Notice To Contractors

San Andreas, CA...NOTICE TO CONTRACTORS The County of Calaveras will receive sealed bids for Stagecoach Road Low Water Crossing Replacement Project, Federal-aid Project No. BRLO-5930(039). The Request for Bids is available through www.publicpurchase.com within the section dedicated to this solicitation under the agency of the County of Calaveras. This project, generally described, consists of bridge construction, approach roadway work, and scour prevention work along Stagecoach Road at Little Johns Creek near Copperopolis, CA.




Bids will be opened Thursday, January 25, 2018 at 3:00 PM. Bids submitted after this time will not be accepted.

The County will open and publicly read bids in the Calaveras County Board of Supervisors Chambers, 891 Mountain Ranch Road, San Andreas, CA 95249.

Bidders are advised that a mandatory pre-bid meeting is scheduled for this project. Bidders are required to be present at the Calaveras County Board of Supervisors Chambers, 891 Mountain Ranch Road, San Andreas, CA 95249 at 1:30 PM on Friday, January 19, 2018. Those bidders who are not present during the pre-bid meeting will not be considered as responsive bidders and their bids will be rejected.

The Contractor shall possess a Class A general engineering contractor license or any combination of Class C licenses which constitutes a majority of the work.

The DBE contract goal is 5 percent.

For the Federal training program, the number of trainees or apprentices is 5.

Complete the work within a total of 140 working days following the Notice to Proceed.

The estimated cost of the project is $2,150,000.

Bids must be accompanied by bidder’s security equal to at least 10 percent of the bid.

The successful bidder shall furnish a payment bond and a performance bond. The County will furnish the successful bidder with the contract bond forms.

Bidders shall present inquiries to the County through the Public Purchase website using the “Questions” feature. All responses, if any, from the County to bidder’s inquiries will be issued as answers within the “Questions” feature.

Questions based on alleged patent ambiguity of the plans, specifications, or estimate must be asked in writing before bid opening. After bid opening, the County does not consider these questions as bid protests.

The general prevailing wage rates in the county, or counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations and are available from the California Department of Industrial Relations’ website at http://www.dir.ca.gov.

The Federal minimum wage rates for this project as predetermined by the United States Secretary of Labor are available directly from the Department of Labor Home Page under http://www.wdol.gov. An addendum will be issued not more than 10 days before the opening of bids to set forth the Federal minimum wage rates for the work to be done on the project.

If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The County will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.

A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.
