    Supervisor Clapp:
This constitutes the County’s response to your Public Records Act (“PRA”) request made via email to Stan Moore on January 31, 2018. As is County practice, Tech Services gathered responsive communications from the County email server and provided those to me for review. I have completed that review and removed limited privileged records; the remainder are ready to be produced to you.
If you are willing to accept electronic production of the records, they can be emailed to you free of charge, as the time required to gather and review the responsive records was relatively nominal and the County will therefore waive the fees to which it is entitled. Alternatively, if you would prefer hard copies of these documents, the charge to you would be $157.50 (318 pages total – first three pages are free – and 315 pages at $0.50 each thereafter, for a total of $157.50). The County must receive a check before staff makes the copies and produces the records; these charges are authorized by Govt. Code sections 6253(b) and 54985, County Code chapter 3.54, and Resolution No. 08‐202. Please let me know which option you prefer.

    Good afternoon Supervisor Clapp,
Your request has been received and is in process. I advised County Counsel of your request and they agreed that I should assemble copies of the requested emails. Those copied emails from January 2018 are being delivered to County Counsel this afternoon. County Counsel will reach out to you to complete the process.

Greetings Elaine,
I've heard through the grapevine that you will be running in this upcoming election for the District 4
seat at CCWD. If this is true, I want you to know that you have my support. CCWD has had horribly
misguided leadership and I think you would be an excellent replacement for Russ Thomas. I would be
more than happy to help contribute to your campaign.

Jack,
Thank you. I know Dennis and Gary have been receiving a lot of heat surrounding the recall.
Even though the ban has been placed, those with special interests in pot are trying to replace
the board. There will be a lot weighing on the outcome of this year's election. It goes without
saying, your support is very much appreciated.

With the current recall activity, please let me know if I can be of help to

Hi Dianna,
A neighborhood BBQ sounds fantastic. I’d like to plan another BBQ around the last weekend in April at the Hogan
Dam outlook. I’d like to do it on a Sunday and start at 1 (maybe April 29th). I’ll gladly supply the burgers and food
and if you like to help set things up that would be great. I let Gloria and Fred know too.
As for the junk yard on the intersection of Silver Rapids, I will keep you up to date on its progress, and yes, I am
well aware of that mess. The fact that the neighbors are filing complaints with code enforcement will help ensure
that the mess gets cleaned up.
Thank you for your support and I hope to hear back from you soon. Have a great day!

Thank you Dana. I'll take the backlash. I'm just glad we have finally taken a step in the right
direction. I happy to say that the amount of support for this greatly outweighs all the backlash.
I really do appreciate your support.
If you can, let Gary Toffanelli know too. There is now a recall effort against him due to his
decision to ban.

Subject: CCWD Water Rates
Date: Monday, April 02, 2018 8:05:20 PM
Hi Dolly,
Yes. Everyone I’ve spoken to about CCWD’s water rate hike has been furious. Our water board is represented by us
the voters. The only way to change this is to vote them out of office. Sadly during the last election, Jeff Davidson
ran unopposed. The water rates have more than tripled since he has held office. For right now, we can at least be
vocal and speak out at town hall meetings and public hearings. On April 26 at 6PM, CCWD will be holding a town
hall meeting at the Vets Hall in Valley Springs. It is important that we use this as a forum to speak out against the
water board and state that we do not want a rate increase. Please inform as many residents that you can to attend this
meeting. This rate increase is planned to take place on July 15, 2018.
Also, on May 23 at 1PM, there will be a public hearing at the CCWD board room regarding the rate increase. You
can see more by visiting ccwd.org/rates.
I hope to see you on the 26th.
Regards,
Clyde Clapp

Date: Tuesday, April 10, 2018 11:43:23 AM
Hi Clyde,
Last year we saw great success in targeting voters with digital GOTV online ads.
These ads "follow" voters on all of the websites that they visit and act like a digital
"yard sign."
It's very inexpensive and extremely effective. Our in-house digital team that can
deploy a campaign ASAP.
Would you like to see some sample ads to learn how others campaigns are using
it? If so, let me know!
Thanks and I'll talk to you soon.
