Calaveras County Board of Supervisors Meeting Video and Summary for 2/26/08

San Andreas, CA...This weeks Supervisor's Meeting will be presented in two parts. The first is about an hour and a half long which is the primary meeting. The second is the study sessions in the afternoon. The study sessions run just over two hours....


The meeting is streaming now and as soon as it has played once the fast forwared and rewind buttons will become active and we will start streaming the study sessions. The first of the study sessions was on the General Plan Update process and the second was on the mid-year financial health of the county. We will add the summary as soon as we receive it.

HELD ON FEBRUARY 26, 2008

1.Minutes of a regular Board of Supervisors meeting held on February 12, 2008 - Board action: approved 5-0
2.CORRESPONDENCE: February 8 - 14, 2008 - Board action: approved, as processed, 5-0
3.MINUTE ORDER authorizing the County Administrative Officer to declare thirteen (13) Public Works vehicles, five (5) Sheriff Department vehicles, one (1) CalWORKs vehicle, and one (1) Mental Health vehicle as surplus and subject to immediate disposition through sale, auction, or organizational transfer; Administration - Board action: approved 5-0
4.RESOLUTION authorizing the Certified Unified Program Agency to submit a grant application to Cal/EPA for implementation of the Aboveground Petroleum Storage Act (APSA) Program; Environmental Management Agency - Board action: approved 5-0
5.RESOLUTION approving a contract with Evercom Systems, Inc., a Delaware Corporation and Securus Technologies, Inc. for inmate telephone services for Calaveras County jail inmates; Sheriff - Board action: approved, as amended, 5-0
6.RESOLUTION authorizing the Sheriff to increase fees for services of Earnings Withholding Orders from $25.00 to $30.00, and Summons and Complaints from $30.00 to $35.00 per services as mandated, effective January 1, 2008, in accordance with sections 26721 and 26750 of the Government Code; Sheriff - Board action: approved 5-0
REGULAR AGENDA
7.PUBLIC COMMENTS: a) Tim McSorley/Director, Council of Governments, gave an update on happenings at COG as follows: construction on the Angels Camp Bypass is scheduled to commence on April 14, 2008; a meeting has been scheduled to finalize some of the issues relative to the Rolleri bypass; the Council submitted to Caltrans, 2 Regional Transportation Improvement Programs - the Pine Grove Improvement Program and the Wagon Trail Improvement Program.
b) Larry Cornish, Mark Twain St. Joseph’s Hospital, gave an update of hospital happenings as follows: announced that the hospital was awarded the 2008 Business of the Year Award; the Hospital Foundation has announced a campaign to bring digital mammography technology to Calaveras County;

the first Health Career Fair will be held at the Toyon Middle School; Hospital Administration is currently working on 4 position recruitments; a new Medical Center facility will be located at the Copperopolis Town Square; Carmen’s Restaurant is offering County employee lunch discounts, each day of the week.
c) Lakhmir Grewahl, Air Pollution Control Officer, announced that the Carl Moyer program will grant the County one million dollars for the school bus replacement program. Four school districts have been notified. Grewahl informed of a 25% school match requirement. The program will be funded for the next few years. Grewahl further informed that the school district has indicated that they will be including in their budget process matching funds for one bus in each school district.
8.Discussion and possible action re: RESOLUTION supporting Amador-Tuolumne Community Action Agency Central Sierra Connect's application for grant funding from California Emerging Technology Fund to facilitate the development of broadband service to all the rural communities in its region; Administration - Board action: approved, as submitted, 5-0
9.Linda Churches, Auditor-Controller, presented the fiscal year 2006-07 Comprehensive Annual Financial Report (CAFR); Auditor-Controller
10.Discussion and possible action re: RESOLUTION approving a new contract between the County of Calaveras and Service Employees' International Union (SEIU) for December 1, 2007 through December 31, 2008; Human Resources - Board action: approved 5-0
11.Discussion and possible action re: RESOLUTION adopting changes consistent with the new contract with Service Employees' International Union (SEIU) for appointed department heads, mid-management- professional, supervisory and confidential groups; Human Resources - Board action: approved, 5-0
12.Discussion and possible action re: the introduction of an ordinance adopting and approving changes consistent with the new contract with Service Employees' International Union (SEIU) for elected officials; Human Resources - Board action: approved introduction, 5-0
13.Discussion and possible action re: the introduction of an ordinance adopting and approving changes consistent with the new contract with Service Employees' International Union (SEIU) for the Board of Supervisors; Human Resources - Board action: approved introduction, 5-0
14.Discussion and possible action re: RESOLUTION declaring the Board of Supervisors official intent to reimburse certain expenditures from the proceeds of debt related to the issuance of general obligation bonds; Administration - Board action: approved 5-0

15. Discussion and possible action re: RESOLUTION appointing three trustees to serve on the San Andreas Cemetery District Board; Administration - Board action: approved the appointments of Steven J. Airola, Kenneth D. Airola for terms to 12/2011 and John Brucklacher for a term to 2009; 5-0
16. Review of correspondence, reports and various matters of concern: a) Supervisor Tryon announced his attendance at a LAFCO meeting last night and informed that the March LAFCO meeting has been cancelled - there will be a special district forum meeting on March 14, 2008 at Ironstone; this evening will attend a Murphys Community Club meeting along with CAO Lawton;
b) Supervisor Claudino will attend this week’s retirement celebration for Diane Kriletich at the County Library on Thursday followed by a Historical Society dinner meeting at LaContenta that evening; on Friday, February 29, 2008 will attend a Calaveras Mariposa CAA meeting in Coulterville along with Chair Wilensky;
c) Supervisor Callaway attended an Ebbetts Pass Scenic Byway meeting last night; will attend this evening’s Murphys Community Club meeting; this week will attend a Fish & Game meeting, a Jail meeting and Diane Kriletich’s retirement celebration; spoke of an article in the Union Democrat regarding Tuolumne County Board of Supervisors intent to approve an inclusionary ordinance regarding housing – a subject that this Board, the affordable housing coalition, realtors and contractors of the community, have been discussing for many years – Callaway suggested that now may be the time to pursue the subject in a more formal manner;
d) Supervisor Thomas informed that he will not be able to attend tomorrow’s OCOC meeting – asked if someone would like to attend on his behalf; Thursday will be at the Jail meeting and the retirement celebration for Diane Kriletich;
e) Supervisor Wilensky has numerous constituent meetings this week; will attend Diane Kriletich’s retirement celebration; the CMCAA meeting in Coulterville on Friday; made reference to correspondence regarding a Mokelumne Hill ball park lighting situation – a meeting will be held in March to further discuss the matter;
f) CAO Lawton referenced a radio interview with KVML in Sonora; last Saturday attended the Trivia Bee in San Andreas for the Friends of the Library; announced that on February 28, 2008 there will be a Prop 63 forum at the West Point Community Hall; Thursday, Diane Kriletich’s retirement event; this evening will speak at the Murphys Community Club meeting.
