Dear Mr. President Please Help Us Value People Over Fish ~ By Supervisor Dennis Mills

Angels Camp, CA...The Following letter has been sent to the President by Calaveras County Supervisor Dennis Mills.
Dear Mr. President: I am writing to you on behalf of thousands of California citizens, farmers, business leaders, local and state elected officials, and even conservationists who are strongly opposed to a plan by the California State Water Resources Board to drain our reservoirs in a vain attempt to save a few fish. Simply put this proposal places a higher value on fish than people! After extensive opposition presented in numerous hearings in the Central Valley of California, the State Water Resources Board remains committed to their plan which would remove as much as 50% of the water flowing out of our Sierra rivers and sending it out the Golden Gate in order to improve habitat for a small number of Salmon.






We believe that your administration should take steps to stop this policy since a large amount of water is the property of the United States Government. For example, about 85% of the water in the New Melones Reservoir, operated by the Bureau of Reclamation, is controlled by the United States. The remainder of the water is the property of several other local agencies. I understand 100% of the water in Lake Shasta is the property of the United States Government.

I am writing to ask you to take executive action through the Department of Interior, Bureau of Reclamation, and other agencies to refuse to release any federal water for these ridiculous environmental purposes which put citizens and local economies and the environment itself at risk. An excellent editorial published by the Modesto Bee makes the case for this action:

“Tripling the water extracted from our rivers won’t save salmon, but it will devastate families. It will throw mothers and fathers out of jobs. It will diminish the value of our ag land dramatically, cutting what we collect in taxes to fund school districts, police officers and local governments. If we aren’t willing to hold that picture up to the rest of California, we will never win this fight.
This declaration of economic war is not just about water. It’s a war over our homes, our jobs and our children.”

The initial projections of the State Water Board, which they refuse to discuss publicly, is this policy will move just 1,400 more fish into the Delta. In 2015 drought, the State Water Board ordered the release, in one case, of 30,000-acre feet of water worth about $21 million. The total number of salmon moved into the Delta as a result of the massive releases of water was nine fish at cost of more than $2 million per fish. Last year the fish hatcheries released more than 4 million salmon into the San Joaquin River System.

I hope you will consider this action in the best interests of the people of state and the environment itself which will be devastated by these policies. I know that the Congressmen from our region would strongly support Executive Action to stop this policy. I am also sharing this letter with many of the key public officials who have been leaders in this effort to oppose the reckless action of the California State Water Board. Mr. President we need your help.

    Your article was spot on Mr. Mills and the very biological company hired by the state of California confirmed exactly what you're talking about. Melones was drained so much just a couple of years ago that the water temperature was lowered to the point that a large majority of the trout in that lake perished. Try fishing at Camp Nine for the last few months; very few large trout have made the journey to spawn. Thanks for doing your job and don't let the growers and their comments get you down. Continue to do what is right for Calaveras County.

    Water Greed is nothing new. A spur off the Ca aqueduct went to a Republican family farm in Fresno, a special spur off the aqueduct was constructed for proposed orchards. The orchards never appeared, instead the water was sold at a high profit to La water. The family was supposed to pay for the spur, costs over one $million , they never paid the bill.
    This is one of the many frauds with water policy.

Conclusion
The New Melones Dam stands as a reminder of the conflicts surrounding growth, the environment, and water in the West. The Corps built it at the end of the era of large dam construction. Even without the environmental controversy that surrounds the project, the operational and water yield problems will certainly cause continued difficulties well into the future. With the enormity of the problems facing New Melones, it seems unlikely that the project will ever realize its full potential as a multi use unit. Indeed, new Melones may become a case study of all that can go wrong with a project.

    Many years of drought caused the lower fish populations. When fish populations decrease to a tipping point, they do not recover. Continuing to release water keeps what fish are there for better years. Fish management is a long term , if you want fish to eat, water releases must be maintained.

        There are no fish ladders On the Dams of the two rivers in Calaveras County. The fish are all planted in the mud holes.. If the flows were for the fish there would be fish ladders on the Dams so they could move and migrate to survive.

New Malones dam was based on flawed studies and now it has been acknowledged that “it is believed that New Melones does not have a sustainable water supply sufficient to meet existing obligations for irrigation, wildlife enhancement, and water quality improvement.”

    New Melones has the same flawed spillway as the Oroville Dam.

    There is a dam face up East Highway 4 that has been leaking for years now. It is now covered with large boulders to hide it. You can still see the water coming out a the bottom below the rocks.

There's Gotta be something left for fish - were a greedy society that in the end will kill itself off from because all of our natural resources we've rely on will be gone.

    The rivers and streams of our county dried and only stagnant ponds were left along them after the snow melt and before the Dams. The Dams now only create a false flow that is kept going to get our water shipped to the Valley and Southern California. The fish were never the real issue, the issue is to keep draining the water so that Southern California and the Valley can keep building. You ignorant hillbillies know nothing about water! Yes, it flows downhill, it rains, snows and it goes down the canyons! When there we're no dams that water ran freely, guess what, when the snowpack was gone, so was the flo! Guess what again? The salmon made it even when there was less water than there is now! The lower Stan, and Tuol. Rivers are now the spawning areas for salmon, some year's pretty good returns, other's not so good! There is more water in La Grange in the Tuolumne, and Knights Ferry on th Stan. Because there is water behind 2 dams that is released on a timely basis to keep the run alive! When do the salmon spawn? Oct-Dec, not jan thru Sept. , so dumping stored water during those non spawn months is absurd! Farmers need that water, you need to eat, so use your head! Managing Melones doesn't require rocket science, just common sense, which is lacking throughout all of California's govt! To the rafter's of which I used to be one, you can't allow the population to quadruple and not have a water supply! If I had my way, there would be no more housing developments on the Manteca, Stockton, Modesto, Turlock corridor, most of you don't have a clue about where food comes from, your going to be eating cement someday because of stupid politicians that are greedy! And a base of people that think recreation is what all of us do all the time! Melones, Don Pedro need to be storage facilities, used wisely, and not used as science experiment! Please Trump, intervene again against senseless Snowflake's! Makins America Great Again!

    More food should be grown here we have the raw water for it. Any new water storage for the Valley and Southern California needs to be stored there when it naturally flows to them. There is much more they can do for themselves there, desalination, underground water storage, etc.

State Water Resources Control Board wants to get the water shipped to Southern California. The politicians attending want the water to go to the Valley.
