend does not fool around when it comes to catching people invading his house/property. So some of you folks out there, take heed!
