SUMMARY OF THE MINUTES OF A REGULAR MEETING OF THE BOARD OF SUPERVISORS
COUNTY OF CALAVERAS, STATE OF CALIFORNIA
HELD ON FEBRUARY 12, 2008

PRESENT: Russ Thomas, Vice-Chair; Thomas Tryon, Merita Callaway & Bill
Claudino, Supervisors; James Jones, County Counsel; Robert Lawton, County Administrative Officer; and Carol Gates, Supervising Board Clerk

CONSENT AGENDA
1.Minutes of a Board of Supervisors meeting held on January 22, 2008 - Board action: approved 5-0
2.CORRESPONDENCE: January 25 - 31, 2008 - Board action: approved, as processed 5-0
3.RESOLUTION approving the spending plan for the District Attorney's Office for fiscal year 2007/2008 and authorizing the transfer of funds and authorizing the Auditor to adjust the books of record accordingly; along with a BUDGET TRANSFER, in the amount of $15,173.00, in conjunction therewith; (requires 4/5 vote) District Attorney - Board action: approved 5-0
4.RESOLUTION authorizing $100.00 impressed cash to establish a change fund for Calaveras County Behavioral Health Services - Perinatal Program; Behavioral Health Services - Board action: approved 5-0
5.RESOLUTION approving an amendment to the agreement between Sequoia Psychiatric Center and Calaveras County Behavioral Health Services for Inpatient Psychiatric Hospital Services to increase the total contract amount, in an amount not to exceed $125,000.00, including a rate change of $625.00 per day to $650.00 per day for services provided April 1, 2007 to June 30, 2008; Behavioral Health Services - Board action: approved 5-0
6.RESOLUTION authorizing an amendment to the agreement with MARSCO Management & Engineering Services to provide professional engineering services; Public Works - Board action: approved 5-0
7.MINUTE ORDER to approve allocating from District II Discretionary Fund, $500.00 for the Mountain Ranch Community Club for the general operation of the Club and the Mountain Ranch Community Park; Supervisor Wilensky - Board action: approved 5-0
8.RESOLUTION authorizing the Technology Services Department to dispose of surplus computer equipment; Technology Services - Board action: approved 5-0
9.RESOLUTIONS (2) as follows: 1) RESOLUTION authorizing the Chief Information Officer to purchase a capital asset - CISCO 3845 Router along with a BUDGET TRANSFER, in the amount of $14, 170 in conjunction therewith; and 2) RESOLUTION authorizing Technology Services Department to contract with Synectic Technologies to install network infrastructure, terminate network jacks and test throughout; Technology Services Department - Board action: approved 5-0

10.PUBLIC COMMENTS: Lorraine Piegaia, Jesus Maria Road, Mokelumne Hill, CA, submitted for the record, a letter urging the Department of Public Works to include in their next stage of current on-going rural road resurfacing projects, the east section of Jesus Maria Road beginning at the Rail Road Flat Road intersection and extending to Hawver Road. She referred to an increase in population contributing to a dramatically increased wear and tear on the road. Ms. Piegaia stated the repair is imperative in providing a safe and comfortable level of travel for all those using the road.
11.Discussion and possible action re: the adoption of an ORDINANCE repealing and re-enacting Chapter 16.24 of the County of Calaveras Code establishing standards for dedications of land and/or payment of fees for Park and Recreation Facilities in conjunction with subdivision approval; Community Development Agency (continued item from 01/08/2008 and 01/22/2008) - Board action: approved, as amended, 5-0
12.Discussion and possible action re: RESOLUTION authorizing Calaveras Works & Human Services to hire Cynthia Stephens for the position of Eligibility Worker 1; Human Resources - Board action: approved 5-0
13.Review of correspondence, reports and various matters of concern.
a) Supervisor Tryon had nothing to bring before the Board.
b) Supervisor Callaway requested a formal presentation to the Board regarding driveways – this will be agendized as a study session for the meeting of March 4, 2008; Callaway stated that, just so we know that we are not alone, she would like to refer to a Puerto Vallarta newspaper, letters to the editor, regarding: where is City Administration on the noise ordinance – why do they issue building permits with strict regulations regarding work hours and never follow up on them – when approaching developers they say they need to get the work done and have no concern for neighbors or residents and a high growth rate with tremendous buildings – this has been reported to public works with no response – does City Administration not see the filth and grime – why are bridge lights burned out and vandalized – consideration of a maintenance tax for all who do business in the area. Callaway reported on a Area 12 meeting she attended last week - announced that the Agency will relocate from Sonora to Standard - reviewed the impact of the 10% cut - referred to 4 vacancies on the Advisory Council from Calaveras County - informed that Common Grounds is serving a large number of County constituents and they

will once again be requesting Board support during budget hearings; announced her attendance last week at a Child Support meeting – discussion was held regarding budget concerns including 2 possible layoffs - customer service calls are now going to a central phone bank - vacant positions are not being filled; Saturday evening attended a ballet in Sacramento - referred to a conversation, among women sitting near her, regarding the State budget and the impact the budget will have on agencies and departments; announced a fund raiser this coming Saturday, at the Black Bart Theater, for Ebbetts Pass Forest Watch.
c) Supervisor Claudino will attend a Historical Society meeting this evening at the Grange Hall in San Andreas and tomorrow a Mountain Valley Emergency Medical Services Board meeting at Saddlecreek.
d) Supervisor Thomas will attend a local Park and Recreation meeting this evening in Copperopolis, at 6:30 p.m., in the conference room at the Fire Station; Thursday, a Joint CCWD and County water meeting to discuss ways to interact with CCWD for filling water and sewer requirements of the County; referred to the absence of a County noise ordinance – Stephanie Moreno, CDA Director, stated that zoning ordinances will be updated along with the General Plan update – noise is one of the issues to be addressed.
e) Robert Lawton, County Administrative Officer, announced his attendance last week at a Council of Governments meeting, a meeting with Tim McSorley, Executive Director of COG and a meeting with a member of CCWD; addressed a concern raised in the last couple of weeks regarding a defensible space limit of 1,000 feet in rural areas above 1500 feet, as imposed by an insurance company - RCRC has checked into the matter – there is a 500 ft. limit for dead trees near a dwelling – a 30 ft. limit for combustibles – 90 renewal inspections were done in Calaveras County last year – 60 dwellings passed with no controversy – 30 did require mediation - RCRC is willing to look into the 1000 ft. issue – he stated the insurance company, Allstate, states that they are not aware of the 1,000 ft. limit. Lawton asked that if anyone has received documentation or a letter saying they will not be renewed due to the 1000 ft. limit it would be helpful to submit same for RCRC. He further informed that RCRC is not aware of anyone else in the State receiving such notification.
f) James Jones, County Council, had nothing to report.
