Shooting Hours Restricted at Candy Rock Quarry. Shooting ok During Daylight Hours on Weekdays, Weekends

Hathaway Pines, CA...Stanislaus National Forest supervisor, Jason Kuiken, signed Forest Order STF 2018-01 limiting the hours shooting enthusiasts may use Candy Rock Quarry on Calaveras Ranger District. The order, which is in effect until April 20, 2019, allows discharging a firearm within the Candy Rock Quarry Shooting Restriction Area only between 10 a.m. and 6 p.m., Monday through Friday, and from 10 a.m. through 3 p.m. on Saturdays. The Candy Rock Quarry Shooting Restriction Area includes the Candy Rock Quarry and all National Forest System lands that are 150 yards from the outer boundary of the quarry.




The quarry is in a wildland-urban interface area, approximately three-tenths of a mile from the nearest private residential properties and is one of the most actively used locations on the district for recreational target shooting. For many years, the district received written and verbal complaints about shooting activity at and near the quarry.

“Complaints centered on persistent shooting noise during daylight hours and into darkness, as well as public safety on both public lands and nearby private lands,” Kuiken said. “In addition, we also received many comments from other individuals wanting to continue enjoying the site for responsible target shooting. We believe this provides a balance to both groups.”

Kuiken emphasized that this forest order is the result of careful attention to the issue. Calaveras Ranger District staff held a series of public scoping sessions to seek a solution. They attended many meetings with the local Calaveras County Supervisor and Sheriff's offices, as well as with concerned citizens representing divergent viewpoints. The district commissioned an assessment by the National Rifle Association and contracted with the Center for Collaborative Policy to serve as an impartial mediator.

“All of these efforts provided the forest with a collection of suggestions designed to improve public safety while positively addressing the varying viewpoints held by groups interested in the issue,” Kuiken said. “Based on our research, the best way to offer benefits to both groups was to institute restrictions on the hours when target shooting could take place in the area.”

          The anti gunners/Meritta followers will push to close the hours of candy rock range. They will eventually get the place closed but I can tell you that as an avid shooter ( weekly ) and hunter that if you want to see the real results of the closures go behind white pines. Trash as far as the eye can see in the three or four shooting spots that have popped up since candy rock has become such a problem. Those that shoot arent going to stop shooting so closing the safest open range in our area is going to turn everyone into the forest. Not smart but Meritta and her banning mentality has always been keen on only the short game rather than a open discussion and compromise that helps everyone.

            People come from the Bay to SHOOT up here, if you limit the places they will go into the forest, its only a matter of time until there is another fire or someone is hurt.

              It's not just people coming up from the BAY to shoot. Many up here are responsible shooters, but we also have the irresponsible shooters here that have made all shooters look bad. Drinking and shooting their cans,bottles, "targets" like old TV'S, refrigerators you know what I mean and leaving their garbage at these shooting sites. Those are the people we need to snap a picture of their vehicle/s and them, then pass it on to law enforcement. Do it discreetly if you see them and help keep our places open and clean. These are the people who wreck it for everyone.

              Those are good points, but Candy Rock is not an ideal site either. People who live nearby are annoyed by the noise and have credible claims of finding spent bullets on their property. As a shooter it may not bother you to hear gunfire in the near distance, but it is not hard to imagine that some people (many people) do not find that sound to be comforting background music to their mountain day.

              Absent a better site, restricting hours that Candy Rock is open is a reasonable compromise.

              As for people going elsewhere and making a mess, that happens whether Candy Rock is open or not. Many of our fellow humans are inconsiderate slobs and they care about no one but themselves. Can't fix stupid.

              A real solution would be for the Forest Service to identify a site better than Candy Rock. Some combination of local shooters, the Forest Service, and maybe grants should then build a proper safe range on that site. I think you could establish a local group that would keep it clean and provide proper trash cans (and empty them), etc. There is an effective volunteer group that keeps White Pines Lake picnic area clean, for example. It would be a smaller problem to keep a range clean.

      Until then, I will shoot just outside of the boundaries evenings and Sundays as I please. It would be quieter for the homeowners if I was inside the quarry, but I didnt make the rules, I just comply with them.

    Sundays should be homeless picnic and camping day. Churches and homeless advocates could bus them out there. Have a church service and hand out the free stuff. After camping all night they can bus them to the county office and get them all signed up on the county dole. Maybe some will stay full time, they will be quiet neighbors.
